The Community Development Department, also known as CDD, is organized into four divisions — Building, Code Enforcement, Neighborhood Improvement and Housing, and Planning Division. CDD has broad responsibilities including long-range planning, review of applications for new development, implementation of the City’s housing programs, and maintenance of neighborhoods.  The CDD Permit Center provides centralized permit services for building, planning and development applications and provides general and technical assistance related to building and zoning codes and City procedures.

What You’ll Do

The Permit Center Supervisor plans, organizes, supervises, coordinates and participates in the work of the team assigned to assist customers with successfully interfacing with the City’s planning, building, development, and permit processes.  The position also provides technical expertise in building and/or zoning code administration or development review processes.  The Permit Center Supervisor receives general direction from the Building Official or higher level department personnel and exercises direct supervision over technical and support personnel.

Central County Fire Department

has an opening for a full-time Fire Prevention Specialist  

 

This is an entry level position, and successful candidates will be placed at the beginning of the pay range.

 

DEFINITION

Under the direction and supervision of the Deputy Fire Marshal, the Fire Prevention Specialist performs responsible, technical and specialized work in the fields of life safety inspection, engineering and code enforcement. This is an entry-level position.

ESSENTIAL DUTIES

• May conduct public education presentations
• Resolve citizen complaints about fire related problems
• Assist in reviews of building construction plans and business emergency plans for compliance with state and local fire and life safety standards and regulations
• Provide technical assistance to fire companies
• Inspect residential, licensed care, commercial and industrial buildings, facilities and larger places of public assembly to determine and enforce compliance with local and state fire and life safety codes.
• Under supervision, interpret various federal, state and local fire and life safety codes for the public and make recommendations as needed
• Interpret policies, procedures and documents relating to business emergency plan requirements
• Review, evaluate and process business emergency plans
• Inspect, evaluate and grant fire safety clearances for state licensed care facilities
• Under supervision collect, analyze and evaluate data and prepare comprehensive reports
• Write reports based on field notes
• Issue “Notice and Order” and prepare summary information reports
• Investigate complaints from the public
• Assist in testing and accepting, life safety, fixed detection and extinguishing systems
• Work with other governmental agencies for compliance and enforcement of building and fire codes and standards, the building development and planning process, weed and rubbish abatement
• Perform related duties as required

REQUIRED QUALIFICATIONS

Knowledge of:

• Organization, procedures and operating details of municipal government
• Principles and procedures of record keeping
• Software programs used in fire administration
• Department Policies and Procedures
• Pertinent federal, state and local laws, codes and regulations

Ability to:

• Understand, interpret and apply the Uniform Fire Code, Uniform Building Code and other applicable federal, state and local laws
• Detect fire hazards and code violations and determine appropriate mitigation measures
• Plan and perform field work
• Read construction drawings and specifications, identifying necessary changes to bring project into compliance with appropriate building and fire codes

Education and Experience:

• Successful completion of California State Board of Fire Services accredited courses Fire Inspector 1A, 1B, 1C, and 1D
• Bachelor’s Degree in Architecture, Criminal Justice, Engineering, Fire Protection, or Management is desirable

License or Certificate:

• Valid California State Driver’s License

Ability to crawl, crouch, twist upper body, sit, stand and walk for long periods of time; climb ladders and work at heights; ability to identify hazardous environments including electrical and mechanical hazards and confined spaces. Ability to analyze situations quickly and draw logical conclusions; to remain calm and follow instructions under pressure, stress and emergency situations. Work cooperatively with the public, other departments and all those encountered in the course of work. Communicate clearly on the phone, in person and in writing; deal calmly with irate citizens and contracts; enforce necessary regulations with firmness and tact. THE POSITION   You will enjoy processing a variety of permits, provide general information to the public at City Hall via the public counter, by telephone and will be an integral member of Redwood City's Counter Team. 

 

  Duties may include, but are not limited to the following:

• Provide customer service to the public at the Community Development Services counter; explain ordinances and procedures to owners, contractors, developers, and the general public.
• Issue permits of all types of construction and use, to include checking plot plans for size of lot, set back of house, side yards, and location of sidewalks.
• Accept plans for plan check and verify accuracy and completeness for information; assist applicant in completing permit application and compute fees for plan check and building permit. 
• Compile and report statistical information; maintain files on maps and records; operate specialized permitting software.
• Input a variety of information into the computer system including inspection request.
• Attend bid openings for Public Works projects.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: 

• Provide excellent customer service to all individuals by being attentive, understanding, responsive, fair, courteous, respectful, and to actively participate in maintaining a positive customer service environment.
• Receive telephone calls and inquires at counter; assist and direct public to appropriate staff member or department; provide information regarding efficient engineering services, codes, regulations, standards, procedures, policies, requirements, fees, and other related matters.
• Research City archives and retrieve plans, reports, maps and other public records for the Engineering Division, other departments, and public inquiry.
• Receive, coordinate, process, and issue a variety of engineering permits and applications in an efficient and timely manner; Sort and route permit application packages; insure all necessary approvals are obtained.
• Review submitted plans and applications for completeness, accuracy, and compliance with City standards and regulations; assist the public in completing applications and other necessary forms; verify that appropriate signatures, insurance documents, security documents, required calculations, and scales/dimensions are included; collect and route traffic control plans for approval by the Traffic Engineer; performs simple technical plan check.
• Calculate various construction valuations, plan check fees and permit fees; create permit accounts on permit processing software; collect fees and deposits; track account balances; communicate with the Finance department on outstanding and closed accounts; process refund requests.
• Assist engineering staff with the advertising and bidding of improvement projects including all coordination with the local newspaper, contractors, and printing/posting agency, administration of the bid opening, and tabulation of the bid results in Excel. (Raisa is currently doing this, but it is an option for the future.
• Operate standard office equipment including computer equipment and software applications as assigned.
• Perform related duties as assigned.

