THE POSITION

DEFINITION

To perform a variety sample collection and analyses associated with the testing of water quality to ensure that it is maintained and provides the highest level of safety for public use; and to perform related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned management or supervisory staff.

May exercise technical and functional supervision over administrative support staff as assigned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist in performing and interpreting chemical, biochemical, biological, bacteriological and physical analyses of samples related to the treatment, quality control and distribution of potable water following standard procedures and guidelines.
• Collect samples at various sites throughout the system for testing to determine the effectiveness of each stage of the treatment and distribution processes.
• Prepare samples for analysis by commercial laboratories; ensure that test results are reviewed and reported.
• Analyze and interpret laboratory results; enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records and prepare required reports.
• Set up, calibrate, operate and perform minor maintenance and repair to a variety of laboratory instruments and equipment.
• Maintain quality control and quality assurance and follow safe work procedures.
• Maintain accurate records of work performed and analysis results.
• Consult with Water Utility staff and management regarding analysis results.
• Prepare periodic and special reports for submission to appropriate regulatory agencies in a timely manner; ensures that laboratory certification is in compliance with regulatory requirements.
• Prepare standard chemical solutions and reagents; clean equipment and ensure that the laboratory is maintained in a clean and orderly condition.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Analyze and interpret emerging water quality contaminates of concern including potential monitoring rules.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of chemistry, bacteriology and the chemical sciences, including methods and techniques of laboratory testing and analysis.
• Modern laboratory procedures and equipment, including computer uses and applications as applied to laboratory operation and analysis.

Experience and Training

Experience:

• Two years of increasingly responsible experience in a water quality environment including experience in water sampling and computerized data management of devices and tests.

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s license by date of appointment. 
• Possession of a California Department of Drinking Water Distribution Operator Grade 2 (D2) certificate issued within one year of appointment.

DEFINITION

To plan, assign and review the work of assigned personnel engaged in the performance of complex professional analytical work in support of Environmental Utilities Department projects and programs for internal and external customers including financial and system data analysis in support of department business, rates and connection fees; to perform duties requiring specialized knowledge; and to provide administrative support to assigned supervisor.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the Environmental Utilities Business Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel. • Plan, prioritize, assign, supervise and review the work of professional staff assigned to support Environmental Utilities divisions with special analytical studies and projects.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.

• Perform cost of service and rate design for water, wastewater, recycled water and solid waste in compliance with legal mandates and requirements; develop and analyze utility rate options and provide support for rate case adjustments.
• Participate in budget preparation and data collection related to fixed assets and financial reports; document study methodologies for cost allocation; verify data input regarding approved rate changes.
• Participate in and review financial, analyses and reporting functions as it relates to the South Placer Wastewater Authority.
• Develop, update and run electronic models related to retail revenues, operating costs, indirect costs and capital improvement projects.
• Perform financial modeling and analysis to evaluate project and operating economics; prepare statistical, feasibility and sensitivity analysis.
• Perform project management from inception to completion, plan, organize and ensure the completion of deliverables.
• Review proposed legislation and regulations for their impact on Environmental Utilities operations; prepare comments as needed.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

ESSENTIAL JOB FUNCTIONS

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

OTHER JOB FUNCTIONS Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

QUALIFICATIONS
Education: 

Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience: 

Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate: 

Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

The list established for this recruitment may also be utilized to fill any limited term or part-time, temporary vacancies. The term length for limited term placements is not guaranteed but cannot exceed 36 months. A part-time temporary position cannot exceed 25 hours per week.

DEFINITION

To perform a variety of tasks in the collection of residential, commercial, and industrial solid waste refuse, including driving and operating a refuse collection truck.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Refuse Truck Driver series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Refuse Supervisor, and receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Drive a one or two-person-staffed refuse collection truck, collecting refuse along an assigned route and emptying contents of trash cans and/or collection bins.
• Operate hydraulic/mechanical controls to load, compress, and dump refuse; collect and dispose of debris on assigned route; transport refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assist refuse truck driver by directing movement into alleys, driveways, and other difficult locations; assist truck driver with lifting/loading contents of trash cans and other collection containers.
• Complete and post notification tags on containers/bins/dumpsters regarding contents not acceptable for refuse collection.
• Maintain assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; report mechanical or related problems for maintenance; perform minor maintenance as appropriate.
• Complete, maintain, and submit records related to operations and maintenance activities, including those related to time, material and equipment usage.

Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate:

THE POSITION

The Human Resources Department is accepting applications for the regular and full-time position of Refuse Truck Driver I in the Environmental Utilities Department. The normal work schedule is Monday through Friday 6:30 a.m. – 2:30 p.m. with weekends required. The list established for this recruitment may also be utilized to fill any limited term or part-time, temporary vacancies. The term length for limited term placements is not guaranteed but cannot exceed 36 months. A part-time temporary position cannot exceed 25 hours per week.

DEFINITION

To perform a variety of tasks in the collection of residential, commercial, and industrial solid waste refuse, including driving and operating a refuse collection truck.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Refuse Truck Driver series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Refuse Truck Driver I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from a Refuse Supervisor, and receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Drive a one or two-person-staffed refuse collection truck, collecting refuse along an assigned route and emptying contents of trash cans and/or collection bins.
• Operate hydraulic/mechanical controls to load, compress, and dump refuse; collect and dispose of debris on assigned route; transport refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assist refuse truck driver by directing movement into alleys, driveways, and other difficult locations; assist truck driver with lifting/loading contents of trash cans and other collection containers.
• Complete and post notification tags on containers/bins/dumpsters regarding contents not acceptable for refuse collection.
• Maintain assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; report mechanical or related problems for maintenance; perform minor maintenance as appropriate.
• Complete, maintain, and submit records related to operations and maintenance activities, including those related to time, material and equipment usage.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Uses and purposes of general mechanical tools and equipment; safe work practices.

Ability to:

• Learn refuse collection techniques and to operate refuse collection vehicles and equipment.
• On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Experience:

No experience is required; some general maintenance and/or construction experience is preferred.

AND

Training:

Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

Possession of a valid California Class B driver’s license, with airbrakes by date of application.

The Building Efficiency Program Fellow will work closely with Sustainability staff within the Public Works Department to support the launch of the Brisbane Building Efficiency Program (BBEP).

The BBEP is a new program under the city’s Climate Action Plan established through city ordinance in December 2019. It requires commercial, industrial and multi-family buildings larger than 10,000 square feet in Brisbane to benchmark their buildings beginning in 2021. The BBEP is one of the few programs in the state and country to go “Beyond Benchmarking” and require buildings to meet high-performance standards or complete building audits and take action to improve. First of their kind compliance pathways include Green Lease and Distributed Energy Resource options. Get in on the ground floor as we complete development of this innovate program and begin implementation!

Tasks and Responsibilities:
1. Implementation: Facilitate the rollout of the Brisbane Building Efficiency Program through the first benchmarking compliance cycle. Assist in the tracking and reporting of program progress, including suggested improvements.
2. Outreach: Assist with notification of building owners and tenants regarding compliance obligations. Coordinate with the City of Brisbane’s Sustainability and Communications Managers on program marketing activities (e.g. website, social media, and collateral development).
3. Stakeholder Engagement: Assist with in-person and/or virtual stakeholder engagement sessions to inform participants about program requirements and how to comply.
4. Customer Support: Respond to phone and email questions and concerns. Host office hours or technical support sessions to assist stakeholders with compliance.
5. Benchmarking: Work with small businesses to gather facility details and access utility data to complete energy and water benchmarking in Energy Star Portfolio Manager.
6. Communication: Communicate and coordinate with internal staff and external program stakeholders such as building owners/operators, tenants, PG&E, strategic partners, contractors, and community and business organizations to facilitate program objectives.
7. Data Management and Reporting: Compile, organize and present program compliance data and results in both written and verbal form. Assist with reporting to the CA Energy Commission, as well as city leaders and the public.

Minimum Qualifications: Degree in Environmental Science, Environmental Engineering, or related field. Experience in building energy usage and systems and/or Energy Star Portfolio Manager is a plus.
