THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Overview:
The Grants and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. Core components of this work that this position will support include pre-award (seeking grant opportunities, helping to write applications, working with project teams), compliance (ensuring Valley Water can meet state and federal grant terms and conditions, including The Federal Emergency Management Agency (FEMA) standards, working with Procurement), and communications with project teams, management, and the Board of Directors. Additional work in the unit includes tracking and reporting awarded grants for reimbursement, which this position may support during high workloads (e.g., end of quarter, annual reporting).

The work will include preparing technical documents such as grant applications, reimbursement packages, work plans, and budgets for grants. The management analyst helps conduct research from internal and external sources on topics related to grant administration. The analyst will organize and maintain grant databases, will assist in identifying and pursuing grant opportunities, and assist in writing grant applications.

Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of: 

• Construction and maintenance materials, methods, and terminology. 

• The use, purposes and maintenance of hand tools; and the operation of light and moderately heavy power-driven equipment in performing duties. 

Ability to: 

• Understand and follow oral and written directions.

Position Summary

Under the general direction of the Senior Director of Transit Operations, this management level position is responsible for the overall management and delivery of Golden Gate Transit’s bus operation throughout its service area, including operational activities at 4 operating divisions located in Sonoma, Marin, and San Francisco counties. This position is further responsible for staff development, dispatching of transit equipment and transportation staff, administrative and budget oversight of operational activities and programs, safety management system and emergency response efforts, and labor relations. Works effectively with other District staff and project teams that support the Golden Gate Transit bus operation and performs other duties as required.

Essential Responsibilities

• Demonstrates leadership on a daily basis to help guide the Bus Division in achieving its vision and goals
• Leads and manages a team of approximately three hundred inclusive of Transportation Field Supervisors, Dispatchers, Bus Operators, and unit managers
• Manages and directs the operation of the Transportation Unit to ensure that bus service is provided as scheduled in a safe, cost efficient manner
• Identifies and assigns appropriate resources within the District to support bus transit operations using highly sophisticated technologies
• Formulates, publishes and administers operating policies and procedures
• Analyzes transportation service problems, accident records and prepares reports and recommendations concerning service improvements and the elimination of accident hazards
• Oversees the control of all scheduled equipment entering the various lines and routes supervised
• Responsible for the interpretation and enforcement of rules, regulations and policies of the Transportation Unit, the District, and Memoranda of Understanding as well as applicable state and federal regulations governing the operation of public transit systems
• Oversees the investigation of complaints pertaining to service and operating personnel; ensures staff is coached, counseled, and/or issued corrective actions/discipline in a timely manner and as defined by pertinent collective bargaining agreements, the District’s Human Resources Guide and/or other District policies
• Acts as the District’s liaison with union officials; participates in labor negotiations as a member of the District’s team
• Reviews disciplinary action and grievances and may act as the District’s representative in arbitration cases
• Participates in the development of the annual department budget, including forecasting future workforce and budget needs
• Represents the District at meetings with representatives of government agencies, professional business and community organizations and the general public; may attend meetings with other transit agencies pertaining to all phases of transit operations
• Ensures that appropriate safety and health policies, procedures and programs are implemented effectively; adequate resources and priorities are assigned to correcting hazardous conditions, and; applicable safety programs are carried out
• Works in partnership with the HR Department on staff development and wellness efforts that allow for employees’ continued professional growth and sense of inclusiveness
• Works closely with Bus Division Directors to ensure that Golden Gate Transit services are managed and delivered to the highest standard with respect to safety, customer service, regulatory compliance, and operational efficiency and effectiveness
• Supports other District staff in project and/or program delivery by providing subject matter expertise in Golden Gate Transit policies, procedures, programs and operations
• Knows and follows the safety and health rules and safe working practices applicable to his or her job

Minimum Qualifications

Education and/or Experience:  

* A Bachelor’s degree in Business or Public Administration or related field from an accredited college or university. Additional qualifying experience may be substituted on a year for year basis in lieu of a Degree. A written statement detailing qualifying experience must be submitted with the application.  

* A minimum of five (5) years of supervisory and administrative work experience within the public transit industry, including position related experience in bus transit operations, street supervision, dispatching, scheduling and labor relations.

Required License:  Must possess and maintain a current, valid California Class C driver's license and satisfactory driving record. No DUIs or reckless driving infractions within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

Physical Requirement: 24-hour call position which requires ability to work beyond standard office hours to attend evening and weekend meetings, meet with employees working swing and graveyard shifts and respond to emergencies.

Required Knowledge, Skills and Abilities

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

APPLICATION PROCESS

Applicants will be screened against the minimum requirements. Candidates who meet the minimum requirements will be invited to attend a Physical Agility Test (PAT). 

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

Depending on the number of applications received, additional screening may be conducted.

The Associate Engineer classification is the third level of the engineering series and typically requires minimal supervision in the design, review, and management of projects. Incumbents of this class are typically supervised and provided lead direction and training by a Senior Engineer.

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

The ideal candidate will possess a high level of professionalism, excellent customer service skills, and a supreme work ethic. These positions require excellent judgment, initiative, perseverance, integrity, organizational skills, flexibility and written and verbal communications skills.

Typical duties include, but are not limited to:

• Prepares and/or reviews designs, improvement plans, estimates, specifications, and contract documents for capital improvement projects, private development projects or other engineering related projects that are prepared by subordinates and/or consultants engaged by the City or by private developers.
• Reviews and responds to Request for Information (RFIs) and submittals, negotiate change orders, and review pay applications.
• Manages projects, i.e., oversees, controls, and guides the project.
• Negotiates, prepares and manages consultant agreements and/or construction contracts.
• Supervises staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination and disciplinary recommendations.
• Supervises the collection and analysis of field data and prepares recommendations.
• Responsible for interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and is responsible for timely response to the stakeholders' requests and concerns on projects.
• Coordinates with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.
• Prepares clearly written and effective reports and Council Memos.
• Tracks and manages project costs using appropriate tools and resources.
• Responsible for permitting, managing, and designing capital projects.

Additional responsibilities specific to the CFAS MEP Section positions:

Associate Engineer (Mechanical - MEP section):

• Able to review and comment on the various mechanical and/or plumbing engineering designs provided by the City's consultants.
• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving the upgrade/replacement of chillers, cooling towers, heat pumps, air-handling units, circulation pumps, ventilation equipment, plumbing equipment, piping/valves, etc.

Associate Engineer (Electrical - MEP section):

• Able to review and comment on the various electrical engineering designs provided by the City's consultants.
• Able to provide electrical engineering analysis, calculations, and designs conforming to the California Electrical Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve electrical systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving building power, lighting, generators, UPS, fire alarm systems, microgrids, EV chargers, etc.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.
