Infrastructure Services Unit (Position Code 365) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Senior Management Analyst for the Treasury and Debt Management Unit supports the Treasury and Debt Manager in managing Valley Water’s $1.4 billion debt portfolio, $800 million investment portfolio, and $450 million short-term debt program. The position acts as a lead on debt administration and short-term debt issuances, and supports long-term debt issuances, cash management, and investments. The Senior Management Analyst is a financial analyst who works closely with internal and external partners to secure debt financing for capital projects, manage debt proceeds, report to investors, comply with legal covenants, manage daily cash flow and investments, and make regular debt service and fee payments.

• Management of the short-term debt program, which includes a $250 million commercial paper facility and a $200 million revolving line of credit for just-in-time financing of the Capital Improvement Program. • Supporting the issuance of long-term debt, including new-money and refunding water revenue and special parcel tax bonds. Drafting bond disclosure, reviewing and understanding legal documents, working closely with bond counsel and municipal advisors, and drafting board memos.
• Supporting other Treasury functions, including daily cash management to account for incoming/outgoing cash, investment transactions and reporting, cash flow forecasting, and SymPro investment database maintenance. Responsibilities include using Infor ERP to process payments by check, ACH, and wire, and ensuring the security of these transactions from phishing and other cyber threats.
• Monitoring and ensuring compliance with legal and regulatory requirements related to the debt and investment portfolios. Assisting with financial analyses, budgeting, special projects, and ad-hoc requests. Developing unit efficiencies using AI tools.

Maintenance Worker 2 - Street Maintenance Division

The Senior Engineer, under the general direction of the Division Manager, leads and manages the New Development Review Team, overseeing the review and delivery of complex private development projects. SENIOR BUILDING INSPECTOR

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

Examples of shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM
• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Shift Rotation

Availability

• As our Mobile Crisis Care team provides critical support during community crises, it’s essential that members can respond promptly. To ensure timely response, team members must reside within a 30-minute commute to the Authority in heavy traffic. This position is responsible for a variety of ongoing responsibilities, including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

 

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

 

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

 

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Creativity, critical thinking, ability to perform research and analyses are essential traits.

The annual salary range for this position is $142 073.76 - $181 441.8.  This position may be filled at or near the minimum of the salary range.

 

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

 

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

 

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

 

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

 

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

 

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

 

• Experience developing and delivering public presentations.

 

• Planning experience in a lead or supervisory capacity.

 

• Possession of a certification from the American Institute of Certified Planners (AICP).

 

Other Requirements: 

• Will be expected to work evenings and weekends as required.

 

• Must be able to perform all of the essential functions of the job assignment.
