ABOUT THE POSITION: This position will receive immediate direction from the Management Analyst II. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. This position requires the ability to multi-task and respond to multiple requests from customers with professionalism and courtesy.

SCHEDULE: Staff will have the schedule flexibility to work weekday, weekend, early morning and evening shifts.  Staff may be asked to cover additional, unscheduled shifts due to absences by other Office Assistants.

The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.
• An automation approach mindset to solutions that are flexible and scalable.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Physical Demands

The Senior Civil Engineer (CE) plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer.

The Case Management Nurse -Utilization Review will manage patient admission and ongoing stay reviews for patients with chronic or complicated medical conditions and oversee appeals with third-party payors. • At least two years of recent, direct, and proven experience in Nurse Case Management in an acute care setting or at least two years of acute care hospital nursing experience.

• Plans, organizes and coordinates the care of preschool and elementary school-age children by providing various activities and events at a childcare site.

The Dental Assistant Series levels include:

Dental Assistant ($29.55 - $36.92 hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.

Registered Dental Assistant ($34.92 - $43.66 Hourly) is the advanced journey-level classification in the series.  Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.
