THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.
• Installation and maintenance of landscape irrigation systems and basic plumbing.
• Swimming pool operation and maintenance.
• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

WORK ENVIRONMENT:

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outdoor weather conditions.  The noise level in the work environment is usually very loud.

Summary Description

Under general direction, organizes, monitors and supervises the City’s potable water system operations, including water supply, distribution, treatment, and telemetry systems; performs a variety of technical tasks relative to the water system; provides technical assistance to department management.

Representative Duties

1. Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for water maintenance, treatment, and distribution.
2. Establish schedules and methods for providing water maintenance services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
3. Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
4. Participate in the selection of water maintenance staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
5. Participate in the preparation and administration of the division budget; submit budget recommendations; monitor expenditures.
6. Monitor and control supplies and equipment; order supplies and tools as necessary; prepare documents for equipment procurement.
7. Submit required reports to regulatory bodies; monitor water quality.
8. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
9. Oversee water sample collection; verify samples are current; accompany regulatory agencies on field inspections.
10. Oversee water conservation duties within the City of Ceres.
11. Perform the most technical and complex tasks of the work unit.
12. Maintain records concerning operations and programs; prepare reports on operations and activities.
13. Coordinate with contractors in providing contract services; solicit and collect bids for new equipment and contracted maintenance work.

The City of Chowchilla is seeking a Streets & Construction I & II, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

 Full-Time Position

Streets & Construction Worker I

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

Streets & Construction Worker II

This is a skilled-level classification. Under general supervision incumbent performs the full range of assigned duties. This class acts a lead on small crews but is distinguished from Streets/Construction Worker III, which is the lead-level class, responsible for providing direction for crews engaged in the maintenance and repair of streets, storm drains, related structures and signing and striping work. This class may advance to the Streets/Construction Worker III after demonstrating proficiency to meet the qualifications of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and four years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

The City of Chowchilla is seeking a Transit Driver I / Dispatcher, 

Candidate must have basic arithmetic skills, speak both English and basic Spanish and have general office procedures knowledge .

The preferred candidate will have a proficient knowledge of the geographical layout of the City of Chowchilla including major streets, public places and landmarks, and general locations within the City’s Sphere of Influence and be capable of  maintaining a mental image of the location of all in-service transit vehicles. The candidate must have knowledge of telephone and two-way radio operations and procedures; must know provisions of the California Motor Vehicle Code that are applicable to the operations of passenger-carrying vehicles; possess safe driving practice; and possess a basic first aid certification. 

Candidate must be able to drive a passenger-carrying bus safely and efficiently; understand and carry out verbal and written instructions; maintain accurate records; think clearly and quickly; be able to use dispatching software and establish and maintain cooperative working relations with City staff, senior citizens, adults, children and persons with disabilities; be able to read and write competently ; speak and communicate effectively in both English and basic Spanish.

The candidate may be exposed to heat, cold, fog and rain, sneezing and coughing passengers, passengers experiencing motion sickness, caustic and corrosive chemicals, and instances to assist persons with a disability. Candidate will be required to maintain the interior and exterior of transit vehicles. 

The City of Chowchilla is seeking (Two) Parks & Facilities Worker I/II, under general supervision from the Public Works Supervisor, to provide clean, well-maintained, and attractive parks and facilities and information about park and recreation facilities and services.

THE POSITION

Parks & Facilities Worker I

This is an entry level-level classification. Some positions may require a valid Commercial Applicator’s Certificate, and involve the use of mechanized spraying equipment for the application of pesticides and herbicides.     

Prerequisites:   Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Parks & Facilities Worker I. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience in the care and maintenance of parks and recreation facilities, or related work, valid California Driver License, and a high school diploma or equivalent.   

Parks & Facilities Worker II 

This class is distinguished from the Park Worker I class by the need for specialized skill of a technical nature.  In addition, some positions may require a valid Commercial Applicator's Certificate, and involve the use of mechanized spraying equipment for the application of pesticides and herbicides.  This class is further distinguished by need for greater independence of judgment and action and because incumbents may act as a lead worker with other Park Workers

Prerequisites:  Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Parks & Facilities Worker II.  A typical way of obtaining the required qualifications is to posses the equivalent of two years of experience in a specialized area of work in the care and maintenance of municipal parks grounds, facilities, and equipment, valid California Driver License, a valid California Commercial Applicator's Certificate and a high school diploma or equivalent. 

Wastewater System Supervisor

THE POSITION

The City of Chowchilla is seeking a full time Wastewater System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s Treatment Operations and Collection System Maintenance Operations; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of wastewater collection system and wastewater treatment plant, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs other duties as assigned.

Incumbent serves as the Division Manager to the City’s Treatment Operations and Collection System Maintenance Operations system. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of wastewater operations, maintenance, and operations staff either directly or through lead workers. Incumbents are expected to independently perform the full range of wastewater treatment and collection, maintenance and operations duties. Performance of the work requires the use of considerable independence, initiative and discretion within established guidelines. This classification is distinguished from the water worker series in that it has direct supervisory responsibilities.
