Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

Parks Planning and Design Manager Class Specification

Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

Education/Experience

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.

THE POSITION

General Purpose:
This Recreation Aide position will be assigned to the Family Programs area assisting Recreation Leaders in providing support for the After-School Recreation program.
 
Supervision Received and Exercised:
Receive general supervision from a Recreation Coordinator and may receive technical and/or functional supervision from a Recreation Leader or Program Specialist.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. SUMMARY

ESSENTIAL DUTIES AND RESPONSIBILITIES

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

Education:  Graduation from high school or GED equivalent is desirable.  This provision may be waived for applicants 15 to 18 years of age with ability to obtain a valid work permit.

Experience:  Previous experience as a lifeguard, having worked with youth and WSI certification is desirable.

SELECTION PROCESS

Based upon all submitted materials, the applicants presenting the best job-related qualifications will be invited to proceed in the recruitment process.

LIFEGUARD I ($16.54 hourly)

SUMMARY

Under immediate supervision, monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; learns, explains, and enforces safe swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.  Lifeguards may be asked to perform office or front desk duties in the aquatic office only.  

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Provides aquatics safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatic facilities to prevent accidents, and to ensure the safety and well-being of patrons.
2. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
3. Performs all required lifeguard-training skills as needed.
4. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
5. Provides high quality customer service in a safe and timely manner.
6. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair as needed.
7. Maintains pool and restroom areas in a safe and clean condition.
8. Maintains logs and records of activities.
9. Participates in required training sessions, including safety drills and other emergency procedures.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

Knowledge of:

• Principles and techniques of lifeguarding, including lifesaving methods and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

Ability to:

• Learn and understand the organization and operation of the District’s aquatics facilities.
• Learn, monitor, and enforce District regulations, policies, and procedures.
• React to and handle swimmer rescue and medical emergencies in a safe and effective manner.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work in an efficient, effective, safe, and timely manner.
• Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
• Use English effectively to communicate in person, over the telephone, and in writing.

Licenses and Certifications:

• At time of appointment, American Red Cross Lifeguard certification maintained throughout employment.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• TB Test.
• Work Permit if applicable.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

4. Prepares facilities and sets up equipment for scheduled aquatics activities and events; may assist in the implementation of aquatics programs and special events.
5. Performs all required lifeguard-training skills as needed.
6. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
7. Provides high quality customer service in a safe and timely manner.
8. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair, as needed.
