How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs. 

As a member of our team, we are looking for a candidate that has a strong understanding and connection to SCCHA’s resident community needs and its supporting partners. Direct experience in community engagement, program and policy design and implementation, and evaluation of impact is highly desired.

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in social services, behavioral sciences, public or business administration or related field.
• Five (5) years of increasingly responsible management experience in government assistance program and resident services administration and evaluation with three (3) years in a supervisory capacity.  
• A master’s degree is preferred.

Valley Water is seeking a highly skilled and motivated individual to fill the Strategic Programs Administrator position within the Office of Integrated Water Management reporting to the Assistant Chief Executive Officer. The Strategic Programs Administrator serves as a strategic right-hand to the Assistant CEO helping to develop and maintain key agency-wide processes and procedures and oversee strategic projects and special initiatives. The ideal candidate will possess a unique blend of expertise in project management, financial analysis, and policy development. The position works closely with the Chief of Staff to the Chief Executive Officer and will regularly coordinate with the senior leadership team. This position may lead and participate in the work of staff and consultants, both internally and externally.
 
The ideal candidate will possess knowledge of public sector administration and strategic planning best practices and will be skilled in generally accepted research methodologies. Strong written and verbal communications skills are essential in this position.

 Key Responsibilities include, but are not limited to:

• Oversee a range of complex analytical and administrative projects, identify key issues, assist in setting and establishing priorities, and propose solutions in alignment with agency goals and objectives.
• Evaluate and develop appropriate policies and procedures to address regulations, legislation, and projects that impact the strategic goals and direction of Valley Water.
• Develop, recommend, and implement strategies, policies, and procedures to protect and promote Valley Water’s interests; prepare long-range plans for operations including forecasting financial needs and preparing budgets; monitor the financial integrity of assigned programs; and identify opportunities to enhance financial strength.
• Prepare and deliver presentations and briefings to staff, management, and the Board, other agencies, local, State and Federal elected officials, and their staff, and prepare comprehensive reports for Valley Water staff, management, and the Board.
• Interact extensively with management, senior technical, legal, and policy staff and elected officials including other water agencies, business groups, regulatory, and governmental agencies, and environmental groups.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, political science, law, environmental science, engineering, economics, or a related field.

Substitution: 
 Directly related experience may be substituted for the college requirement based on one and one-half years of experience for one year of education to a maximum of four years.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.

The Building Inspector I/II performs building, plumbing, electrical and mechanical inspections for the City enforcing all applicable laws and codes; performs plan checks on residential, commercial and industrial buildings; issues building permits; and performs a variety of technical tasks relative to assigned area of responsibility.

Building Inspector I/II

• Perform building inspections of existing and new structures for all local and state building requirements; investigate code related citizen complaints and building code violations
