The Human Resources Department with the County of San Mateo is currently seeking highly qualified candidates for the position of Employer Brand and Marketing Analyst.

The Position

The Employer Brand and Recruitment Marketing Analyst (Marketing Analyst) will work in partnership with the Deputy Director and Talent Acquisition Manager to develop and strengthen the County’s employer brand by leading internal and external recruitment branding and marketing efforts, ensuring consistent and compelling messaging across all HR Department communication outlets, hiring platforms, and outreach initiatives.

The Marketing Analyst will also lead the development, implementation, and ongoing evaluation of the County’s recruitment marketing strategies and practices to attract top talent. 

In addition, the Marketing Analyst will serve as a collaborative partner with recruiters, Human Resources executives, and hiring managers across a variety of customer departments to develop strategic campaigns that attract a diverse applicant pool to county positions.

The Marketing Analyst will drive the Talent Acquisition Division’s recruitment strategies by introducing and integrating modern and technologically advanced marketing methods and tactics into the recruiting process.

The Marketing Analyst will also advance the County’s brand by creating new strategies and continuing ongoing campaigns such as our “Work with Purpose”, “Work with Us”, employee spotlights, and video content showcasing employees at work and their impact to the community.

About you in the position

The Engineering Division evaluates permit applications and permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. DEFINITION

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. The Position

The Community Services Supervisor is responsible for all aspects of direct coordination and supervision of one or more significant program areas within one of the Community Services Division’s major program Sections, and for assisting the Community Services Section Manager with the overall direction and supervision of the Section. The Air District is currently accepting applications for the position of Air Quality Specialist I/II in the Meteorology & Measurement Division. This is an open recruitment for three (3) full-time, represented position.

About the Position
Air Monitoring Projects and Technology (AMPT) is a section in the Meteorology and Measurement Division. Our team performs community air quality investigations using air monitoring vans and other equipment to assess air quality at local scales, particularly in disproportionally impacted communities. AMPT is also building a new team centered around developing, constructing, and operating multi-pollutant, ambient air monitoring stations in communities near refineries.

As a field-based team, Air Quality Specialist’s (AQS) in AMPT are the primary operators of Air District monitoring platforms and instrumentation. AQS review data, perform quality control, and troubleshoot scientific instrumentation and data systems to ensure data collected meet program requirements and community expectations. Depending on the program assignment, AQS may operate air monitoring stations, an air monitoring van, or assist with the set up and operation of field samplers. They may also help set up new air monitoring stations and platforms, and deploy and operate cutting edge air quality instruments, documenting new procedures on how to operate them.

The Meteorology and Measurement Division supports the mission of the Air District by monitoring air quality in the San Francisco Bay Area, forecasting regional and local air quality, and conducting and supporting community organizations to do community-scale air monitoring to guide actions to reduce emissions in the Bay Area and in neighborhoods most impacted by air pollution.

Maintains detailed technical records, standard operating procedures, and logbooks to comply with regulatory guidelines.

Develops plans and documentation for the measurement, quality control and quality assurance, and analysis of emissions and air quality data. 

Extracts, analyzes and ensures the quality of data, including, but not limited to, devices/operations that emit air pollution, emissions, greenhouse gas, facilities, and meteorological data; prepares graphs, charts, statistical summaries, and reports from data; and may assist in more complex studies. 

Maintains data and data systems supporting Air District programs.

Reviews and summarizes data, prepares special and periodic reports and monitors effectiveness of Air District programs.

Researches and studies air quality and climate issues.

Administers air quality programs, including the revision of plans and recommending resolution of problem situations.

Confers with industry representatives, Air District staff, the public and other agencies to obtain and disseminate technical and operational information.

Drafts, reviews and analyzes air quality and greenhouse gas reports and other documents; conducts inquiries, compiles and researches information.

Drafts, implements, recommends and revises forms, webpages, and other program tools.

Responds to oral and written requests for technical, operational and administrative information about air quality programs; explains and interprets technical policies, rules and regulations.

Prepares and coordinates technical and safety program training for Air District staff; develops and coordinates training aids and materials; may conduct staff training; monitors training needs for staff.

Interacts and represents the Air District with industry, attorneys, the public and other agencies.

Meteorology & Measurement

Installs, operates, maintains, calibrates, and repairs ambient air monitoring, meteorological, or source test equipment and instrumentation. Evaluates instrument performance, troubleshoots malfunctioning equipment and replaces or repairs parts. 

Provides fabrication support for development and construction of monitoring platforms. 

Conducts mobile, portable or stationary source-oriented monitoring. Prepares and collects various samples of ambient and source air pollutants at air monitoring and stationary sites. 

Operates field computers, computer hardware/software, databases, telecommunications, and data devices in stand-alone and networked data acquisition systems and troubleshoots these systems when errors or malfunctions occur. 

Reviews, evaluates, summarizes and records data collected electronically or manually from scientific/analytical instrumentation, and ensures accuracy, completeness, validity, and compliance with Air District, state, and federal standards. 

Prepares, collects, and processes data, samples, reagents and filters.

Conducts instrument performance evaluations. Evaluates instrument performance, troubleshoots malfunctioning equipment and replaces or repairs parts, components and assemblies.

Conducts quality assessment (quality assurance and/or quality control) functions on ambient air monitoring, ground level monitoring, and source-testing equipment and ensures accurate calibration in conformance with Air District, state and federal standards.

Minimum Qualifications

Education & Experience

A typical way to obtain the knowledge and skills is:

Education:

Equivalent to a Bachelor's degree from a four-year college or university with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field.

AND

Experience:

Air Quality Specialist I: Two (2) years of experience performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment; or developing and administering air quality programs.  

Air Quality Specialist II: Four (4) years of experience performing air quality inspections; installing, operating and maintaining air monitoring and quality assessment instruments and equipment, or developing and administering air quality programs, of which at least two (2) years included performing work equivalent to the Air District’s Air Quality Specialist I.

Substitution:  Any combination of relevant training and work experience in the listed or related fields may substitute for the education criteria on a year for year basis.

Additional Requirements:
California Drivers License.

Physical & Lift Test: Must pass a physical exam and be able to meet the requirements of a lift test for occasional physical duties.

Candidate must reside in California or relocate to California prior to start date. (Relocation expenses are not covered)

Qualifications:

Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.
