POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The Dixon Fire Department is opening their first Firefighter/Paramedic Recruit position for someone to attend the Fire Academy in August 2024. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. Training may include firefighting techniques and procedures; emergency medical training; technical rescue and hazardous materials training.

The City Manager is the administrative head of the government of the City. The City of Marysville is hiring for a total of 1 Engineer position, and create an Employment List.

Performs advanced firefighting and rescue activities; operates and maintains the entire range of Fire Department vehicles, apparatus, equipment, and facilities; drives large fire apparatus in various traffic conditions; provides emergency medical and rescue services to the community; and performs related duties and responsibilities as required. The Fire Engineer receives direct supervision from the Fire Captain. This classification may be assigned temporary command of a fire station and may exercise functional supervision over staff during the assigned shift.

WORK ENVIRONMENT

Work is conducted both in a fire station and in the field in various settings. Some of these include exposure to smoke, odors, heat, steam, fumes, and dust, as well as periodic exposure to dangerous or life-threatening situations. Work involves irregular hours during days and evenings, on weekdays, weekends, and holidays.

The Dixon Fire Department is looking to fill a full-time vacancy for a Fire Captain and to establish an eligibility list for any future vacancies. This position coordinates and directs advanced firefighting activities, emergency medical aids, emergency rescue and other emergency and prevention activities, in protecting life and property; oversees subordinate personnel engaged in training, station and equipment maintenance; assists and participates in training programs; drives, operates and maintains all fire apparatus and equipment. Performs related work and other duties as required.

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

• Provides assistance to the public and City staff by helping to identify records and information relevant to public records requests; ensures timely response to all requests and justifies any nondisclosure and/or ensures deletion of any portions that are exempt from the mandate of the Public Records Act.
• Receives and processes claims against the City, subpoenas, and summons; facilitates accurate and timely processing of legal documents such as agreements, contracts, deeds, resolutions, and ordinances.
• Administers records management program, including maintenance, protection, retention, and disposition of records in accordance with appropriate legal and operational requirements; provides direction to staff regarding records management practices.
• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.
• Operates and answers the City phone line.

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.
• Possession of a current American Red Cross CPR/AED certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)

THE POSITION

The City of Rocklin is looking for a seasoned IT professional with a passion for leading teams, driving innovation, and transforming City services through technology. The IT Manager will play a pivotal role in shaping and executing the City's strategies and ensuring alignment with the City's mission and objectives. This position will oversee and mentor a team of skilled IT professionals, fostering a collaborative and high-performing culture, but also actively participating in the day-to-day operational tasks and responsibilities of the team.

The IT Manager will be responsible for the following upcoming projects:

• Developing a strategic plan for the IT division to foster transparency, increase operational efficiency, improve staff satisfaction, and to bolster trust.
• Replacing the outdated document management and retention system.
• Investing in technology that supports economic development efforts.

An example of duties are:

• Manages, directs, and organizes projects, activities, and resources for the IT Division, including but not limited to networks, servers, workstations, hardware and software utilized throughout the City, IoT, mobile and telephony infrastructure, security systems, data transmission, telecommunication systems, Geographic Information Systems and full IT support for all areas in public safety.
• Assists the Director of Administrative Services or the Deputy Director of Administrative Services in developing and implementing goals, objectives, policies, and work standards for the City of Rocklin departments and procedures for IT governance, security, and administration.
• Participates in the development and administration of the division budget.
• Plans, organizes, supervises, and evaluates the activities of professional, technical and administrative staff; develops and manages the IT division staff including hiring, education, and training; reviews and evaluates job performance and effectively recommends personnel actions.

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

AND

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications
