The City of San Rafael Fire Department is seeking to fill the position of Vegetation Management Specialist.  Fixed-term appointments may be made for up to a three-year period.  Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position and has limited benefits available.  This position is fully funded through the Marin Wildfire Prevention Authority (MWPA).

Under direct supervision from the Deputy Fire Chief, the Vegetation Management Specialist will help lead San Rafael Wildfire Prevention efforts with a focus on publicly owned undeveloped land and improved parcels; work closely with the defensible space inspection team and may perform independent site evaluations of vegetation located upon privately owned premises, which are typically located in the designated Wildland Urban Interface (WUI) areas within the jurisdiction; evaluate and develop vegetation management strategies on City or County-owned open space lands that are adjacent to structures located in the WUI; evaluate property for compliance with the San Rafael Municipal Code relating to providing defensible space to structures and scientifically based best practices; work to establish short and long-term open space vegetation management plans and prescriptions; and work with contractors and City staff to implement.

This position performs the following essential job duties:

• Coordinate wildfire mitigation through fuel reduction projects and other methods on City-managed open space in coordination and City, County, and private partners.
• Interpret and enforce provisions of City Ordinances, State Codes, and other regulations.
• Assure environmental compliance and implement best practices as possible.
• Perform evaluations of property, vegetation and structures to identify fire code violations, fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violations of applicable fire codes; issue correction orders as necessary.
• Prepare accurate records and reports; maintain accurate records and files in the City electronic tracking system.
• Provide information to the public concerning the Vegetation Management Program, practices and procedures; assist in training programs and group presentations.
• Provide guidance or support to other City staff or vegetation management contractors working for the City.
• May be assigned to support other fire administration, fire operations, fire prevention, environmental management or emergency management related duties as needed.
• May provide guidance to fire mitigation and suppression crews about fire code interpretation, fuel management plans and prescriptions and site evaluations techniques.
• Perform other related duties and responsibilities as assigned by supervisor and within the MWPA mission.

To be eligible for this position you must have knowledge of:

• Principles, practices, and techniques of vegetation management and wildfire mitigation.
• Principles and techniques of site evaluations, inspection work, and environmental best practices and CEQA compliance.
• Local and State Fire Codes.
• English grammar, spelling, vocabulary and report writing.

To be eligible for this position you must have the ability to:

• Identify fire hazards and fire code violations and recommend corrective actions.
• Exercise judgment, suggest alternatives, and negotiate compliance strategies with property owners.
• Work within a team environment, be self-motivated, and complete independent tasks in a timely manner.
• Apply technical knowledge and follow proper evaluation/inspection techniques.
• Detect deviations from regulations and standard safety practices.
• Read and interpret site plans and vegetation management plans.
• Learn to enforce fire codes, ordinances, and regulations pertaining to fire prevention and vegetation management with firmness and tact.
• Establish and maintain cooperative working relationships with those contacted in the course of work such as property owners, contractors, the general public, and other staff.
• Operate a variety of office equipment including computer terminals and necessary computer programs. GIS experience preferred.
• Express ideas and communicate clearly and concisely, both orally and in writing.
• Deal tactfully and in a cooperative manner with property owners, the public, and City staff to provide a high level of customer service.

Any combination of experience and training that would likely provide the required knowledge

and abilities are qualifying.  A typical way to obtain the knowledge and abilities would be:

• One year or more of responsible experience in a variety of inspection, construction, fire prevention or related inspection work.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes. Bachelor’s degree preferred.
• Possession of one or more of the following is desirable:
  • Completion of CA State Fire Marshal 1A, 1B, 1C, 1D, 2B, & 2C courses;
  • ICC Certification Fire 77, CA, CF, & CP.

OTHER REQUIREMENTS:

• Possession of a California Class "C" driver's license, and satisfactory driving record. Maintenance of a California driver’s license is a condition of employment.

The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl.  The employee is required to walk off trails, up and down steep grades and inclines in heavily vegetated areas of the natural environment in all types of weather conditions.  The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  Employee will be issued personal protective equipment (PPE) and is responsible for using the proper PPE in the appropriate environment.  Examples of PPE may include a hardhat, hearing protection while in noisy environments, eye protection, and safety shoes.

THE POSITION

The City of American Canyon, a growing Napa Valley community, is seeking an Accounting Manager to be responsible for providing professional accounting and public finance assistance to the City. Responsibilities will involve overseeing the Finance Department's auditing and reporting processes, payroll, investments and cash management, tax reporting, and other accounting requirements. This position reports to the Finance Director.

EXAMPLES OF DUTIES

• Plans, manages, and oversees the implementation of assigned finance and accounting programs, operations, and activities for the City including accounting, financial reporting, budgeting, audits, cash management, investments, debt issuance and administration, revenues, payroll, accounts payable and receivable, business licensing, purchasing, and fixed assets.
• Oversees Citywide payroll for the City and Fire District and related payroll reporting;
• Reviews quarterly and annual federal and state payroll tax returns; ensures tax returns are filed in a timely manner;
• Maintains, evaluates and updates the City's investments; maintains cash flow; makes necessary cash transfer investments and reconciliations to appropriate accounts;
• Coordinates year-end audit process, including preparing audit schedules and serving as point of contact for external auditors; and prepares a Request for Proposal for independent audit services as necessary;
• Participates in the development and administration of the City’s budget; participates in reviewing monthly budget reports; researches and analyzes variances between budget figures and expenditures;
• Manages the City’s banking, cash, daily reconciliation of transactions, and related safeguarding of funds;
• Prepares, analyzes, reviews, and comments on a variety of financial reports, statements, and schedules, including the Comprehensive Annual Financial Report (CAFR) and annual State Controllers’ reports;
• Participates in the development, revision, and maintenance of policy and procedure manuals governing fiscal matters; monitors financial procedures of all City departments, including internal audits and checks and balances; ensures that necessary corrective actions are taken;
• Maintains and reconciles a variety of ledgers, reports, and accounting records; examines accounting transactions to ensure accuracy; approves journal vouchers to post transactions to accounting records;
• Provides highly complex staff assistance to the Director of Finance/City Treasurer; develops and reviews staff reports and other necessary correspondence related to assigned activities and services;
• Stays abreast of new trends and innovations in the field of public agency finance and accounting; monitors changes in regulations and technology that may affect assigned functions and operations.

ABOUT THE POSITION

Under general direction of the Finance Supervisor and Administrative Services Manager, this position performs professional and technical work of a confidential nature in the areas of payroll administration, general accounting, public employee retirement (CalPERS) reporting, workers’ compensation, and benefits administration. This position assists with the day-to-day accounting and financial operations of the District, including accounts payable functions, bank reconciliations and deposits, maintenance of accounting and payroll records, and other tasks as assigned.

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, salary and other pay schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Process health, life, and disability insurance enrollments and other benefit payments, and communicate with service providers concerning routine administration of programs.
• Prepare and update employment records related to hiring, transferring, promoting, and separating; explain human resource policies, procedures, laws, and standards to new and existing employees; ensure new hire paperwork is completed and processed; maintain personnel files in compliance with applicable legal requirements.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Assist with closing of year-end books in preparation for annual audit, including the coordination of audit schedules and reports for external auditors, and supporting the Finance Supervisor and Administrative Services Manager during the annual audit process.
• Prepare workers’ compensation quarterly reports.
• Prepare retirement contribution worksheets and submit to CalPERS (California Public Employee Retirement System).
• Prepare contribution reports for 457 deferred compensation plans.
• Provide support and coverage for other finance and administrative staff when needed.
• Implement and maintain accurate record keeping practices and systems; maintain working files (electronic and hardcopy).

THE POSITION

Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required.

Upon satisfactory completion of probationary period, a Recruit is promoted to the rank of Firefighter, with all benefits entitled.

ESSENTIAL JOB FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Under supervision, performs general firefighter duties including, but not limited to:  response to alarms; fire suppression; lifesaving and rescue; vehicle extrication; salvage operations; hazardous materials; emergency medical care; mutual aid assistance; maintenance / inspection / testing of fire fighting equipment; maintenance of  fire station and grounds; participates in required training programs; fire prevention and public education programs; waterway and rescue boat operations; participation in support of the Fire Departments’ various programs provided to residents of Suisun City.
