Job Summary:  Under the direction of the Executive Director of Early Learning Support Services (ELSS), plan, organize and manage the operations and activities of early learning quality improvement initiatives with a focus on supporting children with special needs and disabilities; provide leadership and coordinate communications, meetings, budgets, grants, data collection, and project reporting requirements, collaborate with program staff, schools, and community partners in project planning, implementation and project evaluation activities; serve as a technical resource and liaison to staff and community partners on early learning initiatives; supervise and evaluate the performance of assigned personnel.

Essential Job Functions:              

• Ensure quality preschool services for all children by implementing project objectives that promote significant improvement in school readiness and achievement of children of color, children living in poverty, English learners and children with special needs and disabilities
• Work with the ELSS Executive Director in managing the initiatives, including budget development, compliance monitoring, data and fiscal reporting
• Plan, organize, and manage the timely and effective implementation of initiative’s operations and activities including services provided by subcontractors and consultants
• Work with staff and partner agencies to implement and refine initiative goals and objectives; coordinate the development of policies, procedures, and plans for human and resource allocations
• Develop subcontract documents and serve as lead for subcontractor and consultant agreements needed to implement the initiatives
• Provide leadership, coordinate and facilitate communications, meetings, reporting functions, partnerships and information
• Provide consultation and technical assistance to subcontractors, administrators, and personnel and outside agencies; respond to inquiries, assure proper and timely resolution of issues or concerns related to initiatives policies and procedures, and modify services to ensure compliance with required standards
• Research information and prepare project funding proposals; develop, write and review agreements with outside service providers; participate in contract monitoring procedures and ensure subcontractor compliance with project policies and procedures
• Prepare and maintain a variety of records, reports and files related to financial activity, budgets, grants, contracts, meetings, and assigned duties; assure mandated reports are submitted to appropriate administrator, funding agency or governmental organization in accordance with established time lines and requirements
• Establish, develop and maintain partnerships with community resources and outside agencies to facilitate and enhance support the Early Learning field
• Plan, schedule, coordinate and arrange meetings according to established time lines and requirements; prepare and develop meeting agendas; assure proper recording of meeting minutes; attend and participate in The Big Lift and other meetings related to Quality Improvement Initiatives; present materials, data, research and information related to needs, issues, operations and activities
• Develop annual preliminary budgets for Quality Improvement Initiative contracts; analyze financial data and reports and authorize expenditures
• Provide consultation and technical assistance to contractors, personnel, administrators, outside agencies and others relating to Early Learning quality initiatives’ services; respond to inquiries and provide detailed and technical information
• Monitor the quality of preschool programs participating in Quality Initiatives to assure compliance with established standards, requirements and contract specifications; visit preschool sites to observe classroom activities, confer with assigned consultants and staff, provide technical support, review documentation and assure child development needs are being met; identify and assure proper and timely resolution of compliance issues
• Develop, implement and conduct staff development, and public information activities concerning Early Learning Quality Improvement Initiatives; prepare and deliver oral and written presentations using a variety of media, to explain related principles, theories, standards, guidelines, requirements, practices, procedures and techniques
• Maintain current knowledge of educational methods, research, practices and standards related to quality early childhood education and related laws, codes, and regulations
• Participate in a variety of community outreach activities to facilitate and enhance community awareness of Early Learning Quality Improvement Initiatives; prepare and distribute a variety of promotional and informational materials
• Manage assigned contracts and grants and budgets and reports to funders on contract deliverables
• Act as project liaison within the community representing both the County Office of Education and Big Lift program
• Supervise and evaluate the performance of assigned personnel

Qualifications:  Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification.  Typical qualifications would be equivalent to:

EDUCATION:   Bachelor’s degree in Early Childhood Education, Human Development, Social Science or related field.  A special education degree or specialization, and a CA Child Development permit are preferred.

EXPERIENCE:   Three to four years of professional-level experience in an organization serving at-risk families with young children including responsibility for program coordination, project planning and management, fiscal oversight, grants management, and project evaluation.

LICENSE:         Possession of/or ability to attain a valid California Driver’s License

This invitation is focused on recruiting a Senior Project Manager who will support the City’s Clean Water Program, which is approximately a $1 billion capital improvement program. The Clean Water Program is a comprehensive plan to upgrade the aging wastewater collection and treatment system with advanced infrastructure that will provide reliable services for years to come to several communities in the San Francisco Bay area. The largest project in the Clean Water Program is the Wastewater Treatment Plant Upgrade and Expansion Project, which upgrades new liquids treatment process facilities consisting of new headworks, primary treatment, and a five-stage biological nutrient removal/membrane bioreactor process facilities. Within the wastewater collection system, we are rehabilitating and providing wet weather capacity improvements to several miles of pipes and critical pump stations. In addition, a 5.3 million gallon underground flow equalization system to mitigate sanitary sewer overflows from occurring during peak wet weather conditions is planned for construction.

What You’ll Do

The Senior Project Manager manages, coordinates, and directs the implementation of complex capital improvement and related projects and provides support to City departments in managing CIP projects.  This includes the planning, design, development, and implementation of high-quality capital projects in a timely, efficient, and cost effective manner. 

