The Menlo Park Fire Protection District is currently seeking a Fire Inspector/Investigator I/ II to join our team.  This is an excellent opportunity for a dynamic individual wanting to make contributions in a fast-paced environment.  The Fire Prevention Division is regarded as an integral part of the community, providing consultation and delivering comprehensive inspection and investigative services complying with District policies and procedures

About the District

The Fire District covers the communities of Atherton, Menlo Park and East Palo Alto plus some of the unincorporated areas of San Mateo County. The District has seven stations that are strategically placed to provide the most efficient response times. The District responds to approximately 8,500 emergencies a year with about 60% of them being emergency medical incidents. 

Fire Inspector/Investigator I - Salary Range: $42.08-51.15/hr

Description -  Under direct supervision of the Fire Marshal and Deputy Fire Marshal, this position will be required to perform fire and life safety inspections, assist in fire origin and cause investigations and public relations duties as assigned.  This position is an entry level position. 

Typical Duties performed:

* Inspects residential, commercial and industrial units to determine and enforce compliance with safety laws and ordinances

* Assists in the investigation causes of fires, including fires of undetermined or suspected incendiary origin

* Inspects areas or places where there are large public gatherings or high values

* Plans and conducts programs in public education and information regarding fire prevention

* Investigates complaints and answers questions regarding hazards and violations of fire prevention regulations

* Observes fire drills in schools, businesses and convalescent homes

* Maintains records and prepares reports

* Makes presentations to civic organizations and school groups

* Maintains complete and accurate record files of fire safety codes, regulations, ordinances, inspections made, and violations and penalties

Knowledge, Skills, and Abilities

* The principles of fire prevention and the related principles of fire investigation and the State and City laws concerning these activities

* Building construction, including fire alarm systems, fire sprinkler systems, wet and dry standpipe systems and related systems

* Local, state, and federal laws, codes, and ordinances involving environmental protection

* Computerized systems for maintaining data and preparing reports and correspondence

Ability to:

* Speak effectively before large groups of people

* Communicate requirements, policies, and decisions to the public and co-workers in an effective manner

* Follow and provide written and oral directions

* Prepare written reports

* Establish and maintain effective working relationships with those contacted in the course of work

Education and Experience

Must complete CA State Fire Training Certifications for Fire Inspector 1 and Fire Investigator 1A within 2 years of hire. 

A 2 year vocational degree in fire science is desirable or equivalent years of experience as an inspector or closely related field. 

Construction trades experience is highly desirable, i.e. fire sprinkler fitter/designer, fire alarm installer/designer.

Fire Inspector/Investigator II - Salary Range: $53.76-59.27/hr

* Inspects residential, commercial and industrial units to determine and enforce compliance with safety laws and ordinances

* Investigates the causes of fires, including fires of undetermined or suspected incendiary origin

* Inspects areas or places where there are large public gatherings or high values

* Plans and conducts programs in public education and information regarding fire prevention

* Investigates complaints and answers questions regarding hazards and violations of fire prevention regulations

* Hazardous Materials use and storage inspections

* High Pile Storage inspections

* Maintains records and prepares reports

* Makes presentations to civic organizations and school groups

* Maintains complete and accurate record files of fire safety codes, regulations, ordinances, inspections made, and violations and penalties

Knowledge, Skills, and Abilities

* The principles of fire prevention and the related principles of fire investigation and the State and City laws concerning these activities

* Building construction, including fire alarm systems, fire sprinkler systems, wet and dry standpipe systems and related systems

Education and Experience

Must meet requirements of MPFD Fire Inspector I. 

Must have completed CA State Fire Training Certifications for Fire Inspector II, ICC Fire Inspector I to be eligible to promote to Fire Inspector II.

Fire Investigator I and PC832 and 4 years of fire investigation experience required to be a Lead Fire Investigator. 

A 2 year vocational degree in fire science is highly desirable or equivalent years of experience as an inspector or closely related field.

Plan Checker I/II/Engineer

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review and examine construction documents, plans and specifications for one and two family, and multi-family residential, and basic commercial and industrial projects.
• Conduct plan checks on commercial and residential building structures; review structural calculations, fire resistance requirements, earthquake resistance and soils engineering. Conducts plan checks for commercial buildings to be remodeled and/or altered.
• Assist in staffing the public counter; issue building permits as required.  Maintain accurate records and write reports regarding the work as required
• Confer over the phone or in person with homeowners, builders, engineers, contractors, architects and the public to give information and interpret building codes and regulations and permit requirements; recommends necessary changes to obtain compliance with applicable building and zoning codes and regulations.
• Review corrected plans for conformity with requirements; ensures that proper building permit requirements are met.
• Coordinate plan check activities with other City departments and with outside agencies.
• Prepare reports and written correspondence to architects, engineers, contractors and others related to the correction of plans and engineering detail.
• Maintain records of incoming plans and those completed.
• Confer with building inspectors on building‑related problems arising in the field during construction.
• Conduct field inspections as required. Make on‑site construction inspections on occasion, when required to confirm that construction complies with approved plans and specifications.
• Initiate appropriate action to enforce code compliance.
• Coordinate construction plans examination processes with those of other City departments and units.
• Monitor changes and legislation pertaining to assigned work; investigate new materials and substitute materials, and new methods of structural design; recommend appropriate changes in the building codes and regulations to the Deputy Building Official.

The Position

The City of San Bruno Community Development Department is recruiting for a Building Inspector I/II, who will have a unique opportunity to help shape and guide the community’s future.  As the City continues to grow in population and develop within the burgeoning San Francisco Bay Area, now is an exciting time to join the San Bruno Community Development Department. Under the guidance of the Chief Building Official, the Building Inspector performs routine to complex inspections for compliance with building codes, issues corrections notices and citations, authors reports of building inspection activity, assists in administering the permitting function for commercial and residential buildings, and performs customer service for the residents of the community. The Building Inspector may also develop educational materials for the public, perform duties of a plan examiner, and represent the City at professional meetings, training sessions and other industry events.  Municipal or jurisdictional building inspection experience is highly desirable for this position.

The Department

The Community Development Department includes Planning, Building, and Code Enforcement. The Department is responsible for ensuring that new development and modifications to existing development in San Bruno are completed in compliance with City and State laws and for supporting the maintenance of safe, attractive neighborhoods and business areas through a progressive code enforcement program.

Minimum Qualifications

Graduation from high school or GED equivalent.   Possession of an AA/AS degree from an accredited college in Building Inspection or Construction Technology highly desirable, plus:

Building Inspector I:

¨ Two (2) years of experience in general construction or related fields or two (2) years of experience in municipal or jurisdictional building inspection experience, or a combination of both.

Building Inspector II:

¨ Five (5) years of experience in the capacity of Building Inspector I.

Special Requirements

Possession of and ability to maintain a valid California driver’s license.

Building Inspector I

¨ Possession of a minimum of one (1) Legacy International Conference Building Officials (ICBO) or International Code Council (ICC) Certification in Residential Building, Plumbing, Electrical or Mechanical; a combination of certificates preferred.

Building Inspector II

¨ Possession of a minimum of five (5) Legacy International Conference of Building Officials (ICBO) or International Code Council (ICC) Certifications in Building, Mechanical, Electrical, Plumbing, Combination and/or other approved certifications as determined by the Chief Building Official.

Necessary Knowledge and Skills

Applicants should possess knowledge of principles, practices and methods used in various building construction areas, including residential building, mechanical, electrical and/or plumbing; operational characteristics and use of standard equipment used in building inspection and the building trades; building and construction standards and materials; testing procedures; basic principles of mathematics; applicable federal, state and local laws, codes and regulations, including construction code manuals and specifications; standard office procedures, practices and equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; and occupational hazards and standard safety procedures.  Applicants should also posses the ability to work effectively with contractors, developers, architects, engineers, owners, and the general public; read and understand complicated plans and blueprints; communicate effectively orally and in writing; make sound decisions within established guidelines; implement, explain and apply applicable laws, codes and regulations; analyze complex issues, and develop and implement appropriate responses; facilitate appropriate corrective action from property owners regarding violations.
