About the Position: 

Ideal candidates are organized, creative, and energetic self-starters with excellent communication and project management skills, who enjoys working within a collaborative team dynamic. Top-level candidates will have at least one year of professional experience and should also be familiar with CEQA/environmental review and local, state, and federal land use laws and processes.

The Planner I-II communicates and collaborates closely with other departments to complete project requirements, work with local jurisdictional agencies to coordinate planning and permitting efforts; direct multidisciplinary teams of consultants; prepare and present clear and concise oral and written communications to senior staff, the Board of Directors and public; keep projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintain well-organized and complete project documentation; and build trust with peers, community members, stakeholders, and Midpen leadership. The position is based upon the Planner I/II job description, focused on planning functions (see the Job Description page on Midpen’s website for Planner I/II). The position receives direct supervision from a Planner III or Senior Planner. 

The Planner II focuses on a wide variety of planning and capital improvement projects that increase public access and enjoyment of District lands. In addition to supporting senior staff, the Planner II is tasked with analyzing and developing recommendations for land use policies; preparing long-range preserve and site-specific plans to guide the use and management of District lands; participating in scoping, planning, preliminary design, and environmental review of capital improvement projects related to new trails, parking lots, or facilities; developing and soliciting consultant request for proposal for professional services; developing, administering, and monitoring consultant contracts; reviewing and managing consultant work; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; preparing requests for proposals; assisting in development and administration of grant applications; preparing and/or assisting in the preparation of environmental review documents; obtaining planning and environmental permits and initial approvals for Midpen projects; performing work in support of District programs; and reviewing external agency projects for impacts on Midpen lands.  The position uses computer-based and/or other systems such as MS Projects, Sharepoint, GIS for management and analysis of data regarding Midpen lands, facilities, natural resources and activities.

Planner II Annual Pay Range: $98,417-$122,882

The Planner I supports with planning and project management as described in the tasks above. Assigned tasks may be more limited in scope to Planner II and may serve to support larger scale projects managed by more senior-level staff.

Planner I Annual Pay Range: $93,735 - $117,035

Work Environment:  This position is part of the Planning Department at Midpen’s offices in Los Altos, California.  In addition to working in the office, the Planner I/II will often work in the field and hike through steep terrain and wildland areas.  Fieldwork will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry, exposure to site conditions that include ticks, poisonous oak, and wildlife. Education and Experience:  Any combination of training and years of work experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in urban planning, community development, environmental sciences, or a closely related field, and   

• Planner II: two (2) years of increasing responsible experience in urban or open space planning, preferably on projects related to those found at Midpen.
• Planner I: one (1) year of responsible architectural, landscape, urban or open space planning experience including computer graphics or design; experience with design, research and basic reports is highly desirable.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed to bridge access, language, and ease of use barriers experienced disproportionately by underserved portions of our community.

Key duties may include but are not limited to:

• Leading user research on digital products by:
  • Identifying user and organizational needs through interviews, conversations, workshops/focus groups, and analytics research.
  • Building strong professional relationships with stakeholders to understand what is best for the users.
• Designing user interface prototypes and journey mapping to improve resident and staff outcomes with digital services.
• Training and coaching City staff and creating documentation on standards for user-centered design approaches.
• Engaging internal and external customers to conduct usability testing to build meaningful products, services, and processes.
• Sustaining and improving customer satisfaction through quality customer support, continual system/user interface configuration improvement, and analysis and/or resolution of product issues.
• Performing omnichannel audits and/or assessments that provide actionable recommendations to improve accessibility and usability.
• Gather and analyze data from various sources to understand business needs and objectives.
• Work closely with stakeholders to define, document, and prioritize business requirements.
• Conduct a thorough analysis of current business processes, systems, and workflows.
• Identify opportunities for improvement and propose solutions to address business challenges.
• Develop detailed reports, diagrams, and presentations to communicate findings and recommendations to stakeholders.
• Collaborate with cross-functional teams to implement solutions and ensure alignment with business goals.
• Assist in the testing and validating of new systems, processes, or software tools.

This position is currently funded through June 30, 2025, with the potential to extend based on resource availability.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $113,327.76 - $138,072.48

The Senior Analyst's bargaining unit is the City Association of Management Personnel (CAMP) .

This is an exciting opportunity under the Technical Infrastructure Division in the Information Technology Department (ITD). The Technical Infrastructure Division designs and engineers solutions that address and meet the City's strategies built around Smart City initiatives, such as Digital Inclusion and Digital Equity, Public Wi-Fi expansion for Economic Development, Endpoint Modernization and virtualization, Multi-cloud frameworks, and digital analytics to support data-driven decisions. The Technical Infrastructure Division includes citywide wired and wireless network infrastructure, core server infrastructure, public and private cloud infrastructure, and hyper-converged infrastructure. • Enterprise Information Technology Engineer I: $121,583.28 - $147,944.16 annually
• Enterprise Information Technology Engineer II: $128,812.32 - $156,942.24 annually

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

• Building and managing a strong IT asset management program. The ideal candidate will have a strong background in maintaining IT asset inventories, software, hardware, and logical inventory of systems.
• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary.
