THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
