The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
• Maintain files and filing systems in accordance with departmental policies and procedures.
• Provides support with calculating, preparing, issuing and/or submitting bills invoices, and other payment records for services.
• Provides general administrative support to the City Manager’s Office that may include drafting and maintaining departmental records, tracking and filing Town contracts.

What You'll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.
• Act as liaison with program and managerial staff, community groups and program participants.
• Directly participate in, and monitor the work of staff assigned to, the program registration process.
• Process transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.
• Provide information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.
• Process forms, invoices and other documents in accordance with established procedures; and check for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements.
• Compute and receive fees in accordance with department schedules and procedures, record revenue received and provide for the deposit of monies.
• May provide lead direction to other support staff.
• Enter data and information in the preparation of reports, correspondence, forms and other documents.
• Perform a variety of general clerical duties, including: filing; billing; recording information in office records; photocopying; processing of mail; and answering telephones.

DEFINITION

Under general supervision, provides a variety of office support activities including customer service, telephone and counter reception, document processing, record keeping, data entry and organization, cashiering, and filing; provides information and assistance to staff and the general public; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. As experience is gained, assignments become more varied, complex, and difficult; and positions exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Administrative Assistant in that the latter performs more advanced technical and specialized administrative support duties requiring additional training and/or experience and is typically assigned to provide administrative assistance in support of a division manager or department head.

The Department:

The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.

Examples Of Duties

The Elections Specialist II, under general supervision, provides a broad range of office, technical, and specialized support to the election process. This is a great opportunity for an interpersonally effective, innovative, and hard-working individual to contribute to the elections process by:

• Compiling sample ballots, specialized election documents, and similar materials with accuracy, completeness, and correct English usage.
• Schedule and manage teams of personnel for function testing, operating voting equipment, ballot retrieval, couriers.
• Coordinate the deployment and recovery of Vote Centers between Elections units and vendors.
• Train warehouse and field technicians on warehouse safety, secure equipment setup and usage, etc.
• Researching and assembling various election related information.
• Maintaining files, updating databases, and generating reports.
• Leading temporary workers in performing elections related work.
• Providing clear and accurate information regarding elections, voter registration, and related policies to the public.
• Contributing in the education of voters and training of temporary elections workers through various outreach activities, events, and classes.
• Processing a variety of forms and documents, such as registration affidavits and absentee ballots in a high-speed electronic setting.
• Proofreading sample ballots, specialized election documents, and similar materials for accuracy, completeness, and correct English usage.

Qualifications

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalent to two years of general clerical or office support experience.
 
Knowledge of:

• Basic California election laws, regulations, and procedures.
• Basic inventory control methods and techniques.
• Office administrative practices and procedures, including filing and the operation of current office equipment.
• Basic business data processing principles and the use of office or online computer applications.
• Business arithmetic, including percentages and decimals.
• Recordkeeping principles and procedures.

• Perform technical, specialized, and complex election support work.
• Read, interpret, and apply rules, polices, and procedures.
• Organize, research, and coordinate election files and databases.
• Use initiative and sound independent judgment within established guidelines.
• Operate standard office equipment, including typing with enough speed and accuracy to produce correspondence and enter information into a computer system.
• Establish and maintain effective working relationships with those contracted in the course of the work, which include high-profile candidates, elected officials, temporary workers, and other agency personnel.
• Overseeing testing functions of electronic voting equipment.
• Inventorying and moving voting equipment and Vote Center supplies.
• Overseeing delivery, connection and testing of voting equipment at Vote Centers.

This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The ideal candidate will be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies), will be detail-oriented with good organizational and computer skills, and will have good writing and analytical skills. Typical assignments may include preparation and/or review of real property financing documents and other lender documents, real property acquisition documents, escrow instructions, and consultant and grant agreements. Other duties may include, but are not limited to, drafting and/or reviewing resolutions and ordinances, coordination with City or other government departments or agencies, involvement in the Council agenda process, and responding to public record act requests. Incumbents must be proficient in the use of various types of software in the Windows environment.

Depending upon qualifications, the successful candidate may be hired at the Legal Analyst I or Legal Analyst II level. The annual salary range for a Legal Analyst I is $80,676.96 to $98,083.44, and the annual salary range for a Legal Analyst II is $88,058.88 to $107,016.00. Both ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate's qualifications and experience.
