The Associate Engineer classification is the third level of the engineering series and typically requires minimal supervision in the design, review, and management of projects. Incumbents of this class are typically supervised and provided lead direction and training by a Senior Engineer.

The Public Works Department is recruiting to fill an Associate Engineering position in the City Facilities Architectural Services (CFAS) division, MEP Section. CFAS division MEP section is responsible for the project management and delivery of capital projects for buildings, parks, libraries, public safety facilities and various cultural facilities.

Typical duties include, but are not limited to:

• Supervises staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination and disciplinary recommendations.
• Supervises the collection and analysis of field data and prepares recommendations.
• Responsible for interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and is responsible for timely response to the stakeholders' requests and concerns on projects.
• Coordinates with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.
• Prepares clearly written and effective reports and Council Memos.
• Tracks and manages project costs using appropriate tools and resources.
• Responsible for permitting, managing, and designing capital projects.

Additional responsibilities specific to the CFAS MEP Section positions:

Associate Engineer (Mechanical - MEP section):

• Able to review and comment on the various mechanical and/or plumbing engineering designs provided by the City's consultants.
• Able to provide mechanical and/or plumbing engineering analysis, calculations, and designs conforming to the California Mechanical and/or Plumbing Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve HVAC and plumbing systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving the upgrade/replacement of chillers, cooling towers, heat pumps, air-handling units, circulation pumps, ventilation equipment, plumbing equipment, piping/valves, etc.

Associate Engineer (Electrical - MEP section):

• Able to review and comment on the various electrical engineering designs provided by the City's consultants.
• Able to provide electrical engineering analysis, calculations, and designs conforming to the California Electrical Code requirements and other local and state standards.
• Able to act as the project manager for various City projects that involve electrical systems.
• Able to provide project scoping and estimate construction costs for budget preparation for projects involving building power, lighting, generators, UPS, fire alarm systems, microgrids, EV chargers, etc.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

The City of Dixon is looking to fill a position for a Streets & Streetscapes Maintenance Supervisor in the Public Works Department. This individual will plan, organize, monitor and supervise the work of maintenance personnel as assigned to the Public Works Department; and will perform a variety of technical tasks relative to Street and Streetscapes Maintenance.

This class is a full, first-line supervisory level in the maintenance series. THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

MINIMUM QUALIFICATIONS

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3,350.50 to $4,485.52 per month (wages effective 7/1/2024 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

EXAMPLES OF ESSENTIAL DUTIES

• Perform a variety of maintenance work in the construction, maintenance and repair of streets, parks, sewers, storm drains, curbs, gutters, sidewalks, parking meters and other public facilities.
• Operate power‑driven equipment such as skip loaders, dump trucks, water trucks and fork lifts.
• Break out old concrete work such as curbs, sidewalks, and gutters.
• Cut and prepare streets for patches, spread premix and oil, and rake asphalt.
• Replace, repair, couple, test, and backfill sewer lines.
• Clean and maintain basic tools used on the job.
• Paint traffic directional markings, such as crosswalks and safety loading zones.
• Fabricate, install, repair and replace street signs.
• Operate heavy power‑driven equipment on a relief or training basis.
• Water, mow, weed, trim, renovate, and fertilize grass and other landscaped areas.
• Rake leaves, clean walks, fields, courts, and other facilities.
• Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers.
• Plant, trim and/or remove trees, flowers, and shrubs. 
• Load trimmings on trucks for disposal.
• Pick up rubbish and litter materials and perform general grounds cleaning.
• Operate power mowers, edgers, sewer rodders, and other hand-operated and power tools in the performance of maintenance and repair activities.
• Drive vehicles as required and assist in routine care and upkeep of such vehicles.
• Assist in moving and installing park and recreational equipment.
• Install, maintain, and repair sewer system mains, sprinkler systems, pipes and facilities.
• Inspect, maintain, and repair parking meter devices.

QUALIFICATION REQUIREMENTS

EMPLOYMENT STANDARDS (position requirements at entry and throughout employment)

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the job is qualifying. These employment standards would typically be achieved by possession of a high school diploma, or equivalent, and:

Maintenance Worker I: Possession of a valid California Class C driver license.  There is an employee weight limitation of 325 pounds to meet the legal limits for the safe use of certain equipment.

Maintenance Worker II: One year full-time performing the duties and activities expected of incumbents in the Maintenance Worker I classification. Possession of a valid California Class C driver license.  There is an employee weight limitation of 325 pounds to meet the legal limits for the safe use of certain equipment.
