The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.

• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.

Qualifications:

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. The agency utilizes modern technologies while operating under the goal of continuous improvement.

MTC is seeking an agile and adaptive executive technology leader to take its IT program to the next level. The ideal candidate will be comfortable with ambiguity and able to execute with limited information and evolving prototypes. In addition, the candidate will be capable of expertly maintaining a culture rooted in diversity and inclusivity; and possess the ability to apply an equity lens both internally to the IT operation as well as externally to the services provided. 
 
The Director of the Technology Services Section will be a key member of the business operations team, reporting to the Chief Operating Officer.  This individual will be responsible for formulating and executing the agency's overall technology vision, ensuring the alignment of IT initiatives with MTC’s objectives. MINIMUM QUALIFICATIONS

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.