 

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying.   A typical way to obtain the knowledge and abilities would be:

 

Education, Training & Experience

Minimum of two years of progressively responsible experience in an engineering, building or planning department of a public agency, construction office, or other similar agency.  Education equivalent to completion of high school supplemented by courses and/or seminars in business, management, communication, engineering, building, and/or planning.

Licenses & Certificates

• A valid California Driver’s License and a satisfactory driving record are required.
• ICC Permit Technician certification is highly desirable.

Knowledge of:

• Permits processing, permitting software, and procedures in a public agency.
• Records management practices; general office practices and procedures.
• Organization and departmental procedures and processes.

Ability to:

• Understand general information on plans submitted with permit application.

• Understand and effectively explain the city ordinances, regulations and procedures.
• Maintain neat and accurate records.
• Interact effectively and courteously with members of the public.
• Compile and tabulate data; operate a variety of office equipment and computer software.
• Maintain and administer an inspection scheduling system.
• Perform basic fee calculations.
• Work harmoniously in a team oriented atmosphere.

DEFINITION

Knowledge of: Architectural drawing convention and what comprises a complete set of plans; processes and procedures associated with construction permits; record management practices; general office operations; familiarity with building code and construction terminology.

Ability to: Understand general information presented on construction plans; understand and patiently and effectively explain city ordinances, regulations and procedures; maintain records neatly and accurately; interact competently and courteously with the public; effectively communicate verbally and in written format.

Skills: Perform accurate arithmetic calculations; operate computer and calculator with speed and accuracy.

QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification)

Education & Experience: Any combination of experience and education that provides the desired knowledge and abilities to duties. Typically this is obtained through a high school education and at least on years’ experience working in a building or planning department.

License/Certificate: Permit Technician certificate from ICC, or ability to obtain certificate within one year of hire.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Ability to deal effectively with difficult people with firmness and tact including people of diverse cultural backgrounds; sit and stand for long periods of time; to kneel and squat to retrieve materials; to lift supply materials weighing up to 10-pounds; to maintain cooperative working relationships with all those contacted in the course of work. Ability to communicate well, to be able to read requirements and to hear and understand people at the counter and on the telephone.

The Position

The City of San Bruno Community Development Department is recruiting for a Building Inspector I/II, who will have a unique opportunity to help shape and guide the community’s future.  As the City continues to grow in population and develop within the burgeoning San Francisco Bay Area, now is an exciting time to join the San Bruno Community Development Department. Under the guidance of the Chief Building Official, the Building Inspector performs routine to complex inspections for compliance with building codes, issues corrections notices and citations, authors reports of building inspection activity, assists in administering the permitting function for commercial and residential buildings, and performs customer service for the residents of the community. The Building Inspector may also develop educational materials for the public, perform duties of a plan examiner, and represent the City at professional meetings, training sessions and other industry events.  Municipal or jurisdictional building inspection experience is highly desirable for this position.

The Department

The Community Development Department includes Planning, Building, and Code Enforcement. The Department is responsible for ensuring that new development and modifications to existing development in San Bruno are completed in compliance with City and State laws and for supporting the maintenance of safe, attractive neighborhoods and business areas through a progressive code enforcement program.

Minimum Qualifications

Graduation from high school or GED equivalent.   Possession of an AA/AS degree from an accredited college in Building Inspection or Construction Technology highly desirable, plus:

Building Inspector I:

¨ Two (2) years of experience in general construction or related fields or two (2) years of experience in municipal or jurisdictional building inspection experience, or a combination of both.

Building Inspector II:

¨ Five (5) years of experience in the capacity of Building Inspector I.

Special Requirements

Possession of and ability to maintain a valid California driver’s license.

Building Inspector I

¨ Possession of a minimum of one (1) Legacy International Conference Building Officials (ICBO) or International Code Council (ICC) Certification in Residential Building, Plumbing, Electrical or Mechanical; a combination of certificates preferred.

Building Inspector II

¨ Possession of a minimum of five (5) Legacy International Conference of Building Officials (ICBO) or International Code Council (ICC) Certifications in Building, Mechanical, Electrical, Plumbing, Combination and/or other approved certifications as determined by the Chief Building Official.

Woodside Fire Protection District offers an exceptional Cadet Program for individuals interested in a career in the Fire Service. Cadets gain hands-on experience participating in training and public service events. Cadets work 24-hour shifts and ride-along on emergency calls.

Woodside Cadets will work and be involved in:

Emergency calls, firefighter training, public education events, fire prevention, station duties, CERPP, cpr/first aid training. 

Cadets must be enrolled in the CO-Operative Education Program at the College of San Mateo. They must also meet monthly hour requirements and attend monthly training drills.

The Cadet term begins in August and is twelve months in length.

Minimum qualifications are: must be 18 years old and must have completed EMT and Firefighter 1 at the beginning of the term, as well as have a valid California Drivers License.
