he Senior Project Manager is responsible for the developing, managing, and administering capital funded design and construction of projects of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

 

 

 

Essential Functions & Duties

• Responsible for overall management of scope, schedule, budget, and quality of assigned capital projects from initiation to closeout. 
• Manage projects through design, procurement, and construction. 
• Manage consultant and in-house staff in formal reviews of design submittals, including engineering drawings, technical specifications, cost estimates and construction schedules. 
• Oversee construction contract to ensure compliance with contract requirements. 
• Manage coordination and communications with all stakeholders, obtain input, collaborate, and build consensus. 
• Represent SamTrans at Board, Commission, Council, and Community Meetings. 
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 

Examples of Essential Duties:

• Present project status at regular review meetings. 
• Review cost estimates, monitor project schedules and budgets, monitor work in progress, approve, authorize, negotiate and execute contract changes, consultant invoices and process payments. 
• Oversee Consultants and Construction Management Staff during construction. 
• Prepare work directives to engage design consultants and oversee design work. 
• Responsible for handover of completed project to systems integration and operations staff. 
• Investigate, negotiate and resolve project issues. 
• Identify root cause of issues, determine and present appropriate solutions. 
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents. 
• Perform other duties as assigned.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

The Climate Protection team works to:

• Catalyze regional climate solutions by forming impact networks and partnering with cities for resource and economic efficiency.
• Convert buildings and transportation from gas to electric to target largest emissions sources and improve community health 
• Achieve carbon neutrality by 2040 in unincorporated communities 

The Senior Sustainability Specialist – Climate Action will:

• Lead the RICAPS Climate Collaborative to support San Mateo County cities in developing climate action plans and implementing coordinated initiatives to reduce emissions. This includes hosting and facilitating monthly Collaborative and working group meetings, providing direction to technical assistance partners, and guiding strategic planning for the Collaborative to strengthen collective action on climate solutions. 
• Foster peer learning, idea sharing, and problem solving among Collaborative participants, and lead pilots and collaborative implementation strategies, including joint grant applications.
• Serve on the leadership committee of the Bay Area Regional Energy Network (BayREN) quarterly regional forum. 
• Provide guidance and coordination with staff leading the San Mateo County Energy Watch, BayREN, and Peninsula Clean Energy programs to encourage municipalities to promote them to their community members. 
• Mentor junior team members to optimize implementation and coordination between programs to meet emissions targets, better serve community needs, and make strategic improvements to program delivery, meetings, reports, budgets, and presentations.

This is a full-time, classified, and fully benefited position in the Sustainability Department. 

The ideal candidate will:

• Be an experienced project manager able to juggle multiple complex projects simultaneously, prioritizing efforts in alignment with established goals. 
• Build relationships and strategic partnerships with County-level staff, departments, agencies, and non-government organizations to help achieve local and regional climate action goals. Have a solid familiarity with a breadth of sustainability related topics, especially energy efficiency, decarbonization, and sustainable transportation, preferably in the local government context.

About the County  

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.

About the Department

The Department of Public Works is responsible for the design, construction, contract administration, and overall maintenance and operation of the City's transportation, stormwater, wastewater, parking, buildings, and parks infrastructure.

About the Position

Positions in this advanced-level classification perform a variety of clerical work including: complex multiple financial transactions and record keeping; extensive interaction with the public and other interested parties; and other responsible and complex support functions where there is minimal supervision of work that involves standard operating procedures.

Positions in this classification are distinguished from those in the lower class of Administrative Clerk through the complexity of the work performed, the job knowledge required and the independence with which duties are performed.  Senior Administrative Clerks independently compose written documents.

Positions in this classification are distinguished from those in the higher class of Administrative Assistant in that the latter perform technical and administrative work in support of a department head and principal staff.

May exercise limited supervision of part-time or temporary personnel.  Work is performed under minimal supervision or independently depending upon assignment.

Essential Duties

• Processes transactions in support of department programs which entail substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.

• Provides information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.
• Processes forms, invoices and other documents in accordance with established procedures; and checks for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements; may transcribe documents
• Computes and receives fees in accordance with department schedules and procedures, records revenue received and provides for the deposit of monies.
• May provide limited supervision to part-time or temporary personnel.
• Enters data and information in the preparation of reports, correspondence, forms and other documents.
• Processes accounts payable and prepares cash deposits.
• Works to solve customer complaints and issues related to assignment.
• May operate a two-way radio to dispatch service crews.

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

Senior Planner

Definition

Performs complex professional planning work and provides direction, coordination and supervision of planning studies in the areas of both current and long-range planning; assists in the administration of zoning regulations and the planning and land use activities of San Bruno; and to do related work as required. This is a Fair Labor Standards Act (FLSA) exempt position.

Supervision Received

Works under general direction of the Planning Manager or designee.

Supervision Exercised

None generally, but may supervise other support staff, part-time or temporary employees or volunteers, as assigned.

Examples of Duties and Responsibilities

• Performs duties and responsibilities of the Assistant/Associate Planner and:
• Manages complex land use applications, analyzing for compliance with Federal, State and local regulations, policies and guidelines.
• Prepares agreements and manage consultant work as needed for planning tasks.
• Implements Housing Element programs and policies.
• Assists in the administration, review and revising of the zoning ordinance, general plan, and subdivision ordinance.
• Plans, organizes, and implements activities related to land use and planning for the future development of the City, including population estimates and demographics, economic growth, land use, zoning, and social statistics.
• Coordinates planning activities with other City departments and other planning agencies.
• Serves as technical advisor, including both verbal and written presentations, to the Planning Commission.
• Represents the City concerning planning matters at neighborhood, community and regional organizations.

Qualifications

Knowledge of:

Theory, principles and practices of governmental planning and zoning; State and County laws and regulations relating to municipal planning, zoning and development; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques involved in the development, implementation, and maintenance of the City’s long range plans; and current trends in federal, state and local planning.

Ability to:

Collect and analyze complex data and formulate well-developed recommendations and alternative courses of action for difficult planning and land-use problems, including revisions in a General Plan consistent with State Law and local needs; review and evaluate architectural plans for compliance with zoning regulations and other local, State, and Federal requirements; demonstrate sound professional judgment and logical reasoning using both creativity and pragmatism; establish and maintain cooperative and effective relationships with public and private officials and with members of the public; and speak clearly, forcefully, and effectively before professional, governmental, civic and business groups.

EDUCATION AND EXPERIENCE

• Any combination of education and experience that provides the knowledge and ability to perform the essential duties and responsibilities of the position, with a typical path as follows:

• Graduation from an accredited college or university with a major in planning or related field. At least four (4) years of increasingly responsible experience in public planning work. A Master's degree may substitute for one year of the required experience.
