DEFINITION

To plan, organize and direct mechanical, electrical and predictive maintenance activities related to the operation and maintenance of water and wastewater treatment plants and related infrastructure for the water distribution, stormwater monitoring, wastewater collection and recycled water systems within the Environmental Utilities Department;  assist in the maintenance of the Supervisory Control and Data Acquisition (SCADA) control system and other automated control systems of other City Departments; coordinate section activities with other divisions or departments; and to provide highly responsible technical support to the Assistant Environmental Utilities Director.

SUPERVISION RECEIVED AND EXERCISED

• Receives general direction from the Assistant Environmental Utilities Director-Wastewater.
• Exercises direct supervision over assigned supervisory and technical and maintenance personnel.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Recommend and implement section goals and objectives; establish performance standards and methods mechanical, electrical and predictive maintenance activities for Environmental Utilities and other City Departments, as necessary; develop and implement policies and procedures.
• Plan, develop and oversee the work and technical training of staff involved in mechanical, electrical and predictive maintenance activities.
• Evaluate operations and activities of assigned unit; implement improvements and modifications; prepare various reports on operations and activities.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications; submit justifications for mechanical, electrical and predictive maintenance activities and related capital improvement projects and capital equipment;  forecast needed funding and prepare cost estimates for a variety of projects; submit justifications for staff, supplies, equipment and services; monitor and control expenditures.
• Oversee and coordinate the work of supervisors assigned to mechanical, electrical and predictive maintenance in support of continuous operation of Environmental Utilities facilities; ensure maintenance of the Supervisory Control and Data Acquisition (SCADA) control system and other automated control systems of other City Departments.
• Ensure that staff safety standards are adhered to, safety training is provided, and regulatory safety management requirements are achieved.
• Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
• Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of public works facilities construction and maintenance related to wastewater collection and recycled water distribution systems.

EXPERIENCE AND TRAINING

Experience:

Five years of increasingly responsible mechanical, electrical and preventative/predictive maintenance work in Water/Wastewater Utility operations or in an Industrial Environment, of which at least two years are at the supervisory level.

Training:

An Associate’s degree or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education from an accredited college or university, preferably in preventative/predictive maintenance work practices or a related field. Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate:

Possession of a valid California driver’s license by date of appointment.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Water Distribution Worker series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including provision of technical and functional supervision and performance of advanced journey level activities.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from a Water Supervisor as assigned.
• Exercises technical and functional supervision over assigned water utility maintenance staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Organize, schedule, assign, and review the work of assigned water distribution maintenance crew(s); coordinate with other departments, divisions, and agencies related to the work assigned.
• Review the work of an assigned crew(s) engaged in water system maintenance work; inspect work while in progress; train personnel in the safe and proper operation of a wide variety of tools and equipment used in water system maintenance activities.
• Lead staff and perform the most difficult and complex work in the installation, construction, maintenance, and repair of water systems; perform the full range of water utility maintenance repair and construction duties, and provide advice and assistance to lower level water utility maintenance staff.
• Perform final walk through inspections and warranty inspections; perform pre-final inspection prior to City Building Department permit final inspection.
• Trouble shoot, test and repair automated meter reading devices; maintain an inventory of tested water meters and automated meter reading devices for change-outs as needed; provide water meter related technical support to the Utility Billing Division.
• Participate in cross connection control program; conduct cross connection survey and prepare associated records and reports.
• Perform backflow device installations and repairs requiring advanced skill; test and re-certify backflow devices.
• Select materials and estimate material and labor costs for assigned jobs; ensure availability of supplies, materials, and equipment in order to accomplish the work; purchase supplies and materials as necessary.

• Materials, methods, practices and equipment used in utility construction, maintenance, and repair activities, including elements of construction technology related to water system facilities.

Ability to:

• Act as a lead worker and perform advanced journey level water distribution maintenance work, including difficult testing and repairing a variety of meters, valves, and related devices.
• On a continuous basis, know and understand maintenance activities and observe safety rules.  Intermittently, analyze problem equipment; identify safety hazards; locate equipment; interpret work orders; remember how to operate equipment; and explain jobs to other employees.

To perform a variety of tasks in the collection of residential, commercial, and industrial solid waste refuse, including driving and operating a refuse collection truck.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Refuse Truck Driver series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Refuse Truck Driver I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from a Refuse Supervisor, and receives technical and functional supervision from a Senior Refuse Truck Driver.

COMMUNITY AND ECONOMIC DEVELOPMENT INTERN

The City of San Bruno Community and Economic Development Department is looking for bright and enthusiastic summer interns to work with the Planning and Housing Manager in developing a Request for Proposal (RFP) for a qualified consultant firm to administer the City’s Affordable Housing Program.  Currently, the City has approximately $3.8 Million in the affordable housing in-lieu fund.  The fee was established is 2008 and applies to both residential and nonresidential development projects.  Because of the significant cost to implement new affordable housing projects and the affordable housing fees not being adequate to fund such a project, the City has not yet programmed the funds. In November 2019, City Council appropriated $70,000 of the affordable housing fund to hire a consulting firm to conduct research and develop a plan and implementation alternatives, including policy options and funding opportunities, for the programming of the funds in the future.  A review of the City’s development pipeline forecasts a potentially significant amount of affordable housing in-lieu and/or commercial linkage fees to be collected within the next few years.  The City is looking for individuals to assist in selecting the consultant firm to prepare an implementation plan to ensure the funds are programmed effectively. 

This will be a rewarding and valuable experience for those who are interested in the planning and related field and desire introductory work experience. Interns will conduct research, collect and analyze data, and prepare draft documents for work related to affordable housing and preparation of a Request for Proposal (RFP).

MINIMUM QUALIFICATIONS

• Must be currently enrolled as a Junior or Senior undergraduate in an accredited college, university program to obtain a Bachelor's degree, or as a graduate student in a Master Program.  Preferred majors include Urban / City Planning, Civil Engineering, Public Policy, Urban Study, Environmental Study, Architecture, Public Administration or other related programs.
• Must have a basic understanding of planning principles with specific knowledge relating to pertinent specialty, such as affordable housing, public policy, or land use
• Must have strong writing and research skills, written and oral communication skills and math/statistical analysis skills
• Must demonstrate proficiency in various computer software programs, such as Microsoft Office, GIS, database software, Internet applications and others
• Must be self-motivated, well organized and able to work independently on assignments once sufficient direction has been given

BENEFITS

This position is seasonal/temporary/part-time. Interns serve in an at-will capacity and understand that service with the City may be terminated at any time. This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Department

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.
