Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

 

DEFINITION:  To plan, organize, assign, and review the construction activities of the City’s Public Works Engineering Services and Development Engineering divisions, and to enforce conformance with City’s codes and ordinances.

 

DISTINGUISHING CHARACTERISTICS:  This is the advanced supervisory class in the Construction Inspector series.  The incumbent of this class performs the most complex contractual inspections and plan check work requiring the use of considerable independent judgment and initiative.  The Construction Inspector Supervisor is expected to assume responsibility for inspections scheduling, coordinating inspection activities and providing training to lower level Inspectors.

 

SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the division Senior Civil Engineer. Exercises direct technical and functional supervision over lower level Inspectors.

 

ESSENTIAL JOB FUNCTIONS OF THE POSITION: Duties may include, but are not limited to the following:

 

Develop and implement the goals, objectives, policies and priorities of the construction activities in the Engineering Services and Development Engineering divisions.  Plan, assign, direct and review the work of assigned staff including laboratory analyses, contracts and surveys. Supervise, train and evaluate construction inspectors; recommend selection, promotion and discipline of assigned staff.  Evaluate operations and activities of assigned responsibilities and recommend improvements and modifications. Schedule daily inspections assigning work to inspectors depending on qualifications, experience and expertise.  Assume responsibility after contract award for inspecting projects, including the construction of streets, storm drains, and sanitary sewers, and other projects for conformance to plans, specifications, and codes.  Resolve problems with contractors and other involved agencies.  Make recommendations regarding alterations in design to meet unusual conditions; prepare reports including detailed cost analysis; and oversee the preparation of reports for review, consideration and adoption by the City Council.  Prepare and present relevant reports and issues to the Senior Civil Engineer for assigned divisions.  Review and make recommendations regarding the approval of drawings, calculations and progress payments.  Order tests of constructions materials and soils.  Direct survey work as necessary.  Coordinate the work of contractors.  Meet with design consultants, utilities representative, and others to resolve design or construction problems; negotiate acceptable solution.  Respond and take appropriate action to public inquiries and concerns.  Prepare and oversee section budget; determine needs and costs of Capital Outlay and miscellaneous equipment.  Prepare as built plans.  Prepare project progress reports.  Make recommendations regarding the issuance of change orders and determine estimates and fiscal impacts. Generate correspondence and memoranda as necessary.  Prepare employee performance reports for recommendation and personnel actions.  Facilitate pre-construction conferences.  Promote and maintain safety in the work place.  Perform related duties as assigned. 

 

PHYSICAL AND MENTAL CHARACTERISTICS: Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, business machines and related equipment; vision sufficient to read printed materials; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and reach overhead; physical mobility sufficient to move about the work environment, climb ladders, and to walk on uneven surfaces; physical strength to lift  up to 50 lbs; physical stamina sufficient to sit for prolonged periods of time; mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.

 

WORKING CONDITIONS: A combination of outdoor work inspecting construction sites, and a business office-working environment.  In the office, subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.  On the construction job site, work in all types of weather environments, carry and climb ladders, crawl, inspect storm and sanitary sewer pipes and manholes, and walk to perform inspections.

 

QUALIFICATIONS: Knowledge of: Principles of organization, administration, budgeting and personnel management in municipal government.  Principles and practices of public works construction inspection.  Principles and practices of civil and structural engineering practices as applied to public works construction inspection.  Construction materials and equipment.  Principles and techniques of surveying. Knowledge of Federal Highway Administration and Caltrans inspection and construction QA/QC requirements is highly desirable. Ability to: Plan, organize, direct and review the construction activities of the assigned division. Communicate clearly and concisely, orally and in writing.  Supervise, train and evaluate subordinate employees.  Establish and maintain effective working relationships with the public, contractors and City staff.  Exercise independent judgment with tact and diplomacy.  Analyze construction plans, maps and specifications.   Analyze and test a variety of soil conditions and construction materials.  Organize and direct personnel in the inspecting and testing required by the City’s public works Capital Improvement projects. Effectively use basic office equipment. Prepare technical engineering reports; prepare financial reports and progress payments as they pertain to individual projects.  Organize and direct “Force Account” construction in an efficient manner.  Prepare concise, comprehensive, and accurate written reports and correspondence.  Promote the mission, values and organization of an effective public organization, particularly in the area of customer service.  Effectively organize tasks, prioritize, and meet deadlines.

 

License or Certificate: Possession of a valid California Driver’s License. Certification as a Qualified SWPPP Developer (QSD) and/or Qualified SWPPP Practitioner (QSP) is highly desirable.

 

EDUCATION AND EXPERIENCE: Five years of increasingly responsible experience in construction inspection work including two years of supervisory experience. An Associate’s degree in civil engineering, construction technology or a related field may be substituted for two years of experience in construction inspection work. Public agency experience is highly desirable.

 

PHYSICAL DEMANDS AND WORKING CONDITIONS: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to twenty-five pounds. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

POSITION SUMMARY

This is a Level I Peace Officer designation that performs a wide variety of duties in the enforcement of law and order; and to carry out special assignments in the protection of life and property within the City of Ceres. Receives general supervision from a police sergeant or other designated authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Patrol an assigned area by motor vehicle, on foot, or by other designated means to answer calls for the protection of life and property, and the enforcement of city, county, and state laws; conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, robberies, death and other criminal incidents.
• Make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court.
• Investigate major crimes against property, persons, and narcotics and vice-related crimes.
• Gather evidence using a variety of methods and techniques, including taking photographs, lifting fingerprints, tracing movements and talking with informants.
• Present information upon completion of investigations to the District Attorney's office for filing charges; appear in court, as directed.
• Serve warrants and subpoenas; file complaints; perform other work related to the processing of misdemeanor and felony complaints.
• Prepare reports on arrest, traffic violation, impounded property and other case reports.
• Check buildings for physical security; report street lamps or traffic signals that are not working; report or remove traffic hazards and report and take corrective action on other conditions detrimental to the general public.

  Summary Description Perform a range of field duties and assignments for Water services under the general supervision of the Public Works Department Water Division, including driving a City vehicle and performing physical water meter turn-ons and shut-offs on a daily basis. Employees at this level represent the Ceres Water Conservation Program and perform daily work in the field, provide customer service to individual residents, receive only occasional instruction or assistance as new, unusual or unique situations arise, and are fully aware of the operating procedures and policies within the work unit. Promote the efficient use of the City’s water supply by residential, irrigation, industrial, commercial public agencies and other customers to ensure sufficient pressure throughout the system for fire protection and other essential City services; investigate and identify compliance issues; and communicate with regulatory agencies as required

REPRESENTATIVE Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Coordinate with City Finance staff on delinquent accounts; turn on/turn off instructions, non-reads and improper billings.

2. Input data into computer records and generate various reports.

3. Assist customers, departments, and employees by providing information, explaining procedures, and answering questions over the telephone and in person.

4. Handle a variety of assignments related to high utility consumption and leak notification.

5. Participate in the enforcement of the State requirements pertaining to water conservation within the City of Cere’s water distribution system.

6. Oversee the City’s water conservation program with an emphasis on public education and outreach activities.

7. Meet with and educate City of Ceres customers on water efficiency use, discuss and resolve problems and concerns.

8. Respond to public inquiries and complaints regarding water use.

9. Respond to customer requests for setting automatic sprinkler timers.

10. Perform other duties as assigned.

 

The City of Salinas Police Department is interested in filling this temporary position. Temporary employees may not exceed a maximum of 25 hours per week and 1,000 hours per fiscal year (from July 1 – June 30).

The Senior Accountant is distinguished from the Accountant position by its performance of more complex, large scale, and specialized accounting tasks. Performs financial accounting tasks requiring high level experience, responsibility, and expertise. Receives general supervision and exercises indirect supervision for other lower level accounting staff.

1. Develops, prepares, and completes the monthly posting, balancing, and reconciliation of the general ledger and all other subsidiary accounts; provides departmental monthly reports for project accounting and cash balances.
2. Prepares, creates, and submits daily financial transactions including internally and online; monitors journals, processes financial disputes, and continually monitors the City’s financial exposure.
3. Researches, evaluates, and analyzes transactions to resolve deficit budget, miscoded subledger accounts, and general ledger accounts; supports other departments by disseminating financial information and accounting analytics; generates reports and provides financial and accounting feedback.
4. Assists in preparation of City’s Annual Financial Statements; prepares working trial balances and other audit schedules. Prepares annual state reports.
5. Supports, assists, and coordinates the development of the City’s Annual Budget and Capital Improvement budget; updates schedules, formats documents, provides input, coordinates the distribution, and ensures transparency across departments and within the City.
6. Reviews, monitors, and reconciles bank and investment accounts for the City; clears checks and ACH payments for multiple accounts, handles wires,
7. Provides back up support to payroll staff.
8. Manages debt, ensures account accuracy, and provides financial accounting and analysis.
9. Implements changes and updates in accounting systems, procedures, policies, and methods.
10. Monitors and reports on status of grant and grant funds; prepares fund balance projections
11. Monitors business enterprises to ensure compliance.
12. Performs various non-routine business and administrative tasks within the Finance and Accounting Department.
13. Performs other duties as assigned.

TYPICAL DECISIONS: The incumbent must be able to prioritize work and utilize accounting skills for professional accounting and review of departmental revenues, expenditures and procedures.  Provides indirect supervision to Finance staff and ensures accuracy in accounting throughout the City Departments.

MINIMUM QUALIFICATIONS:

 

Knowledge of:

EDUCATION: Bachelor’s degree in Accounting or related field.

EXPERIENCE: Three years’ experience in accounting, budgeting, auditing, payroll and finance.  Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

PHYSICAL DEMANDS AND WORKING CONDITIONS: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to twenty-five pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The City of Carmel-by-the-Sea is currently recruiting for Maintenance Worker. This recruitment will establish an eligibility list that will be used to fill vacancies in the maintenance division within the Public Works Department. These are semi-skilled, manual labor positions reporting to the Public Works Superintendent. These positions are responsible for performing a wide variety of tasks to maintain the City’s core infrastructure including streets, sidewalks, traffic control devices, drainage facilities, forest, beach, parks, and building facilities. Work tasks will include, but are not limited to:

• Remove, spread, rake, and compact asphalt pavement, berms, and swales.
• Demolish, place rebar, pour, and finish concrete slabs, sidewalks, and curbs.
• Paint traffic markings, stripes, and curbs, and maintain traffic signs.
• Clean out storm drainage inlets, pipes, culverts, and manholes.
• Plant, water, fertilize, prune, and cut trees, landscaping, and ivy.
• Rake, mow, and clear weeds from parks, medians, and open space.
• Remove trash from the beach, parking lots, parks, and sidewalks.
• Repair rail fencing, benches, garbage cans, signs, trash enclosures, etc.
• Assist with minor carpentry, plumbing, electrical, painting, roofing, and related duties.
• Support special events hosted by the City.
