Waterfront Resilience Program (WRP)

The Waterfront Resilience Program (WRP) is a multi-decade, multi-hazard Program led by the Port of San Francisco with the goal of adapting the Bay waterfront along the Port’s 7.5-mile jurisdiction to address multiple hazards including coastal and combined flooding, sea level rise and earthquakes. The Port and the U.S. Army Corps of Engineers (USACE) released the San Francisco Waterfront Coastal Flood Study Integrated Feasibility Study and Environmental Impact Statement (Flood Study), including a $13.5 billion Draft Plan for adapting the waterfront for public review in February 2024. The Port is also implementing construction to mitigate risks that can be initiated in the near term (Early Projects) funded by Proposition A, the Seawall Earthquake Safety Bond, and other sources.

Job Description

Under the direction of the Waterfront Resilience Director, the Waterfront Resilience Program (WRP) Deputy Program Manager - Environmental develops the programmatic strategy for planning and execution of nature-based adaptation strategies, investigation and remediation of hazardous materials, and permitting and environmental review for all WRP activities through 2030 and beyond, including managing staff, consultants, and public and resource agency engagement.

This position is a key leadership position within the WRP, working collaboratively alongside the WRP Deputy Program Manager – Engineering & Project Delivery, WRP Deputy Program Manager – Planning, and WRP Flood Study Project Manager.

The essential functions of this position include:

• Oversees the planning and execution of nature-based adaptation strategies, including the Living Seawall Pilot and the Engineering with Nature Working Group in coordination with the Waterfront Resilience Program Deputy Program Manager – Planning and the Flood Study Project Manager. 
• Oversees the planning and execution of investigation and remediation of hazardous materials related to specific Early Projects and the USACE Flood Study.
• Oversees the planning and execution of environmental studies, including environmental review and analysis required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
• As a Program leader, sets the example of the Program culture of caring including, but not limited to, safety, inclusion, diversity, and equity.
• Coordinates input of Port staff into all relevant Early Project and Flood Study permitting and environmental review.
• In consultation with the Deputy Program Manager – Planning and the Flood Study Project Manager, develops and oversees the Engagement Plan for the Resource Agency Working Group, which includes a broad range of regulatory and resource agencies with jurisdiction over construction activities in San Francisco Bay.
• Collaborates with Deputy Program Manager – Engineering and Project Delivery to develop messaging and strategy with the permitting agencies (name them) related to Early Projects.
• Coordinates with City Planning Department (Environmental Planning) to conduct CEQA/NEPA for the Early Projects and the Flood Study and subsequent design and construction.
• Manages and approves the deliverables of environmental consultants.
• For the Flood Study, oversees the analysis and selection of the Least Damaging Practicable Alternative (LEDPA) under the Clean Water Act.
• Ensures strategic coordination and consultation on resilience permitting and regulatory issues for individual projects.
• Oversees the CEQA/NEPA effort for the USACE Flood Study which will be managed by the Flood Study Project Manager.
• Oversees environmental team input to design and environmental compliance during construction.
• Works collaboratively with all members of the WRP team to identify and resolve issues promptly, escalating issues for resolution to the Waterfront Resilience Director, the Assistant Port Director and the Port Director as required.
• Provides support and guidance to USACE Flood Study team members to deliver the Study.
• Supervises environmental and permitting staff assigned to the Waterfront Resilience Program.

The Position

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.
