Tri-City is now accepting applications for a Senior Behavioral Health Specialist position within our Adult Full Service Partnership (FSP) Program. This position will provide a variety of rehabilitative support services to clients to facilitate behavior modification, skill building, and self-care and safety in individual and/or group settings.  This position will report to the Clinical Supervisor.

Essential duties include, but are not limited to, the following:

• Provide skilled assistance and training to other Behavioral Health Specialists in direct service organization, client care, and other Behavioral Health Specialist duties.
   
• Evaluate the needs of participants experiencing behavioral health challenges; plan, develop, and implement individual and group rehabilitation activities under the guidance of licensed professional staff; as assigned, be responsible for developing and implementing specific rehabilitation group activities.
   
• Participate in staff conferences with other disciplines to link clients with housing, providers,
  outside agencies, organizations, or departments as appropriate. Perform as client’s primary
  case manager.
   
• Perform crisis intervention counseling at a level not requiring licensure as a Behavioral health
  professional; and assist professional staff in planning the range of care needed to deal with
  participant’s care.
   
• Develop and determine appropriate referrals for the continuation of care.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.
