The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

DEFINITION
Under general supervision, provides technical and administrative support work in a variety of Human Resources functions, including benefits, onboarding/offboarding and other human resources programs.

 

Examples of Duties for this Position

• Assists in the administration of employee benefits and leaves, retirement and health insurance programs; informs and advises employees regarding these programs: contacts insurance carriers and third-party administrators involved with the District's programs to resolve problems and answer employee questions.

Human Resources Technician I: Equivalent to three years of general clerical support or office assistant experience.

Human Resources Technician II: In addition to the above, one year of experience in personnel support work. Completion of some college level coursework in public personnel administration is desirable.

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management. 
• Develops and manages the IS budget, including project management and hardware/software procurement.
• Develops and manages the Port’s technology policies, standards, and strategy, ensuring alignment with citywide technology goals and standards.
• Oversees devices and information management, security and compliance, risk management and response, and technology governance.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines:

Selection Process

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.
