Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Possession of a valid State of California driver’s license is required.

Overview:

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Install, adjust, and repair irrigation systems, including heads, lines, and controllers.
• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

Under general supervision of the Buildup Equipment Maintenance Supervisor, the Communications Installer performs duties related to the installation, fabrication, and servicing of automotive electrical systems and devices. This role places special emphasis on emergency lighting and communication systems across a wide range of vehicles, including police vehicles and motorcycles, fire apparatus, and other municipal fleet vehicles.

Installations must meet or exceed OEM manufacturer quality standards and follow industry best practices. This includes proper wire sizing based and circuit protection on electrical loads, strategic equipment placement with an emphasis on serviceability, correct wire routing, effective power distribution, appropriate antenna placement, and proper grounding and power return.

The Communications Installer is also responsible for installing intercom systems, emergency and warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom non-standard equipment. They must be able to integrate after market components into OEM systems. These systems are commonly utilized in emergency response vehicles and other specialized municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position: 

• Knowledge and ability to install and diagnose the systems and equipment utilized by the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.
• Disassembly and reassembly of vehicles interior panels with emphasis on not damaging the components.  
• Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.
• Ability to accurately document all non-standard installations, complete necessary paperwork, installation forms, and data entry in a timely manner.
• Ability to work effectively and communicate with internal and external stake holders on interconnection and installation. May be required to diagnose issues when necessary.
• Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.
• Data entry and labor hour tracking within in a fleet database

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The Position: 

The Finance Department seeks to recruit a Meter Reader with experience working independently, with a high level of motivation, integrity, and customer service. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.

The Senior Heavy Equipment Operator may be required to work 10-hour shifts, overtime, weekends and holidays. This position may work in confined spaces.

Minimum Qualifications:

Education: Completion of high school, or General Educational Development (GED) Certificate, or California Proficiency Certificate.

Experience: Four (4) years of experience operating heavy motorized equipment such as that used in the construction trades.

Certifications/Licenses: Possession of a valid State of California Class A driver's license with applicable endorsements is required.

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:

• Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.
• Review, track, and respond to contractor RFIs, submittals, shop drawings, and design clarifications; interpret contract documents and coordinate with design engineers and construction management staff to support timely resolution of construction issues.
• Support evaluation and documentation of construction contract changes, including change orders, force account work, and claims; assist with technical analysis and preparation of supporting documentation.
• Review plans, specifications, and contractor-submitted work products for conformance with professional codes, standards, and Valley Water requirements as part of quality control and constructability support efforts.
• Review and apply statutes, regulations, and contract requirements related to construction activities; support documentation and coordination to ensure compliance during construction and project closeout.

Ideal Experience:

Assistant Engineer I: None-One (0-1) year of professional civil and/or internship or public agency engineering experience.

Assistant Engineer II: Two+ (2) years of professional civil engineering experience.

Assistant Engineer I & II: Work or internship experience related to construction projects and managing construction contracts preferred.

Ideal Knowledge:

• Principles, practices, concepts, and standards of engineering as applied to the assigned field/specialty of engineering.
• Principles of mathematics and their application to engineering work.
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.

OR

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
