Position Duties

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Possession of a valid State of California driver’s license is required.

The Position:

Silicon Valley Power is seeking an experienced and passionate Energy Conservation Specialist to join our team. The ideal candidate will have a strong background in energy management and customer service, as well as a commitment to energy efficiency and sustainability. The Department of Public Works is currently seeking to fill one full-time vacancy in the Engineering Services Division.

The Associate Construction Inspectors assigned to the Construction Management Services-Utility (CMS-Fee) Section is responsible for technical inspection services to ensure compliance with City and State Standards and Specifications.   The CMS-Fee Section supports the work being performed by utility companies to construct public infrastructure that will be operated and maintained by the City including storm and sanitary facilities, streets, curb/gutter/sidewalk, street lights, traffic signals, etc.   Typical duties of an Associate Construction Inspector in this section include, but are not limited to, the following: 

• Reviews plans and specifications to determine proper testing requirements and standards. 
• Inspects methods and materials used in the construction of streets, alleys, sidewalks, curbs, gutters, storm drains, catch basins, driveways, approaches, culverts, sewers, landscaping, etc. for compliance with plans. 
• Inspects actual field construction from rough grading to finished paving of streets, including installation of storm and sanitary sewer systems, concrete structures, utility installations, street lights, traffic signal systems, etc. 
• Schedules final inspections and recommends acceptance of projects. 
• Determines the acceptability of materials, especially when there is a question of inferior quality, including researching and reviewing records, logs, and data of various kinds. 
• Ensures conformance to Cal/OSHA safety regulations, including shoring of trenches, proper use of equipment and machines, and adequate public traffic control. 
• Employees may be required to lift test equipment, tools and construction materials with the use of proper equipment. 
• Performs Public Works emergency duties, such as flood watch when required. 
• Investigate and respond to construction inquires/complaints from other departments or the public. 
• Be a mentee for Senior Construction Inspector and assigned to specific inspection area.
• Be available to work various shifts; day, nights and weekends.

SENIOR BUILDING INSPECTOR

Plant/Pipeline Mechanical Technician I: $97,635.20 - $124,924.80 Annually

Overview:

The Plant/Pipeline Mechanical Technician I/II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as perform a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Key Responsibilities include, but are not limited to:

• Perform preventive maintenance on treatment plant and pipeline facilities through methods such as fluid and filter changes; confer with operations staff to solve problems and determine needs; maintain water conduits and equipment including vacuum breakers, air releases, and water valves; perform confined space related duties.
• Read and interpret plans and specifications; estimate labor and materials for proposed work, perform work in accordance with these documents; make preliminary sketches of work to be performed or completed; locate, examine, clarify, identify, record and mark locations of creeks, pipelines, telemetry, test cables, and underground cables.
• Diagnose mechanical problems; recommend preventative and corrective repair; make estimates of labor, materials, and supplies required to complete assigned work; request required materials. Diagnose and repair meter pumps, calibrators, flocculation, and filtration methods through vibration analysis and temperature reading and other inspection techniques; confer with operations and engineering staff to solve problems and determine needs.
• Operate a variety of hand tools and power equipment including welding equipment, lathes, drill presses, sanders, trucks, forklifts, boom lift, scissor lifts, and overhead cranes.
• Maintain records of work performed; enter and retrieve data from a Computerized Maintenance system (CMMS); ensure proper completion of reports including confined entry documentation.

We are recruiting for the position of Fire Prevention Inspector I. The primary role of the position is to perform technical inspections for fire prevention purposes; inspect fire protection systems, construction sites, occupancies, structures, buildings, storage and usage to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances; enforce City and State fire prevention and life safety laws; and coordinate fire prevention and life safety education programs.

Education and Experience
 
The minimum qualifications for education and experience can be met in the following way:

Fire Prevention Inspector I: 

An Associate's degree or 60 semester units or 90 quarter units from an accredited college or university in Fire Science/Technology or Fire Protection;

OR

An Associate's degree or 60 semester units or 90 quarter units from an accredited college or university in Building Design, Construction, Chemistry,  Engineering, Architecture, or related field; AND completion of the following five classes from an accredited community college is required: Fire Protection Organization; Fire Prevention Technology; Fire Protection Equipment and Systems; Building Construction for Fire Protection; and, Fire Behavior and Combustion.

The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) and IT-related goods, services, and consultants, as well as other complex technical or professional services. While experience supporting IT procurements is desirable, candidates with strong backgrounds in related complex procurements are encouraged to apply.

This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from procurement planning through contract administration—for IT and other technically complex procurements. The position entails conducting market analysis, negotiating with vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position works closely with IT staff to strategize, plan, and troubleshoot ongoing and emerging contract needs.

Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT and other complex technical or professional goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
•  Negotiate, prepare, and administer contracts for IT and related complex procurements to ensure organizational needs are met and vendor compliance is maintained. Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids and proposals, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT and technically complex acquisitions that align with Valley Water’s operational, technological, and future needs. Provide guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify, and make recommendations to purchasing standards and procedures related to requisitioning, solicitation of bids, and contract administration to ensure best pricing and overall value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.
• Experience working with project managers to develop scopes of work and write complex Invitations to Bid or Requests for Proposals for the procurement of materials, equipment, infrastructure maintenance, information technology, or other complex technical or professional services.
• Experience negotiating and administering contracts for IT or related complex procurements, with a demonstrated ability to achieve favorable terms and conditions aligned with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT or other complex procurements, ensuring adherence to organizational policies and best practices.
• Strong analytical skills to evaluate bids and proposals, and to facilitate informed recommendations for vendor selection in accordance with policies and alignment with Valley Water’s mission.
• Ability to provide strategic advice on IT and complex procurement strategies, contributing to decision-making processes related to high-value or high-risk procurements.
• Effective communication skills to engage with stakeholders, ensuring their requirements are understood and addressed within procurement strategies.
• Familiarity and experience with a variety of methods for market analysis.
• Ability to establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors, and others encountered in the course of work.

• Analytical knowledge for evaluating bids and proposals, enabling effective recommendations for vendor selection based on compliance standards and organizational needs.
• Knowledge of developing and guiding strategic procurement plans that align with organizational operational and technological goals, ensuring acquisitions meet current and future requirements.
• Ability to communicate effectively with stakeholders, incorporating their needs and requirements into procurement strategies and ensuring transparency throughout the procurement process.
• Familiarity with procurement software tools to streamline processes and enhance efficiency.

Ideal Training and Education:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration, or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Procurement Buyer (CPPB)Universal Public Procurement Certification Council (UPPCC), NIGP-CPP or related certificates.
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).