The Clean Water Program Senior Project Manager’s key assignments align with the Clean Water Program’s goals and drivers:  1) replace aging wastewater treatment and collection system infrastructure, 2) build capacity assurance and meet regulatory requirements, and 3) align with the City’s sustainability goals. The Senior Project Manager will manage City and Consultant staff to successfully complete these goals and drivers. In addition, responsibilities may include leading, coordinating, and/or supporting a variety of the Clean Water Program functions, which include:  program management, departmental and interdivisional coordination, change management, risk management, procurement, design delivery, program controls (funding, budgeting, and scheduling), environmental and permit compliance, outreach and engagement, and construction management.

The County of San Mateo Department of Public Works invites applications for Construction Project Manager (CPM).

The Department of Public Works is involved in the planning, design, and construction of infrastructure projects within the unincorporated areas of San Mateo County. Our mission is to provide the public with safe, accessible roads and structures that make their communities more livable. The Capital Projects Group is responsible for delivering a wide variety of building construction projects for the County's airport, hospital, parks, correctional facilities, and state courts. Your role as the project leader will require you to have technical, organizational, project administrative, and budgeting skills.

Under general supervision, the CPM is responsible for coordinating technical, administrative and management activities related to County facilities construction projects. The CPM will also manage a number of simultaneous construction improvements and major maintenance projects, which may include building infrastructure, underground, structural, system upgrades, solar, retrofits, replacement of equipment and components, remodels, expansions, and new building construction.

Taking on the role of a leader, the Construction Project Manager is vital to overseeing all the elements of a project, from initially scope development to assembling the right team to execute the work, while ensuring the project runs smoothly. The ideal candidate for this position will have at least three years of experience managing a variety of public building and facility projects that may involve work on administrative, medical, detention, judicial, parks, and support facilities OR at least three years of experience working with multidisciplinary building design and construction teams of engineering, architectural, planning, geotechnical, environmental, mechanical, electrical, drafting, inspection and support staff.
 
In addition, the ideal candidate will possess the following knowledge, skills, and abilities:

• Strong verbal construction project management skills to help ensure projects are delivered on schedule and within budget.
• Knowledge and experience with the Public Contracting Code, as well as general government contracting and procurement.
• Knowledge and experience with the Office of Statewide Health Planning and Development (OSHPD) permitting projects (highly desired), and or knowledge and experience with delivering energy and renewable projects. 
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications and business correspondence.
• Strong organization and coordination skills to manage many projects simultaneously.
• Proficiency in the use of computers for complex spreadsheets, word-processing, cost-tracking, scheduling and project management programs.
• Solicit bids, conduct pre-bid walks, conferences, analyze and qualify bids and proposals, vendor selections.
• Familiarity with current technological resources for project development and monitoring, e.g., BIM, Job Order Contracting (JOC), Design Bid Build etc.
• Coordinate and monitor contract performance, acceptance of work and other related activities associated with completion of projects.
• Work with, but are not limited to consultants, architects, engineers, end users, building inspectors, maintenance and operations staff, contractors and vendors.
• Ability to establish and maintain effective working relationships with clients and co-workers.
• Superior communication skills, both orally and in writing.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a construction superintendent, project manager or estimator for commercial or industrial construction, or as a superintendent of buildings and grounds for large complexes, or as a construction contract administrator in a public agency.

Knowledge of:

• Design and construction processes, practices, means and methods, costs, schedules, contracts, insurance, and legal requirements applicable to public works projects.
• Building Codes, operations, maintenance and repair work, and general construction including but not limited to grading, concrete, foundations, framing, structural, heating and air conditioning, controls, hazmat abatement, electrical, plumbing, roofing, sheet metal, masonry, finish carpentry, painting, signage, specialty equipment, etc.
• Contracting modes (e.g. unit prices, lump sum, not-to-exceed, time-and-material, negotiated, etc.), and methods (informal bid, Board approved bids, Job Order Contracting, etc.).
• Tools, materials, methods and practices employed in the operation, maintenance, remodel, and repair of countywide facilities.
• Administrative and clerical procedures and practices.
• Construction project management software.
• Construction safety standards, procedures, best practices and personal protective equipment.
• Current environmental standards and requirements, including but not limited to C3, CalGreen, and LEED® processes.

Skill/Ability to:

• Drive to and from job sites located throughout County; walk construction sites and/or natural terrain; climb stairs, ladders, scaffolds, lifts, and inspect confined spaces.
• Effectively use computer and applications related to construction project management (e.g. MSOffice®, MSProject®, Primavera®, Suretrack©, Expedition®, Prolog®, others).
• Estimate multi discipline, budgetary, and detailed cost for construction labor, materials and equipment.
• Interpret and develop contractual clauses, negotiate scopes and costs on proposals and change orders with consultants and contractors to the County's benefit.
• Formulate and write comprehensive technical reports, specifications, and business correspondence.
• Organize and coordinate the various elements and logistics of a major project, including scheduling and documenting progress meetings with stakeholders.
• Direct and maintain a large number of simultaneous projects countywide.
• Prepare and maintain work schedules, monitor budgets and present progress reports.
• Establish and maintain effective working relationships with project's stakeholders.
• Communicate effectively, both orally and in writing.
