San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking an experienced and compassionate Supervising Mental Health Clinician to lead the Older Adult System of Integrated Services (OASIS) team. As a Supervising Mental Health Clinician, you’ll oversee a dedicated, multidisciplinary team of clinicians, nurses, psychiatrists, peer specialists, interns and vocational rehabilitation trainees who deliver field-based, recovery-oriented care throughout San Mateo County. You’ll provide clinical supervision, guide daily operations, coordinate new referrals, and ensure timely documentation and service delivery.

You’ll also play a vital part in shaping the next generation of providers by orienting resident physicians and mentoring licensed and pre-licensed staff.

The ideal candidate will have:

• At least two (2) years of post-licensure clinical experience providing direct mental health services.

• Strong clinical skills, including psychosocial assessment, client-centered treatment planning, and clinical case management focused on initiation and engagement with medically fragile, homebound older adults.
• Knowledge of system-of-care principles, evidence-based practices (e.g., Trauma-Focused CBT, Motivational Interviewing, Harm Reduction, DBT, Solution-Focused Treatment), and Medi-Cal/Medicare regulations and managed care requirements.
• Experience supervising and leading multidisciplinary teams (licensed and unlicensed clinicians, psychiatry residents, nurses, peers, vocational trainees) and providing leadership in multicultural, multidisciplinary workforce environments.
• Experience working with diverse cultures, conducting community outreach, and applying trauma-informed and recovery-oriented approaches to treatment.
• Ability to process new and transfer cases, including entry-to-care and no-wrong-door policies.
• Experience collaborating with a wide range of older adult service partners, including residential care providers, healthcare and insurance entities, advocacy programs, social services, and community-based organizations.
• Experience supporting clients who receive services through programs for individuals with developmental disabilities.
• Ability to participate in interdisciplinary meetings and coordinate complex case conferences with medical and behavioral health providers.
• Experience conducting utilization review and contributing to quality improvement activities.
• Ability to use data to analyze service delivery and maintain accurate records for annual reporting.
• Experience planning and implementing clinical projects and coordinating/supervising master's-level trainees.
• Strong decision-making and crisis-management skills, with the ability to respond effectively to field-based crises.

Examples Of Duties

The Supervising Mental Health Clinician is responsible for, but not limited to, the following:

Leadership, Supervision & Program Management

• Serve as Unit Supervisor, planning, assigning, training, and supervising interdisciplinary clinical staff, interns, and trainees.
• Complete annual evaluations and address personnel concerns.
• Plan, implement, and coordinate all unit activities and ensure program procedures comply with federal, state, and local regulations.
• Participate in administrative and leadership meetings to develop program plans and review operations.
• Maintain unit records, collect statistical data, and prepare annual program reports.
• Lead clinical meetings, coordinate complex case conferences, and ensure documentation is accurate and timely.
• Facilitate training programs for staff, resident psychiatrist, interns, and vocational rehabilitation trainees, including collaboration with the Human Services Agency on Vocational Rehabilitation Services (VRS) trainee hiring, training, and supervision.
• Coordinate clinical resident rotations with the attending psychiatrist and residency director and collaborate with the OASIS medical director.

Clinical & Case-Related Duties

• Provide individual, couples, and family therapy; conduct diagnoses; and perform clinical case management when needed.
• Provide crisis services in the field, conduct screenings for new clients and families, and assist with discharge planning and follow-up care.
• Serve as liaison for hospitalized or residential clients and collaborate with conservators when applicable.
• Maintain client documentation consistent with state and division policies.
• Process new and transfer cases, including entry-to-care and no-wrong-door procedures.

Collaboration & Community Partnerships

• Collaborate with Adult Residential Facilities, Residential Care Facilities for the Elderly (RCFE), assisted living facilities, and other older adult residential providers.
• Work with Health Plan of San Mateo, Ombudsman, Conservatorship, Rep Payee Services, Adult Day Programs, Institute on Aging, Bridges to Wellness, Upward Health, and other community providers serving older adults.
• Partner with Facilities Utilization Management, Aging and Disability Services, Adult Protective Services, Adult & Senior Programs and other service providers.
• Attend multidisciplinary meetings, including with Ron Robinson Senior Care and other assigned committees or workgroups.
• Collaborate with service providers supporting older adults connected with the Golden Gate Regional Center.

