The Community Development Department, comprised of Planning, Neighborhood Improvement and Housing, Code Enforcement, and Building, provides a broad range of functions relating the development of the community. The Neighborhood Improvement and Housing Division provides development and maintenance of affordable housing and oversees community grants. What You’ll Do:

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review, analyze, evaluate and recommend adoption of federal, state and local programs to meet City housing, commercial and industrial redevelopment needs; structure and modify programs to meet specific City circumstances.
• Act as project manager for City‑sponsored affordable housing projects, carrying such projects from site acquisition through financing, contract administration, dispute mediation and completion.
• Process housing and commercial loans and grants from application through construction completion and loan servicing; determine property improvement needs; originate loans; prepare specifications and coordinate project bidding and management stages; conduct progress inspections and authorize disbursements; mediate disputes between the property owner and the contractor.
• Publicize and prepare marketing information for the City's various housing and redevelopment projects; meet with individuals and groups to disseminate such information; attend public meetings as a City representative, as assigned.
• Conduct various studies and analysis regarding project feasibility and economic returns; prepare statistical, financial, environmental and other technical analyses and reports.
• Assist with the acquisition and disposal of real property; assist in the administration of the resale program for City‑sponsored affordable housing.
• Maintain accurate records and files of assigned projects and cases; monitor funds expended; prepare a variety of periodic and special reports related to grant, loan and City‑sponsored programs; may provide input into annual budget requests and assist with monitoring the budget.

Who You Are:

• You possess the knowledge of analytical and report preparation methods and techniques, computer applications related to the work, techniques for effectively dealing with people from various socio economic, ethnic and age groups, standard office practices and procedures, including the use of standard office equipment, basic housing, real property development and real estate financing concepts, laws and techniques, basic construction terminology and concepts, including the interpretation of plans and specifications;
• You have the ability to analyze, interpret, apply and explain various laws, rules, codes and regulations related to housing, economic and/or redevelopment, including grant and loan administration, research and analyze technical and statistical data, evaluate alternatives and make sound recommendations, quickly learn the laws, rules, regulations and procedures related to the work, prepare clear, concise, and accurate correspondence, reports and other written materials, maintain accurate records and files, coordinate multiple projects and meet critical deadlines, represent the City effectively in meetings with others, establish and maintain effective working relationships with those contacted in the course of the work;
• You are a detail oriented individual who finds it rewarding to work with the community, able to exercise good judgement and decision making abilities, and an exceptional communicator (oral and written) with superior interpersonal skills.
• In addition to the above, for Housing Specialist II, you have the ability to interpret, apply and explain various laws, codes and regulations related to varied housing and redevelopment programs and projects, independently follow through and coordinate multiple projects concurrently, prepare and analyze construction bid documents, specifications and contracts, analyze financial statements and real property documents.

What You Bring

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Housing Specialist I

• One year of administrative support experience, preferably in a setting which provides a knowledge of housing and/or redevelopment concepts and terminology.
• Equivalent to graduation from a four year college or university with major coursework in public or business administration, finance, economics or a field related to the work.  Experience in housing program or redevelopment staff support may be substituted for the education on a year for year basis to a minimum of two years.

Housing Specialist II

• In addition to the above, two years of experience in administering housing and/or redevelopment programs and projects at a level equivalent to the City's class of Housing Specialist I.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant, make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Two years experience in water quality control plant operations. Specialized training may be substituted for 6 months experience.

Physical requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, standing, bending, climbing, and lifting.

Education: Graduation from high school or equivalent.

License: Possession of a State Water Resources Control Board Grade II Operator's Certificate and possession of a valid Class C California Driver's License (including acceptable driving record).

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

• You have graduated from high school or equivalent.

• You have two years of experience comparable to a Waste Water Treatment Plant Operator III.

• You possess a Grade III Waste Water Treatment Plant Operator Certificate issued by the State of California with the ability to obtain Grade IV WWTP Operator Certificate within one year of appointment.
