SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

The City of Sunnyvale is searching for a Budget Manager in the Department of Finance. The Budget Manager is a division-level manager responsible for developing, administering, and overseeing the City's sophisticated Operating and Capital Budgets and Twenty-Year Financial Plans. This position participates in the development of the City's financial systems, conducts and presents complex financial information and analysis to executive management and others to assist in policy decision making. This classification receives administrative direction from the Director of Finance or Assistant Director of Finance and exercises direct supervision over management, professional, technical and clerical staff in the Budget Division.

Minimum Qualifications

A Bachelor's degree from an accredited college or university in economics, accounting, finance, business or public administration or a closely related field, AND

Five years of increasingly responsible management and/or administrative analytical work experience which includes a minimum of three years of budget experience.

The City of Sunnyvale is seeking a Housing Specialist I to join the Housing Division in the Community Development Department. Under direction of the Housing Officer, the Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. Accountant II

The Santa Clara County Housing Authority (SCCHA) is looking for a skilled Accountant II to perform a range of complex and varied technical and professional accounting tasks. Key duties include auditing, analyzing, and verifying financial records and reports, preparing financial and statistical reports, assisting with budget preparation, and reconciling general ledger accounts. This role also involves preparing year-end audit reports and schedules, managing full-cycle Accounts Payable (A/P) functions, and coordinating Housing Assistance Payment (HAP) disbursements. The Accountant II acts as a liaison for disbursement-related activities with agency staff, vendors, contractors, and external partners while also providing backup support for payroll operations. Additionally, the role includes conducting financial analysis, developing internal controls, and interpreting Generally Accepted Accounting Principles (GAAP) and Department of Housing and Urban Development (HUD) guidelines.

Accountant I

The Accountant I role is an entry-level position focused on technical and professional accounting tasks. This includes hands-on experience in areas such as general ledger account analysis, reviewing financial statements and reports for accuracy and compliance with government accounting regulations, and supporting full-cycle payroll and accounts payable processing. Proficiency with ERP accounting systems is essential, while hands-on experience with payroll systems (e.g., ADP) and knowledge of payroll/benefits regulations is desirable. The incumbent will gain exposure to various functions within the Finance department, including general ledger reconciliation, payroll processing and reporting, accounts payable, and financial statement reviews. Ensuring compliance with governmental accounting standards, payroll rules, and agency policies is a key responsibility.

Housing Programs Specialist II

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance.

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and
• A minimum of four (4) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.
• Low Income Housing Tax Credit (LIHTC) experience is desirable.
• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.
