The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

Work Schedule: This is a 20-24 hours per week position. The regular work schedule is Thursday and Friday; weekend work may be occasionally required. This position is limited to up to 1000 hours per year. However, employment might end sooner, depending on the needs of the hiring department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment. 

Essential Responsibilities
Essential responsibilities and duties may include, but are not limited to, the following:

• Actively engage with the public to provide excellent customer service, anticipate customer needs and deliver services in a timely and respectful manner.
• Patrols parks or trails and other public recreational area.
• Provide information and direct visitors to appropriate park areas.
• Develop and participate in interpretive programs.
• Report unsafe conditions, incidents of vandalism, and other related conditions.
• Interpret and apply oral or written material/instructions.
• Prepare reports and maintain records of activities; may make recommendations on relevant subjects such as modifications to equipment or facilities to reduce vandalism or improve safety.
• Tactfully and effectively enforce rules and regulations governing facilities. Issue warnings and code citations, directs traffic, enforce park rules as necessary.
• Assist ill or injured park visitors until proper medical aid arrives.
• Operate a motor vehicle or motorized maintenance equipment.
• Conduct light maintenance activities (e.g., repairing, making and installing signs, fences, etc.).
• Perform watering, weeding, pesticide applications, pruning, trash control and perform minor repairs and custodial maintenance.
• Operate light motorized equipment including, but not limited to, pick-up trucks, dump trucks, power mowers, sprayers and tractors. 
• May occasionally operate heavier and more complex equipment.
• Ensure compliance with park rules, codes and ordinances.
• Work weekends, holidays, or other irregular hours.
• May direct the work of other employees on an intermittent or project basis.
• May direct the work of volunteer service organizations on an intermittent or project basis.
• Performs related duties and responsibilities as required.

Required Education, Experience and Training
Any combination of training and experience that would provide the required knowledge, skills, and ability is qualifying.

Benefits

• $86,683 to $105,364 annually
• Non-exempt employees assigned to a 56-hour (average) workweek schedule will receive pay for overtime as defined in the Fair Labor Standards Act (FLSA). All overtime shall be paid at a rate of one and one-half (1 ½) times the regular hourly rate of pay.
• All covered employees hired on or after December 28, 2012, who are not defined as “new members” under the Public Employees Pension Reform Act (“PEPRA”) will be covered by the 3% @ 55 retirement formula and the 36 highest consecutive months’ final compensation provision.  All covered employees hired on or after January 1, 2013, and who are defined as “new members” under PEPRA will be covered by the 2.7% at 57 retirement formula and the 36 highest consecutive months’ final compensation provision. 
• Regular employees, after completion of their probationary period, shall be eligible for the Health Care Reimbursement Program. Eligible employees receive a credit of $1300 each January 1.
• For all regular employees working full time, the District will pay 85% of the premiums currently in effect for employee and dependent coverage for the lowest cost plan available to District employees offered through the PERS system.
• For all regular employees working full-time, the District will pay 85% of the premiums for employee and dependent coverage for the lowest-cost dental plan.  In the event the employees elect a higher cost coverage, the employees shall pay the increased cost for that plan.
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy for each unit member, a $1,000 policy for each employee's spouse, and a $1,000 for each employee's dependent under the age of 21.  The CCSD will pay the full monthly premium for each unit member, spouse, and dependent children.
• Covered employees assigned to a 56-hour average workweek schedule shall accrue 4.31 hours of vacation leave biweekly (112 hrs/yr) from the date of hire to sixty (60) months of service.
• Each full-time employee, assigned to a 56-hour average workweek, shall accrue sick leave from the date of employment at the rate of 6.4 hours per 14-day payroll period (based on 120 hours per year times the conversion factor of 1.4).
• In lieu of time off on holidays, covered employees assigned to a 56-hour workweek shall accrue 5.92 hours of holiday leave per 14-day payroll period for a total of 154 hours per year (based on 110 hours per year times the conversion factor of 1.4). 
• The District shall provide covered employees with an annual boot or safety shoe allowance of $250, payable in July of each year.

Distinguishing Characteristics

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

The Accounting intern performs routine and/or general assistance tasks with variable difficulty. This assignment is to work within the finance department. The Paid Call Firefighter (PCF) Entry Level position is the first position in the classification of Paid Call Firefighter. This position is supervised by the Training Battalion Chief, PCF Program Manager or direct supervisor. The Entry Level PCF must successfully complete a 12-month probationary period and acquire the basic knowledge, skills and abilities required for successful performance as a PCF.  During the probationary period, the PCF will attend a Fire Academy provided by the District. Before the end of the 12-month probationary period, the PCF must be a certified Emergency Medical Technician.

 

Minimum Requirements:

• Must live within Santa Cruz County.
• Be at least 18 years of age by August 31, 2024.
• Possess a valid California Class C Driver's License and pass an "insurability" check by the District's insurance carrier.
