DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

The City of San Bruno Public Library is currently recruiting for a part-time, temporary Library Assistant—Homework Center Supervisor. Candidates must be able to commit from January 2026 to June 2026, for 17 hours per week and availability Monday 2-6PM, Tuesday 2-6PM, Wednesday 1-6PM and Thursday 2-6PM (with the exception of Library and San Bruno Park School District holidays). Although this is a six-month position, the program is ongoing. Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining
accurate records of homework center attendance. The incumbent will be responsible for
maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning STEAM weekly activities and training/supervising students in the use of the 3-D printer. The homework center is a free, drop-in, after-school program for children in kindergarten through eighth grade.

Definition:  Under supervision, performs work necessary to the day-to-day operations, monitoring and maintenance of sewage treatment processes, equipment and facilities.

Distinguishing Features: This is a special operations operationally classification. Assigned work consists of a variety of tasks and processes associated with treatment plant processes, maintenance and general operations. The Operator in Training (OIT) classification serves as the entry-level classification where individual tasks associated with various plant processes are learned until all aspects of the work of the classification are mastered; is an entry-level position that requires direct supervision by the Senior Operator. The OIT learns during the first year of employment to perform the essential duties of an Operator I/II.

The responsibilities of the Operator I and Operator II are distinguished by the level of independent performance of essential duties, greater complexity of assigned work, additional experience, and requirement for higher California State Operator Certification.

Essential Duties: 

*          Treatment Operations:  Operates wastewater treatment plant machinery and equipment to start up processes; reads, records and interprets meters and gauges; adjusts controls to properly regulate flow and process of wastewater; mixes and adds chemicals; collects samples and performs laboratory tests of materials in process. Adjusts and monitors the operations of valves, pumps, motors, chlorinators disinfection equipment, filters, digester and clarifiers; starts up the belt press and shuts down dewatering system and other processes which are not in continuous operation and assures proper deactivation as appropriate.

*          Laboratory Operations:  Performs standard laboratory tests of materials in process; takes grab and composite samples; performs other laboratory routines required to maintain accurate records of tests personally conducted and as needed to maintain order in laboratory facilities.

*          Preventive Maintenance:  Oils, greases, cleans, and maintains treatment plant machinery and equipment; cleans adjusts and repacks valves and pumps; similarly services/tests outlying pumping station machinery and equipment. Inspects plant electrical, plumbing and mechanical equipment for needed repairs.

*          Maintenance and Electrical Repair/ Construction Repair/Construction:  Disassembles electrical, plumbing and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs. Uses and operates tools and equipment associated with electrical system repairs, plumbing systems, sandblasting, welding, concrete and cement work, metal work, general construction and materials hauling. Assists in plant construction projects as appropriate.

*          Custodial Maintenance:  Cleans tanks and containers, sweeps, sands and paints plant equipment and facilities, performs general grounds keeping and building custodial and maintenance work as needed to maintain orderly plant and facilities operations.

*          Shift Operator:   Operator II provides on-call availability for any emergency work required of the plant during assigned periods. A certified Waste Water Treatment Plant Operator trains and instructs less experienced personnel in treatment plant operations and maintenance work as appropriate. Position does require assignment to vary work schedules and shifts.

*          Record Maintenance:  Keeps and maintains accurate records of plant operations and laboratory procedures, assists in other public works operations as assigned and performs other assigned duties necessary to the effective operations of the plant facility that are consistent with the responsibilities of the classification.

Other Duties:

Incumbent personnel are assigned alternate work schedules.

Special Requirements for all Three Levels:  The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle. Learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs. Work weekends and holidays.

Operator in Training Minimum Qualifications:

Ability to learn how to:

• Operate wastewater treatment plant machinery and equipment.
• Read, record, and interpret meters and gauges.
• Use and maintain manual and automated electronic record-keeping systems used to record treatment plant and laboratory data and activities.
• Perform elementary wastewater mathematics.
• Properly adjust operational equipment and process controls.
• Perform standard wastewater laboratory tests.
• Perform preventive maintenance of treatment plant machinery and equipment.
• Perform minor repair of electrical and mechanical systems.
• Perform operation or maintenance work involving heavy physical labor.
• Train lesser-qualified or experienced personnel in treatment plant operations and preventive maintenance work as appropriate.

Education:  Equivalent to completion of the twelfth (12th) grade.

Experience:  None required.

License:   Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Certification:  Must possess or obtain upon employment an OIT Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs of the State of California Water Resources Control Board. Must pass Grade I certification examination within 24 months of employment. In addition, must obtain Grade II Certification within two years of obtaining Grade I certification. Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

Operator I/II Minimum Qualifications:

Knowledge of:  Design, operations and maintenance principles of valves, pumps, motors, plumbing and electrical systems; associated tools and equipment; safe work practices and use of safety equipment.

Ability to:  Operate wastewater treatment plant machinery and equipment; read, record and interpret meters and gauges; make adjustments to controls; perform standard laboratory tests; perform usual preventive maintenance and servicing of treatment plant machinery and equipment; repair electrical and mechanical systems; perform maintenance work involving heavy physical labor; operate skillfully and safely a variety of hand and power tools and motorized equipment used in maintenance and construction activity; keep accurate records and prepare summary reports; understand and carry out oral and written instructions; train and instruct others in plant operations and maintenance processes; operate record keeping systems.

Education:  Equivalent to completion of the twelfth (12th) grade.  An AA degree with 15 units of basic or environmental science is highly desirable.

License:  Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Additional Operator I Minimum Qualifications:

Experience:  One -year of full-time work experience involving the operation of maintenance of pumps, valves and electric motors or related activities.

License:  performing operation duties at any Publicly Owned Treatment Works (POTW) while in possession of an OIT certificate.

Certification:  Must possess a Grade I Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.   Must obtain Grade II Certification within two years of obtaining Grade I certification.  Employee is responsible to obtain and maintain required certification to remain employed by the City of Millbrae.

Additional Operator II Minimum Qualifications:

Experience:  Eighteen months experience performing operation duties at any POTW while in possession of a Grade I Operator Certificate.

Certification:  Must possess a Grade II Operator Certificate issued by the office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.  Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There is currently one vacancy in the Department of Public Works - Utilities and Watershed Protection Section. This recruitment will be used to fill current and future vacancies in Utilities and Watershed Protection Section.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out, supporting utility operations, monitoring of regulatory requirements, preparing reports and analysis, reviewing development plans, responding to public inquiries. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.

The Position

Utility Worker II ($31.40- $39.25/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. The Position

Locksmiths work in the Facilities Maintenance and Operations Division of the Public Works Department and install, maintain, repair, and service all the locking devices in County Facilities/Buildings, San Mateo Medical Center, Maple Street Correctional Center, Hall of Justice, Maguire Correctional Facility, Youth Services Center, homeless shelters etc.

 

Duties of the Locksmith include but are not limited to: servicing, repairing, and maintaining locks, door closers, and related hardware; maintaining stock for replacement of lock units and parts; maintaining repair and maintenance records, key issues, and duplicate key schedules; picking jammed locks using special tools; devising and adjusting master key systems; and planning lock security systems for County facilities.

 

The ideal candidate will have at least five years of experience as a locksmith in a commercial, governmental, or industrial setting, with preferred experience in jail locks and electronic lock systems. Familiarity with ADA compliance related to door operators and sliding door mechanics is also preferred. We are seeking individuals from the local Bay Area who have an interest in working for local government and bring relevant government experience to the role.

Open and Promotional. Anyone may apply. Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help, or limited term positions prior to the final filing date will receive five points added to their final passing score on the examination. 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' applications and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. 

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.

Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.
