The Department of Transportation is looking to fill Engineer I/II positions in the following divisions: Operations (Ops), and Infrastructure Maintenance (IM).

Transportation Operations Division: Engineer I/II positions in the Traffic Signal Design team provide traffic signal-related management and support services throughout the City of San José.
Key duties may include, but not be limited to, the following:
- Implementing capital and grant-funded projects to enhance pedestrian, bicycle, transit, and vehicle access at intersections using signal control devices; includes grant administration, consultant and vendor contract management, scoping, design review, project scheduling, budgeting, and coordinating with various stakeholders;
- Coordinating construction activities, including traffic signal “turn-ons” and mitigating signal timing impacts during construction at intersections.
- Evaluating proposed striping and improvement plans associated with annual pavement program work and provide design details to enhance all modes of travel. Coordinating traffic signal ITS enhancements in preparation and in conjunction with public improvements and pavement work.
- Reviewing traffic signal plans and specifications for development and capital improvement projects for compliance with CA-MUTCD and City standards;
- Coordinating with other City divisions and departments to ensure all changes to the traffic signal network conform to the City’s vision.
- Analyzing collision/volume data and other variables to identify ideal locations for innovative traffic signal designs (e.g. bicycle signals, HAWK signals, protected intersections) and evaluate before and after studies.
- Managing student interns to support these activities.
Transportation Operations Division: This Engineer I/II position is part of an innovative customer-oriented team responsible for managing day-to-day traffic conditions through the operations and management of the City's 950+ traffic signals. The Engineer on the Traffic Signal Operations team will be responsible for assisting in project planning and engineering, construction coordination, and may include direct supervision of sub-professional technical staff. Key duties include:
- Conduct analysis and field investigation related to day-to-day customer-identified traffic operations issues.
- Respond to service requests from the public and other departments.
- Analyze traffic flow impacts of CIP/Developer-proposed traffic signals and related improvements.
- Analyze effectiveness of specific signal timing standards currently utilized in San Jose and benchmark against "industry standards."
- Prepare and implement traffic signal timing and coordination plans.
- Conduct performance measures of the roadway network including evaluation of corridor timing flow and safety effectiveness.
- Support implementation of grant-funded traffic signal retiming projects.
- Prepare Request for Proposals for signal timing consultant services, manage service contracts; prepare work orders, grant reports and invoices.
- Actively manage ingress and egress planned event traffic utilizing remote signal timing control, traffic surveillance cameras, and dynamic message signs.
Infrastructure Maintenance Division: Sewer Engineering, Pavement Engineering.
This position is in the Infrastructure Maintenance Division. The Engineer I/II will perform and lead routines in support of the sanitary and storm sewer maintenance activities.
The main duties include but are not limited to:
- Support the documentation of sanitary sewer overflow (SSO) including field investigation, as-built research, and reporting to appropriate agencies.
- Assist in preparing sanitary map for the line cleaning crews and document line cleaning progress.
- Review construction plan to ensure suitable maintenance of the sanitary and storm drain facilities.
- Perform hydraulic check for proposed sanitary and storm facilities.
- Prepare correspondence from residents and inter-departments within the City.
- Ensure regulation compliance of sanitary and storm regulation in Division’s activity
- Lead Engineering Technician and Student intern in daily tasks of the Division
- Provide engineering support for the field crews.
Transportation Planning and Project Delivery Division: Local and Regional Projects, Development and Geometric Design. The Engineer I/II positions in Transportation Planning will assist in writing grants and developing Traffic Safety projects and improve safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations and ordinances.
Key duties include but are not limited to:
- Seek out and assist with writing grant applications for regional, state and federal grants for various transportation projects in the City.
- Develop and review, design, and implement safety improvement projects including tracking project budget and cost tracking.
- Assist with administering and managing grant funded projects including working with regional, state and federal agencies to meet all grant requirements.
- Assists in the preparation of multi-agency agreements that takes into addresses the desire for the City to provide a safe, multimodal transportation system.
- Recommend design and service features for projects that enhance the use of alternative transportation such as dedicated bike lanes, pedestrian and transit corridors to promote the concept of complete streets.
- Provide effective project management to ensure on time and within budget project delivery.
- Represent the Department of Transportation at community meetings and other meetings with internal and external stakeholders.
- May Lead and supervise, technical, interns and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities and providing appropriate recognition.
- Perform entry level professional engineering work in a variety of areas including the use of Computer aided drafting (CAD).
