The County of Yuba is currently recruiting for the position of Health & Human Services Education Supervisor in the Health and Human Services Department. The current vacancy exists in the Communication & Engagement Team.  The incumbent will plan, organize, coordinate, and supervise assigned staff; develop, implement, monitor, and evaluate programs; ensure quality client-centered services in accordance with HHS policies and procedures; and perform related work as assigned.  This is the supervisory level in the education series and reports directly to the HHS Program Manager.

EXAMPLES OF DUTIES

• Supervise, review, and evaluate the work of staff; organize and assign work, set priorities and follow up to ensure timely completion; evaluate staff job performance and provide direction and coaching through regular feedback sessions; create individual development plans with employees, discuss job performance problems to identify causes and issues, and work on resolving problems; recommend discipline and implement discipline procedures as needed/directed; provide or coordinate staff training; offer advice and assistance as needed.

• Design and implement planning goals, objectives, policies, procedures, and work standards for assigned programs.

• Monitor assigned programs and ensure compliance with departmental mission, funding source regulations, and other guidance.

 • Evaluate program effectiveness and attainment of objectives, make recommendations for improvements, and implement program changes.

• Participate in program budget development, as well as cost tracking and projection.

 • Review grant proposals, participate in development of work plans, mission statements, goals, and implementation and evaluation strategies.

DISTINGUISHING CHARACTERISTICS

This entry-level classification in the Program Leader series is responsible for providing child development services in Youth Services programs. Incumbents at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the Senior Program Leader level, and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides support duties for child development services in Youth Services programs; assists children in activities; prepares and serves snacks based on established guidelines; performs clean-up and food storage duties.

2. Assists in preparing instructional, craft, and other materials; participates in, and encourages, play activities with the children; may assist in providing tutorial and/or remedial activities in small groups.

3. Uses positive reinforcement strategies to maintain order and discipline within the classroom; handles disruptions as needed.

4. Opens, secures, and cleans program areas before and after program use; prepares program areas for scheduled activities and events.

5. Assists in the implementation and monitoring of District procedures with respect to participant safety.

6. May participate in staff meetings, family conferences, and other special meetings; observes and monitors family conditions and notifies supervisor of concerns as appropriate.

7. Assists with maintaining required and appropriate documentation, including observation notes, logs, and other records.

8. May participate in public relations, outreach, and community education activities.

9. Attends staff training, workshops, and courses as directed by supervisor.

Education and Experience:

•  High School Diploma or GED, or currently enrolled in child development Regional Occupational Program (ROP).
•  Experience working with children in a childcare or educational setting is desirable.

Knowledge of:

• Child development services, operations, and activities.
•  Modern office practices, methods, computer equipment, and applications related to the work.
•  Principles and practices for providing high level of customer service

Ability to:

•  Learn policies, rules, regulations, operations, services, and activities related to assigned activities.
•  Assist in maintaining the safety of program activities and participants.

Licenses and Certifications:

Completion of American Red Cross First Aid, CPR, and AED training within six months of hire and maintained throughout employment.

PHYSICAL DEMANDS

Must possess: mobility to perform medium physical work; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The classification supports indoor and outdoor programs requiring frequent walking, running, conducting exercises, and related physical activities. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, or tools and equipment used in assigned program area. Program activities may require sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties; the ability to lift, carry, and push tools, equipment, and supplies weighing up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. May be exposed to communicable illnesses, blood, and body fluids. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including early mornings, evenings, and holidays.

The County of Yuba is currently recruiting for Extra Help-Cook within the Yuba County Jail. Under close supervision, prepares and provides institutional meals following federal and state nutritional guidelines, and performs other duties as assigned.  Yuba County staffs the Cook classification at the County Jail division in the Sheriff’s department  This position performs a full range of tasks associated with the preparation and distribution of meals to juvenile detainees and adult inmates.  The incumbent ensures that properly prepared nutritional meals are produced in a large volume, institutional setting.  Responsibilities also include overseeing detainees and/or inmates and institution workers assisting with food preparation. 

For successful performance, the incumbent would be required to have knowledge of principles, methods and equipment used in high volume meal preparation in an institutional setting; basic food groups and nutritional values; safe work practices related to food preparation, storage and service; basic business arithmetic; and basic inventory and record keeping principles and practices. Skill in overseeing and preparing meals in a large scale, institutional setting; overseeing and training others in basic cooking and work procedures; operating, cleaning and performing minor maintenance to large institutional food preparation and cooking equipment; maintaining accurate records and preparing work related reports; directing others in work procedures; and reading, understanding and following recipes and oral and written directions. Ability to interpret instructions and menus given by supervisor; know and understand how to clean and use kitchen equipment; observe inmates at work site; solve operational problems; remember cooking instructions; and explain work procedures to staff and inmate workers; supervise a kitchen facility utilizing inmate workers; and maintain intense concentration on activities going on around one’s location on a constant basis throughout the entire work shift. This is only a representative summary of the major duties and abilities for this position.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff.   The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated.  The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

The Position

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

Examples of Duties

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.
