DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff.

Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.
 

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.

• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Selection Process

What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.
