THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, the DPW is actively making its mission a reality. 

Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. The City has recently championed the Dean Allison Award internship program, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. PW is also currently completing several exciting initiatives to improve transformation, accessibility, and maintenance of the City’s infrastructure while also adding recreation spaces for the public to enjoy. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

• Develop traffic-related policies for development projects

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. The successful candidate will be customer service minded, an interdepartmental collaborator, an excellent project manager and a mentor to our future leaders.

EDUCATION/EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledges, skill and abilities. A typical way to obtain these would be:

Traffic Engineer

• BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.
• If position is serving within the Traffic Engineering Division, candidate must also possess a California Professional Traffic Engineer License.
• Valid drivers’ license.

The City of Sebastopol is seeking a problem-solving, inclusive, collaborative, and good communicator professional with an understanding of engineering principles and terminology, the ability to read and interpret blueprints and schematics, strong mathematical skills for calculations and measurements, and familiarity with industry standards and safety protocols for the role of Engineering Technician I/II.

This position performs various tasks in the office and field, both technical and administrative, supporting the Public Works Department and the City Engineer. The Engineering Technician I/II will be the primary contact person providing assistance and referrals to visitors at the City’s Corporation Yard. The incumbent may be assigned duties related to compliance programs and reporting, engineering projects, and capital projects, which may include project management, development and plan review, calculating fees, issuance of permits, maintaining plan files and engineering records, field surveys, site inspections, information gathering, data analysis, performing mark and locate functions, participating in surveying activities, or other areas as needed. This is a flexibly staffed classification. Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. As a critical member of the Finance team, you will evaluate opportunities for regional inter-governmental collaborations for improved service delivery or efficiencies, participate in inter-departmental teams on priority special projects (such as Enterprise Resource Planning-ERP-system participation), and review financial policies and procedures to ensure alignment with industry best practices.

THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City. 

This position is part of the Unrepresented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participating in drafting and implementing Department and/or City-wide goals, policies, and procedures.
• Manages or participates in special projects, including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
• Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
• Tracks the impact of State and Federal legislation on the Department or city and make recommendations regarding City positions. 
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.
• Participates in the public information functions of the City’s Emergency Operation Center.
• Prepares City Council agenda reports.
• Acts as staff to City Advisory Committees as directed by senior executive staff.
• Performs related duties as required.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, business administration or a related field.
• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst I:

• Three to four years of progressively responsible analytical experience.

Senior Management Analyst II (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

SPECIAL REQUIREMENT:

• Possession of a valid driver’s license