Program Operations

• Monitor and consult with contract providers to ensure compliance and resolve service issues.
• Provide both client-centered and program-centered consultation and community education to external agencies.
• Ensure coverage for Officer of the Day assignments.
• Perform related duties as assigned.

Qualifications

Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology, Clinical Social Worker or Marriage and Family Therapy.
 
Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;

• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

EDUCATION AND TRAINING GUIDELINES

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining
accurate records of homework center attendance. The incumbent will be responsible for
maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning STEAM weekly activities and training/supervising students in the use of the 3-D printer. Definition:  Under supervision, performs work necessary to the day-to-day operations, monitoring and maintenance of sewage treatment processes, equipment and facilities.

Distinguishing Features: This is a special operations operationally classification. Assigned work consists of a variety of tasks and processes associated with treatment plant processes, maintenance and general operations. The Operator in Training (OIT) classification serves as the entry-level classification where individual tasks associated with various plant processes are learned until all aspects of the work of the classification are mastered; is an entry-level position that requires direct supervision by the Senior Operator. The OIT learns during the first year of employment to perform the essential duties of an Operator I/II.

The responsibilities of the Operator I and Operator II are distinguished by the level of independent performance of essential duties, greater complexity of assigned work, additional experience, and requirement for higher California State Operator Certification.

Essential Duties: 

*          Treatment Operations:  Operates wastewater treatment plant machinery and equipment to start up processes; reads, records and interprets meters and gauges; adjusts controls to properly regulate flow and process of wastewater; mixes and adds chemicals; collects samples and performs laboratory tests of materials in process. Adjusts and monitors the operations of valves, pumps, motors, chlorinators disinfection equipment, filters, digester and clarifiers; starts up the belt press and shuts down dewatering system and other processes which are not in continuous operation and assures proper deactivation as appropriate.

*          Laboratory Operations:  Performs standard laboratory tests of materials in process; takes grab and composite samples; performs other laboratory routines required to maintain accurate records of tests personally conducted and as needed to maintain order in laboratory facilities.

*          Preventive Maintenance:  Oils, greases, cleans, and maintains treatment plant machinery and equipment; cleans adjusts and repacks valves and pumps; similarly services/tests outlying pumping station machinery and equipment. Inspects plant electrical, plumbing and mechanical equipment for needed repairs.

*          Maintenance and Electrical Repair/ Construction Repair/Construction:  Disassembles electrical, plumbing and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs. Uses and operates tools and equipment associated with electrical system repairs, plumbing systems, sandblasting, welding, concrete and cement work, metal work, general construction and materials hauling. Assists in plant construction projects as appropriate.

*          Custodial Maintenance:  Cleans tanks and containers, sweeps, sands and paints plant equipment and facilities, performs general grounds keeping and building custodial and maintenance work as needed to maintain orderly plant and facilities operations.

*          Shift Operator:   Operator II provides on-call availability for any emergency work required of the plant during assigned periods. A certified Waste Water Treatment Plant Operator trains and instructs less experienced personnel in treatment plant operations and maintenance work as appropriate. Position does require assignment to vary work schedules and shifts.

*          Record Maintenance:  Keeps and maintains accurate records of plant operations and laboratory procedures, assists in other public works operations as assigned and performs other assigned duties necessary to the effective operations of the plant facility that are consistent with the responsibilities of the classification.

Other Duties:

Incumbent personnel are assigned alternate work schedules.

Special Requirements for all Three Levels:  The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle. Learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs. Work weekends and holidays.

Operator in Training Minimum Qualifications:

Ability to learn how to:

• Operate wastewater treatment plant machinery and equipment.
• Read, record, and interpret meters and gauges.
• Use and maintain manual and automated electronic record-keeping systems used to record treatment plant and laboratory data and activities.
• Perform elementary wastewater mathematics.
• Properly adjust operational equipment and process controls.
• Perform standard wastewater laboratory tests.
• Perform preventive maintenance of treatment plant machinery and equipment.
• Perform minor repair of electrical and mechanical systems.
• Perform operation or maintenance work involving heavy physical labor.
• Train lesser-qualified or experienced personnel in treatment plant operations and preventive maintenance work as appropriate.

