Summary of Duties: Under direct supervision of a Fire Captain, a Firefighter will respond to calls for fire, medical, and hazardous material emergencies. Performs standard fire prevention and general administrative shift duties as trained and assigned.
Distinguishing Characteristics: This is a journey level position within the Fire Department. Incumbents in this class perform standard fire suppression, prevention, and medical assistance to the City and its members. Performs duties under set protocols, standards, and direct supervision.
Paramedic-accredited Firefighters perform advanced life support and receive a pay differential.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS 
1.    Responds to fire alarms, emergency medical calls, and other requests for assistance to protect life and property in accordance with departmental policies, procedures, and chain of command.  
2.    Drives, operates and maintains truck and other fire department vehicles; operate pumps and apparatus; uses ladders, hoses, and other fire suppression equipment with efficiency and within safety protocols.  
3.    Handles power and hand tools to perform fire suppression, prevention, rescue, inspection, equipment and facility maintenance, and other related subjects.  
4.    Participates in drills and training classes in fire science, emergency first aid, medical emergency techniques and response, hazardous material handling, fire station and equipment maintenance, and other related subjects. 
5.    Assists in performing inspections of commercial, industrial, and specified residential facilities in accordance with state and local fire safety codes and occupancies.  
6.    May attend and participate in presentations before local organizations and groups in support of fire prevention and fire safety.  
7.    Provides administrative support to the Fire Captain as assigned.  
8.    Performs routine maintenance of equipment, tools, vehicles and fire facilities.  
9.    Promotes and maintains effective relationships with fire personnel, City staff, and the public; works under pressure and in tense situations; demonstrates strong interpersonal skills. 
10.    Promotes and develops safe work practices in the workplace; encourages, supports, and promotes the mission, organizational values, goals, and objectives of the Department.
11.    Performs a 56-hour work week schedule.
12.    Performs related duties and responsibilities as assigned and may act as Fire Engineer.
Accredited Firefighter/Paramedic (In addition to the above): Provides Advanced Life Support first responder emergency medical care and assistance to victims of accidents, injuries or illness.
Typical Decisions: The incumbent will make judgements and decisions regarding fire suppression, prevention, and emergency medical services for the Fire Department responses.  Receives direct supervision from assigned Fire Captain. 
Minimum Qualifications: 
Knowledge of:
•    Fire suppression and emergency medical care procedures.  
•    Fire chemistry and hazardous materials including flammable liquids, explosives, gases, toxic and radioactive materials. 
•    Geographic layout of City streets, hydrants and other local public safety landmarks.   
•    Modern technical firefighting principles and techniques.  
•    Applicable Federal laws, State Codes and local ordinances pertaining to fire prevention and fire safety.  
•    Firefighter safety.
Accredited Paramedic (In addition to the above): 
•    Emergency medical procedures necessary to deal with life threatening illness and/or injury.
•    Advanced Life Support pre-hospital emergency medical care techniques, principles, and practices.
•    Analytical processes used in the assessment of patient status and appropriate dosage levels of medications.
•    Follow and comply with Monterey County Emergency Medical Services policies and protocols in addition to department policies.
Skill in:

•    Learning laws and regulations governing fire safety and basic emergency medical in-field treatment.

