ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Associate or Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Bookkeeping, Finance, Business Administration, Public Administration, or related field.
• Two years of increasingly responsible experience in the areas of payroll administration, accounting, finance and budgeting

THE POSITION:
This benefitted, full-time position in the Cataloging Department performs original and derived cataloging for materials in all formats and languages; creates metadata for special collections materials; creates and updates authority records; compiles and reviews records for monthly authority control processing; interprets cataloging policies to staff; and serves as back-up for all copy cataloging tasks and other related duties in the Cataloging Department as needed. • Performing original and derived cataloging for special collections materials in all formats, local government documents, local author books; local musician/musical group sound recordings; world language materials and other materials in the circulating/reference collections lacking records; assigns Dewey classification numbers
• Researching names, birth dates, street names, etc. in the Library catalog and other databases to create and update authority records and digital projects metadata
• Entering metadata for photos, archival collections and other special collections materials into Excel spreadsheets

• Compiling information on new records from a series of monthly reports; investigating problems such as missing or malformed call numbers; and searching WorldCat via OCLC Connexion for replacement records
• Preparing and exporting monthly batches of new bibliographic records to Marcive, Inc. for authority processing; retrieving, importing and troubleshooting processed files

PREFERRED SKILLS AND EXPERIENCE

• Experience working with OCLC Connexion, Horizon, Quartex, ArchivesSpace or similar systems

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs.

• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participating in drafting and implementing Department and/or City-wide goals, policies, and procedures.
• Manages or participates in special projects, including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
• Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
• Tracks the impact of State and Federal legislation on the Department or city and make recommendations regarding City positions. 
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.
• Participates in the public information functions of the City’s Emergency Operation Center.
• Prepares City Council agenda reports.
• Acts as staff to City Advisory Committees as directed by senior executive staff.
• Performs related duties as required.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, business administration or a related field.
• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst I:

• Three to four years of progressively responsible analytical experience.

Senior Management Analyst II (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

SPECIAL REQUIREMENT:

• Possession of a valid driver’s license