Education:  Equivalent to completion of the twelfth (12th) grade.

Experience:  None required.

License:   Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Certification:  Must possess or obtain upon employment an OIT Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs of the State of California Water Resources Control Board. Must pass Grade I certification examination within 24 months of employment. In addition, must obtain Grade II Certification within two years of obtaining Grade I certification. Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

Operator I/II Minimum Qualifications:

Knowledge of:  Design, operations and maintenance principles of valves, pumps, motors, plumbing and electrical systems; associated tools and equipment; safe work practices and use of safety equipment.

Ability to:  Operate wastewater treatment plant machinery and equipment; read, record and interpret meters and gauges; make adjustments to controls; perform standard laboratory tests; perform usual preventive maintenance and servicing of treatment plant machinery and equipment; repair electrical and mechanical systems; perform maintenance work involving heavy physical labor; operate skillfully and safely a variety of hand and power tools and motorized equipment used in maintenance and construction activity; keep accurate records and prepare summary reports; understand and carry out oral and written instructions; train and instruct others in plant operations and maintenance processes; operate record keeping systems.

Education:  Equivalent to completion of the twelfth (12th) grade.  An AA degree with 15 units of basic or environmental science is highly desirable.

License:  Possession of a valid Class C California Operators License issued by the California State Department of Motor Vehicles.  Employee is responsible to maintain required license to remain employed by the City of Millbrae.

Additional Operator I Minimum Qualifications:

Experience:  One -year of full-time work experience involving the operation of maintenance of pumps, valves and electric motors or related activities.

License:  performing operation duties at any Publicly Owned Treatment Works (POTW) while in possession of an OIT certificate.

Certification:  Must possess a Grade I Operator Certificate issued by the Office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.   Must obtain Grade II Certification within two years of obtaining Grade I certification.  Employee is responsible to obtain and maintain required certification to remain employed by the City of Millbrae.

Additional Operator II Minimum Qualifications:

Experience:  Eighteen months experience performing operation duties at any POTW while in possession of a Grade I Operator Certificate.

Certification:  Must possess a Grade II Operator Certificate issued by the office of Operator Certification, Division of Clean Water Programs, and State of California Water Resources Control Board.  Employee is responsible to obtain and maintain required certification levels to remain employed by the City of Millbrae.

Under general direction, the Public Works Supervisor assigned to the Parks Division provides leadership and direction in maintaining and enhancing the City’s parks, landscapes, and athletic fields. This position plans, schedules, assigns, and supervises the work of a dedicated crew of seven (7) full-time Maintenance Workers who help keep the City’s outdoor spaces safe, beautiful, and sustainable.

The Supervisor oversees the daily and seasonal maintenance of high-quality athletic fields, irrigation systems, and park facilities, ensuring they meet the needs of both recreational users and organized sports programs. This includes planning and managing turf renovation, field preparation, irrigation repair and upgrades, and plumbing maintenance throughout the City’s parks and landscaped areas.

Serving as the City Arborist, this individual plays a vital role in caring for public trees and vegetation, working closely with the Fire Department, community groups, and other departments to implement the City’s tree maintenance and vegetation management programs.

Other key responsibilities include overseeing and maintaining the City’s gateway areas, medians, demonstration gardens, and other high-visibility landscape features; ensuring the effective operation of irrigation and drainage systems; and supporting the preservation and enhancement of the City’s cherished Steps, Lanes, and Paths network.

As a working supervisor, this position combines hands-on technical knowledge with strong leadership and team-building skills. The Supervisor is responsible for coaching, mentoring, and developing staff; fostering a culture of safety, accountability, and professional growth; and ensuring high standards of performance and service within the Parks Division.

Essential Duties and responsibilities (including but not limited to):

• Plan, schedule, coordinate, assign and supervise the work of field crews and contractors engaged in parks, fields, golf course, landscapes, trees, steps, lanes and paths, and special projects work.
