The City of Sebastopol is seeking an engaging, inclusive, and talented leader well-versed in current and long-range planning, affordable housing, and development activities, administers housing and zoning codes, and serves as a liaison to the business community, including developing economic development strategies. Under administrative direction, the Community Development Director oversees all functions and activities of the Community Development Department. In addition, the Community Development Director may also oversee the building, inspection, and code enforcement functions of the City. 

This position coordinates Community Development Department activities with other City departments, officials, contractors, consultants, outside agencies, and the public to ensure cohesive and efficient development and planning processes. The Community Development Director reflects a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional consult to the City Manager to advance the City's planning, housing, economic development, and building and development goals and objectives and may serve as the City Manager or Assistant City Manager in either manager’s absence or as assigned. Performs related duties as assigned.

This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.

EXAM PROCESS

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

The City of Berkeley invites you to apply for the position of Senior Solid Waste Supervisor in the Zero Waste Division of the Public Works Department! In this role, you will have the opportunity to collaborate with the Zero Waste Operations Manager and the Solid Waste Supervisor(s) on a daily basis to ensure that all operations are carried out safely and in compliance with environmental obligations. In addition, this role oversees the onboarding and recurring training programs for Solid Waste Workers and Drivers; interacts with the Division Manager to implement initiatives, policies, and procedures; and works closely to resolve customer service issues that arise at the council level.

The Senior Solid Waste Supervisor also works closely with peers across all operations to ensure consistent safety and operational standards and performance. Furthermore, this position leads the implementation of new routing and customer data management systems, participates in equipment purchase committees, and determines the staffing and resources needed to achieve desired operational goals.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from high school and five (5) years of increasingly responsible journey level experience in integrated solid waste collection, diversion and disposal which included two (2) years at the level equivalent to the Solid Waste Supervisor class.

HONORARY DEAN ALLISON INTERNSHIP

The City of San Rafael Public Works Department (DPW) is seeking an individual to join the team as part of the Honorary Dean Allison Internship program. This position will work part-time (up to 4 days/30 hours per week) with department staff on special projects and move forward the mission of San Rafael to support the community members we serve. 

The Honorary Dean Allison Internship was created to honor Dean Allison, the City’s Public Works Director from September 2015 to March 2016, before his untimely passing. In his brief time with the City, he embraced and embodied the ideals of public service and transparency. Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

The Position

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

Examples of Duties

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.

• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst I:

• Three to four years of progressively responsible analytical experience.

Senior Management Analyst II (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.
