THE POSITION
The City is recruiting for up to two full-time Senior Management Analyst I/II or Management Analysts, who will join a team of talented Analysts across City Departments. In addition to establishing a list for future analyst vacancies, the City is also currently recruiting to fill an analyst vacancy within the Community Services Division and the City Manager's Office. These positions provide professional, advanced staff-level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties within their Department and cross-departmentally.
THE CITY MANAGER'S OFFICE
The City Manager’s Office consists of the City Manager, Assistant City Managers, Community Services division, Parking division, and Sustainability division. The City Manager, along with the Assistant City Managers, advises the City Council on policy matters and manages the operations of the City with economy, efficiency, equity, and effectiveness. The City Manager's office carries out the policy and directions of the Mayor and City Council. It supports the Council's efforts to engage in legislative advocacy on the local, state, and national level, advocating the City's interests and increasing the City's influence as a leader in good government.
THE COMMUNITY SERVICES DIVISION
San Rafael is committed to creating a more inclusive and equitable city where every resident has the opportunity to thrive. With this in mind, the City has established a new Community Services Division of the City Manager’s Office.
The Division is dedicated to enhancing the quality of life for all residents, with a special focus on disadvantaged, historically underserved, and vulnerable populations. This Division is at the forefront of addressing critical social issues, including homelessness response, and other services that uplift community members in need.
The Division’s mission is to develop and implement innovative strategies and programs that provide comprehensive support to those in need, ensuring access to vital resources, fostering community resilience, and promoting overall well-being, with a focus on equity.
As a leader in this dynamic and evolving field, the Community Services Division works collaboratively with local agencies, community organizations, and stakeholders to deliver services that are compassionate, effective, and responsive to the unique needs of our community.
IDEAL CANDIDATE
The ideal candidate for a Senior Management Analyst I/II or Management Analyst role in the City Manager's Office will have a mixture of the following skills:
- Experience in using data for performance improvement, evaluating outcomes, and conducting internal and external data analysis.
- Proven experience in contract development and monitoring.
- Excellent interpersonal, facilitation, analytical, public speaking, problem-solving, and project management skills.
In addition, a successful candidate for the Community Services Division will have:
- Knowledge of the national landscape of homelessness assistance programs, including federal and state regulations, evidence-based practices, and HMIS data and metrics.
- Experience in human services, homelessness or housing programs, behavioral health, public health, or a related field.
- Strong understanding of social, economic, and political issues affecting low-income children, families, and communities, particularly in the context of homelessness assistance programs.

- Assists or leads projects, tasks, and assignments that are priorities for the Mayor and City Council and/or the senior management staff.
- Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
- Manages or participates in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
- Assists in the preparation of ordinances and other supporting program documents; prepares and monitors program contracts and related proposals; monitors compliance with applicable contractual agreements.
- Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.

- Plans, organizes, coordinates and implements day to day program assignments
- Conducts research, and analyzes work procedures, policies, etc. to evaluate and improve the effectiveness of assigned programs.
- Analyzes federal and state laws and regulations as they relate to assigned programs and develops and implements changes as necessary based on analysis.
- Prepares comprehensive written reports regarding program activities.
- Interacts with other City staff, City council, community representatives, and citizens regarding programs.
EDUCATION/EXPERIENCE
Senior Management Analyst
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.
- Senior Management Analyst I
- Three to four years of progressively responsible analytical experience.
- Senior Management Analyst II
- Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.
Management Analyst
Bachelor’s degree in public/business administration or related field and four years of experience in program administration.
All classifications: A valid CA driver’s license

The Senior Management Analyst I/II is a regular position of the City’s San Rafael Mid-Management Employee Association (SRMMEA) and is eligible to receive benefits including but not limited to:
- MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00
- DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
- VACATION LEAVE | 15 days annually, increases after 5 years of service
- SICK LEAVE | 12 days annually
- ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year
- HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year
- BEREAVEMENT LEAVE | Up to 5 days paid leave
- END OF LIFE CARE LEAVE | Up to 80 hours paid leave
- PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. SRMMEA employees also contribute to State Disability Insurance (SDI)
- LIFE INSURANCE & AD&D | $300,000
- LONG TERM DISABILITY | 66.67% of salary, up to $7,500 per month

- Tier 2 - hired on or after 7/1/2011: 2% @ 55, Average of 3 highest years

- DEFERRED COMPENSATION | City will contribute one percent (1.06%) of base pay into a City-provided deferred compensation plan
- GYM MEMBERSHIP REIMBURSEMENT | Up to $198 per year

The Management Analyst is a regular position of the City’s AFSCME / Local 1 – Confidential Unit and is eligible to receive benefits including but not limited to:
