To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

GENERAL PURPOSE:

Under general supervision, performs a wide variety of routine to moderately complex clerical and customer service-related duties requiring program knowledge, technical evaluation of information, and the use of clerical skills to support the operations of the assigned department.  This current part-time vacancy will reside in the City Clerk's Office.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

DEFINITION:

To assist in implementing, coordinating, and evaluating recreation and programs and events, including but not limited to Teen Programs, Youth Programs, After School Programs, Aquatic Programs and events, promotional events, special events and excursions.

Apply First Aid methods and safety precautions related to assigned programs.  Develop and maintain support for programs from the community and local organizations.  Communicate clearly and concisely, both orally and in writing.  Oversee train and evaluate assigned staff.  Establish and maintain effective work relationships with those contacted in the performance of the required duties.  Operate office equipment, including a personal computer.

Ability to:

Develop cooperative public relations with the general public.  Remain calm in stressful situations.  Be consistent when enforcing rules and regulations.  Maintain authority and control over programs.

Minimum Education and Experience:

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

• Required within six months of hire,
  • Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent and

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3,350.50 to $4,485.52 per month (wages effective 7/1/2024 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

The City Manager is the administrative head of the government of the City. THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

The IT Manager will play a pivotal role in shaping and executing the City's strategies and ensuring alignment with the City's mission and objectives. This position will oversee and mentor a team of skilled IT professionals, fostering a collaborative and high-performing culture, but also actively participating in the day-to-day operational tasks and responsibilities of the team.

The IT Manager will be responsible for the following upcoming projects:

• Developing a strategic plan for the IT division to foster transparency, increase operational efficiency, improve staff satisfaction, and to bolster trust.
• Replacing the outdated document management and retention system.
• Investing in technology that supports economic development efforts.

An example of duties are:

• Manages, directs, and organizes projects, activities, and resources for the IT Division, including but not limited to networks, servers, workstations, hardware and software utilized throughout the City, IoT, mobile and telephony infrastructure, security systems, data transmission, telecommunication systems, Geographic Information Systems and full IT support for all areas in public safety.
• Assists the Director of Administrative Services or the Deputy Director of Administrative Services in developing and implementing goals, objectives, policies, and work standards for the City of Rocklin departments and procedures for IT governance, security, and administration.
• Participates in the development and administration of the division budget.
• Plans, organizes, supervises, and evaluates the activities of professional, technical and administrative staff; develops and manages the IT division staff including hiring, education, and training; reviews and evaluates job performance and effectively recommends personnel actions.

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

AND

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.
• Assists with the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Performs technical and functional troubleshooting and on-call support; installs and tests upgrades and system patches; tracks problems and requests for system enhancements and upgrades and resolve problems as they occur.
• Installs, configures, and maintains SQL server, including capacity planning, installation and configuration of SQL management tool and client uses.
• Provides support for specific department applications; tests programs and applications from user’s perspective.
• Coordinates, develops, and performs data export and import routines between applications.
• Acts as a technical resource for staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential and required changes to business processes and/or procedures.
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree with major coursework in MIS, business, management, or a closely related field;

AND

Four (4) years of progressively responsible professional experience in computer technology.

Technical certifications are highly desirable.
