The City of Sunnyvale is seeking a driven, tech-savvy, service-oriented, visionary leader to elevate and manage the Information Technology Department’s Project Management Office (PMO) Division while being hands-on in driving successful execution of projects. This Division focuses on project delivery, portfolio and project management, strategic alignment, business process redesign, Request for Proposals (RFPs), requirements definition, and analysis. The ideal candidate will have a proven track record of program management, implementing effective governance to improve internal efficiencies and resource management. They have a strong passion for customer service, process improvement, execution of strategic initiatives and operational enhancements. As an Information Technology Manager, you will be joining a highly service-oriented team of technical professionals and leadership team who are passionate about our customers, community, and technical solutions.

The ideal candidate will have:

• Experience implementing or establishing a Project Management Office (PMO) or set of project management standards across an organization.
• Experience with PMI-based Project Management, Portfolio Management and Program Management Methodologies; PMP, PgMP and/or PfMP certified a plus.
• The ability to build consensus and help other departments uphold the standards and priorities of the PMO.
• Work experience with implementing major, complex systems or business process changes.
• Work experience coaching and mentoring staff and establishing staff performance goals and improvement plans.
• Work with various levels of customers to provide guidance on defining requirements and establishing project scope.
• Experience utilizing Project Portfolio Management (PPM) tools to provide oversight and management of all IT projects across an organization.
• Knowledge and experience with change management and how to help clients and support teams transition from projects to operations.
• Knowledge of LEAN Business Process Re-Engineering, Kaizen or SixSigma principles.
• Experience with establishing performance-based metrics and KPIs.

Salary: $172,706.00 - $215,883.00 Annually

THE POSITION

Under general supervision, a Permit Technician II performs technical and administrative support functions in the processing and issuance of permits in the Permit Center of the Community Development Department; assists customers with questions relating to zoning and building codes, entitlement, and plan review processes; reviews and researches plans primarily of a preliminary nature to ensure compliance with codes and regulations; reviews plans and applications for issuance of permits on smaller projects such as home occupation permits or smaller building permits; explains, calculates and assigns development impact and permit service fees; coordinates the routing of projects to and from other divisions/departments; and performs other duties as assigned.

The Department: 
The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position:
This position will conduct investigations, plan reviews, and inspections related to storm water pollution, sanitary sewer overflows, water wasting practices, fats, oils and grease (FOG) source control, recycled water, land use, buildings, zoning and related municipal codes and ordinances, to determine violations and gain compliance. Performs various water, sewer and recycled water sampling.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field; and
• Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

Possible Substitutions:
• One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

Desirable Qualifications:
• A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
• A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

For the Public Works Department:
• A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.

For the Water and Sewer Utilities Department:
• A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
• A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
• A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

OTHER REQUIREMENTS
• May be required to occasionally work evenings and weekends.
• Must be able to perform all of the essential functions of the job assignment.

THE POSITION

Under general supervision, the Senior Traffic Signal Technician performs semi-skilled tasks involving maintenance, repair, modification, inspection and testing of traffic signals, controllers, and street lighting systems; leads and participates in a work crew; and performs other duties as assigned.