Education: High School Diploma/GED
Experience: Twelve months of consecutive, full-time firefighter work experience and must have completed probation or 18 months cumulative paid Firefighter experience.
Licenses and Certifications: A valid (Class C) California Driver’s license.  By completion of probationary period obtain Firefighter Endorsement Approved and issued by the Fire Chief and per the California Department of Motor Vehicles requirements. EMT–1 Certificate, CPR Card certified by the American Heart Association or American Red Cross; Firefighter-1 certificate compliant with State of California Fire Marshal’s Office standards.
In addition to requirements listed above, an Accredited Paramedic must meet the following: 
•    Six months cumulative full-time experience as a paramedic  
•    License as a paramedic with the State of California or National Registry
•    ACLS provider certifications
•    BTLS and PALS or equivalent
•    EMT-Paramedic accreditation in Monterey County within sixty days of appointment as an assigned paramedic.
Physical Demands and Working Conditions: Physical mobility to sit, stand, walk, crawl, kneel, crouch, squat, lay on back or stomach, climb and balance, reach at shoulder length and above shoulder length, push, pull, twist and rotate for periods of between five minutes to two and one-half hours per eight-hour shift.  Stamina to run, walk, and stand wearing protective equipment weighing up to 100 pounds, for periods of time ranging from 5 minutes to two and one-half hours.   Physical agility to walk and run over uneven, wet surfaces, climb ladders of up to 105 feet in height, push/pull, squat, twist, turn, bend, stoop, climb and reach overhead.  No severe allergic reactions to dust or pollen.  Physical strength to lift, carry and drag persons weighing more than 120 pounds for transport to triage, and up to 300 pounds with assistance, while carrying fifty pounds of equipment attached to the body.  Physical strength to lift up to 75 pounds on a frequent basis, and to pull, drag and extend a two and one half-inch charged fire hose and 75-pound ladders. Ability to work at heights on an aerial lift of up to 105 feet above ground.  Manual dexterity of neck, wrists, waist, hands and fingers sufficient to wear respirators and other protective gear, to climb through small confined spaces, use hand and power tools, handling and grasping equipment and or debris, and to administer first aid.  Hearing and speaking ability sufficient to converse over the telephone, two-way radio and in person often over the noise of machinery and traffic, to detect and describe noises in machinery or to hear running water. Uncorrected vision of 20/40 or better in one eye, and 20/100 in the other, or corrected to 20/20 in one eye and 20/40 in the other; ability to distinguish colors to recognize flame, smoke, hazardous materials placards and skin signs. Mental acuity to act under stress in life threatening situations, and to maintain calm efficient judgment in serious situations involving quick action or mental stress. 
A Firefighter is required to wear protective gear, carry appropriate tools, and wear self -contained breathing apparatus, weighing a combined total of 100 pounds, while performing many of the emergency-related duties.  Firefighters work in a variety of very hot and very cold temperatures, and often in a wet environment. The Firefighter must be able to respond physically to alarms and/or calls for help and be in a full sprint from a standstill or sleep, in a matter of seconds.  While performing emergency aid, a Firefighter may lift and carry victims and move equipment requiring the use of stomach and back muscles.  It is required that they be able to hear a variety of warning devices and alarms, gas leaks or calls for help.  Tools used by a firefighter require precise arm-hand positioning movements such as when operating a chain saw or using emergency medical equipment.  The operation of said equipment often requires the coordinated movement of more than one limb simultaneously.  Emergency situations may require work to be performed in small cramped crawl spaces, areas where vision is limited, and/or heights including roof-tops and ladders.  Balance is required working in slippery wet conditions, maneuvering on beams and other structural parts of building, hillsides, and fences.

The Library and Recreation Department (Library Division) is seeking a part-time (64% FTE) Library Assistant I. The incumbent in this position will perform a variety of responsible library work related to the circulation of materials and assist patrons in the use of the library. The Library Assistant I will perform a variety of duties related to the loaning, return, shelving and monitory of Library materials.

• Processes returned materials and prepares them for re-shelving.

• Uses on-line system to maintain current patron information and monitor fines and fees due.

The Library and Recreation Department (Library Division) is seeking a part-time (53.3% FTE) Library

Assistant I. The incumbent in this position will perform a variety of responsible library work related to the circulation of materials and assist patrons in the use of the library. The Library Assistant I will perform a variety of duties related to the loaning, return, shelving and monitory of Library materials.

• Processes returned materials and prepares them for re-shelving.

Distinguishing Characteristics:

The Firefighter is a journey level class within the Fire Department responsible for performing a variety of duties and responsibilities in support of the department’s fire prevention and suppression responsibility.  This classification is distinguished from the next higher classification of Engineer in that the Engineer is responsible for operating and maintaining a variety of fire equipment and apparatus. 

The Engineer is the journey level class responsible for the operation and general maintenance of firefighting apparatus, equipment, vehicles and tools. This classification is distinguished from the next lower classification of Firefighter by the driving of fire apparatus and vehicles and the operation of apparatus, equipment, and tools at an emergency scene; serve as Fire Captain as assigned.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform a variety of fire prevention and fire suppression duties and responsibilities at a fire scene such as responding to alarms, hooking lines to hydrants, laying lines of hose, conducting initial attacks on fires, directing streams of water, carrying and setting up ladders, ventilating buildings, performing search and rescue, administering first aid, sweeping, and cleaning after fires, as well as performing salvage and overhaul.
• Perform medical emergency duties such as performing CPR, giving oxygen, hooking up monitors, and stripping IVs.

Working Conditions:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required.  Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot, and cold. Distinguishing Characteristics:

The Firefighter is a journey level class within the Fire Department responsible for performing a variety of duties and responsibilities in support of the department’s fire prevention and suppression responsibility.  This classification is distinguished from the next higher classification of Engineer in that the Engineer is responsible for operating and maintaining a variety of fire equipment and apparatus. 

