THE POSITION

The City of American Canyon, a growing Napa Valley community, is seeking an Accounting Manager to be responsible for providing professional accounting and public finance assistance to the City. Responsibilities will involve overseeing the Finance Department's auditing and reporting processes, payroll, investments and cash management, tax reporting, and other accounting requirements. This position reports to the Finance Director.

EXAMPLES OF DUTIES

• Plans, manages, and oversees the implementation of assigned finance and accounting programs, operations, and activities for the City including accounting, financial reporting, budgeting, audits, cash management, investments, debt issuance and administration, revenues, payroll, accounts payable and receivable, business licensing, purchasing, and fixed assets.
• Oversees Citywide payroll for the City and Fire District and related payroll reporting;
• Reviews quarterly and annual federal and state payroll tax returns; ensures tax returns are filed in a timely manner;
• Maintains, evaluates and updates the City's investments; maintains cash flow; makes necessary cash transfer investments and reconciliations to appropriate accounts;
• Coordinates year-end audit process, including preparing audit schedules and serving as point of contact for external auditors; and prepares a Request for Proposal for independent audit services as necessary;
• Participates in the development and administration of the City’s budget; participates in reviewing monthly budget reports; researches and analyzes variances between budget figures and expenditures;
• Manages the City’s banking, cash, daily reconciliation of transactions, and related safeguarding of funds;
• Prepares, analyzes, reviews, and comments on a variety of financial reports, statements, and schedules, including the Comprehensive Annual Financial Report (CAFR) and annual State Controllers’ reports;
• Participates in the development, revision, and maintenance of policy and procedure manuals governing fiscal matters; monitors financial procedures of all City departments, including internal audits and checks and balances; ensures that necessary corrective actions are taken;
• Maintains and reconciles a variety of ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records;
• Provides highly complex staff assistance to the Director of Finance/City Treasurer; develops and reviews staff reports and other necessary correspondence related to assigned activities and services;
• Stays abreast of new trends and innovations in the field of public agency finance and accounting; monitors changes in regulations and technology that may affect assigned functions and operations.

ABOUT THE POSITION

Under general direction of the Finance Supervisor and Administrative Services Manager, this position performs professional and technical work of a confidential nature in the areas of payroll administration, general accounting, public employee retirement (CalPERS) reporting, workers’ compensation, and benefits administration. This position assists with the day-to-day accounting and financial operations of the District, including accounts payable functions, bank reconciliations and deposits, maintenance of accounting and payroll records, and other tasks as assigned.

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, salary and other pay schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Process health, life, and disability insurance enrollments and other benefit payments, and communicate with service providers concerning routine administration of programs.

WATER QUALITY SAMPLING INTERN: (1 position) Under direction of the Water Quality Field Supervisor, Lab Manager and Lab Staff, duties include: assists with distribution system and reservoir water sampling, reservoir algae investigations and reservoir algae treatments, and additional miscellaneous water quality field investigations tasks. Uses sampling equipment such as a chlorine test kit, temperature gauge, zone sampler and a datasonde with hand-held surveyor.  Performs miscellaneous office tasks such as mapping sampling points, working with data and reports, and scanning documents. Additionally, performs maintenance and clean-up work as needed. Safety Boots required. WATER TREATMENT PLANT INTERN: (1 position) Under the direct supervision of a qualified and licensed Water Treatment Plant Operator, assist with the operation and maintenance of one of three different drinking water facilities. The candidate will be exposed to surface water treatment plant processes, chemical dosing, industry standard calculations, water quality laboratory tests, the operation and maintenance of analyzers, flushing and monitoring of distribution system in remote locations, facility maintenance and ground water quality verification. Safety Boots required. Work hours will be Monday – Friday 7:00 a.m. to 3:30 p.m. at one of three different facilities: San Geronimo Water Treatment Plant in Woodacre; Bon Tempe Water Treatment Plant in Fairfax; Ignacio Water Quality Station in Novato. Optional work schedules maybe considered on a case by case basis. This position is for just under a six (6) month duration.  Anticipated Start Date: February 2021.

WATER DISTRIBUTION SYSTEM INTERN: (1 position) Under the direct supervision of a certified Water Distribution Operator, learn how to operate and maintain mechanical, electrical and control equipment.  Perform inspections of mechanical and electrical equipment.  Assist operators in handling consumer calls.  Assist field personnel with confined space entries.  Learn the basics of a potable water distribution system.  Safety Boots required.  Work hours will be Monday - Friday 6:30 a.m. to 3:00 p.m.  This position is for just under a six (6) month duration at the Corte Madera location. The City of San Rafael is seeking a full-time Shop and Equipment Supervisor in the Public Works Department.  Under general supervision, this position supervises preventive maintenance, outfitting, and skilled repair of City fleet and police vehicles and light to heavy-duty trucks and equipment. 

The Shop and Equipment Supervisor is a first full supervisory level in charge of personnel and activities associated with maintaining the City’s fleet of automotive, light, and heavy trucks and equipment.  This position is a working supervisor, participating in the work of the unit as needed.  The position is guided by established policies and procedures, principles of the trade, and supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Supervises the repair and maintenance of City vehicles and equipment and equipping of new police vehicles and construction equipment.
• Discusses malfunctions or outfitting requirements with users.
• Plans, sets priorities, and assigns work to equipment shop personnel in accordance with overall City priorities and maintenance schedules.
• Provides instruction and direction to less experienced personnel on complex repairs.
• Ensures safe working practices and conditions in the equipment shop.