The Engineer is the journey level class responsible for the operation and general maintenance of firefighting apparatus, equipment, vehicles and tools. This classification is distinguished from the next lower classification of Firefighter by the driving of fire apparatus and vehicles and the operation of apparatus, equipment, and tools at an emergency scene; serve as Fire Captain as assigned.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform a variety of fire prevention and fire suppression duties and responsibilities at a fire scene such as responding to alarms, hooking lines to hydrants, laying lines of hose, conducting initial attacks on fires, directing streams of water, carrying and setting up ladders, ventilating buildings, performing search and rescue, administering first aid, sweeping, and cleaning after fires, as well as performing salvage and overhaul.
• Perform medical emergency duties such as performing CPR, giving oxygen, hooking up monitors, and stripping IVs.
• Maintain firefighting equipment which may include washing, polishing and servicing fire apparatus and equipment; test, wash and hang hose.
• Participate in drills and training exercises with engine company employees; attend special training sessions on firefighting and prevention techniques.
• Study and learn City layout and water systems.
• Participate in engine company fire prevention inspections of local businesses and companies. 
• May participate in fire investigations as to the cause and origin.
• Demonstrate a general understanding of applicable policies, procedures and work methods associated with assigned duties.
• Respond to questions and concerns from the general public; provide information as is appropriate and resolve complaints.
• Participate in public education programs in the areas of fire suppression and fire prevention.
• Work Monday-Friday, times to be to determined; be available for calls when off duty at time and a half.
• Extinguish fires and take proper precautions to prevent rekindle thereof.
• Respond, as designated, with their units to all alarms and emergency calls, and perform duties as required.
• Keep the apparatus, equipment, tools and station premises neat, clean and in good order.
• Perform related work as their superior officer may require.
• For expedience in response to alarms they shall acquaint themselves with the streets, topography, physical conditions and other matters affecting response in the Fire Department.
• They shall, under supervision of their superior officers, be responsible for the condition and operation of apparatus to which they are assigned and are held accountable for its readiness for service.
• They shall be continually familiar with practices and procedures relative to water supply, hydrants, fire streams, pump capacities and other operations which will enable them to perform their duties efficiently.
• They shall work as a company unit under the command of their company officer while at fires or other emergencies unless ordered otherwise.
• They shall follow the chain of command in all communications regarding Department business.
• All inquiries from the press shall be referred to the incident commander
• Perform other related duties as required.

Working Conditions:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required.  Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot, and cold. The incumbent may work around or in contact with hazardous materials, blood products and other potentially toxic substances.  Incumbent may be subject to physical threats, verbal abuse, or other stressful situations.  During fire suppression activities, incumbent wears self-contained breathing apparatus and enters smoke filled buildings.

Education and/or Experience:

Any combination of education and experience that has provided the necessary knowledge, skills, and abilities necessary for a Firefighter. A typical way of obtaining the required qualifications is to possess the equivalent of a high school diploma. Equivalent of one years of municipal fire suppression experience (preferred).

License/Certificate:

• Possession of a valid Class ‘C’ California driver's license and no more than 2-points on driving record
• California State Certificate Firefighter I
• California State EMT Certificate and National Registry EMT Card (desired)
• American Heart Association (AHA) Basic Life Support (BLS) Cardiopulmonary Resuscitation (CPR) Certification

ENGINEER

Education and/or Experience:

Any combination of education and experience that has provided the necessary knowledge, skills, and abilities necessary for a Firefighter. A typical way of obtaining the required qualifications is to possess the equivalent of a high school diploma. Equivalent of three years of municipal fire suppression experience.

License/Certificate:

• California State Certificate Firefighter I.
• Possession of a valid California Class B driver’s license or Firefighters Class B driver’s license and a satisfactory driving record.
• California State EMT Certificate and National Registry EMT Card.
• American Heart Association (AHA) Basic Life Support (BLS) Cardiopulmonary Resuscitation (CPR) Certification.
• Possession of Associate of Arts/Science degree (desirable).

KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS’s necessary to perform essential duties of the Firefighter & Engineer positions.)

Knowledge of:

• Complex principles, practices and procedures of modern firefighting.Principles and practices involved with the general maintenance of fire fighting vehicles, equipment and apparatus.
• Purposes and uses of a variety of vehicles, equipment, tools, and apparatus used in firefighting, rescue, and medical assistance operations.
• Occupational hazards and standard safety practices.
• Methods and techniques for record keeping.
• Proper English, spelling and grammar.

Ability to:

• Learn and implement firefighting principles and techniques.
• Demonstrate mechanical aptitude as required in the operation of firefighting equipment.
• Work a variety of shifts including weekends, and holidays.
• Understand and follow instructions.
• Work independently.
• Make adjustments to standard operating guidelines at an emergency scene as appropriate.
• Remain calm and implement appropriate responses to emergency scenes.
• Establish and maintain effective working relationships.
• Meet standards for height, weight and physical fitness.
• Attend 66% of Thursday night training drills: 18:00—21:00/22:00 hours (Dinner provided at no charge)
• Attend Fire Department Association events including but not limited to; 4 social dinners, occasional fundraising events, 6 association meetings per year on Thursday evenings.
• Work a minimum of two 8 hour shifts per month at (Firefighter, Step A) $26.65/hr.
• Be available for strike team assignments; up to a 9-day commitment:

* 8 hrs. straight time = $213.20

* 4 hrs. of 1.5 time = $159.90

* 12 hrs. of double time = $639.60

* $1012.70 gross per 24 hour shift

* Portal to Portal for 9 days = Approx. $9,114.30 gross

Skill to:
