About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes.  Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.

• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Power Resources Division.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Supports the preparation, issuing, and evaluation of solicitations related to Energy, Resource Adequacy and Renewable Energy Credits.
• Assists with the evaluation of pre- and post-release solicitation materials for long-term energy projects such as stand-alone and collocated energy storage, wind, and solar resources.
• Assists in the management, analyzing, and enforcing of power contracts, including long-term energy contracts through development, construction, and operation.
• Assists in the management and resolution of matters related to resources performance within the California Independent System Operator's energy and capacity markets.
• Supports SJCE Scheduling Agent, particularly focusing on stand-alone and collocated storage and renewables, based on SJCE's internal strategies and policies.
• Conducts primary research related to SJCE obligations within the CAISO, CPUC, and other regulatory frameworks with particular focus on matters related to stand-alone and collocated storage, and renewable energy assets.
• Participates in completing analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.
• Develops and maintain relationships with power suppliers and consultants.
• Assures compliance with Federal, State, and local requirements.

The Mechanic Operator position consists of five levels of competency.  Individuals can either enter into the classification at the beginning level of the job or somewhere between the entry level and the top step depending on the qualifications brought with them.  It is the expectation of NCPA that all employees progress to the top level.  In order to progress to the top level an employee must complete all components in a competency level within the associated training matrix.  Employees who successfully complete a training level matrix and who received a rating of “meets requirements” or higher by their immediate supervisor will be promoted when qualified.  Upon completion/demonstration of competencies employees will be expected to perform work in all completed levels and other job-related duties as required. All employees have the right to challenge any component in the training matrix by proving proficiencies verbally and practically.

General Scope of the Job
Under general supervision of the Mechanical Maintenance Supervisor and at times under the general direction of the Mechanic Operator Lead Person; to maintain, repair, adjust, install, and test, powerplant steam field, water injection systems and equipment and maintain lease site grounds.  The measure of accuracy and reliability is the safe, effective and efficient performance of the Facilities.  This position is predominately mechanic based with operation support as outlined below.

Description of Duties and Responsibilities
Level III:
This level of the Mechanic Operator position requires the completion of all Level III training requirements. The employee must perform the duties as described below and as defined in lower levels while attaining Level IV skills and experience through academic and hands-on training. Level III knowledge and skills focus on journey level mechanical duties and responsibilities.

•    Instructs and trains workers in repair and maintenance procedures of steam field, power plant and effluent pipeline equipment.

Level IV:
This level of the Mechanic Operator position requires the completion of all Level IV training requirements for operational duties and responsibilities.  The employee must perform the duties as described below and as defined in lower levels while attaining Level V skills and experience through academic and hands-on training.
•    Reviews, coordinates and reports work orders, work activities and equipment clearances with appropriate personnel.  
•    Checks equipment to be cleared in advance to guarantee its condition to others.  Informs Operator Technician Lead Person and Supervisors of the status of equipment and systems.  
•    Under direction of the Operator Technician Lead Person or a designee, operates various equipment and performs basic equipment clearances on low voltages (<600 volt) electrical breakers, steam line equipment and effluent equipment.  
•    Terminates and connects motor wiring to facilitate bearing repairs (less than 600 volts.).
•    Conducts online test of equipment before certifying its status and performance.

The Application Programmer performs or assists in the design, documentation, coding, testing, and implementation of new application programs or enhancements to existing application programs consistent with the Software Development Life Cycle (SDLC) best practices and applicable computer programming standards and frameworks. The position is primarily responsible for the suite of Bid-to-Bill applications as well as other business applications in use by the Agency. The position will work with other developer staff and supervisor during probationary status to learn and develop proficiency in the use of the Agency's software development frameworks, processes, and documentation design standards.

This classification is an entry-level position that is not expected to perform with the same level of independence of direction and judgment as higher levels. •    Within a specific hardware and operating system environment, work to define and design the operating features of new programs or enhancements
•    Produce appropriate conceptual-level application documentation for review and approval by the supervisor
•    Produce appropriate programming documentation for the review of the Supervisor, with sufficient detail on which to base programming activities
•    Develop computer programs in accordance with design documentation, closely following coding standards and conventions used within NCPA

Level I:
Education and/or Experience

Knowledge of VB.Net and/or C# as core programming language is essential; Integrated development environment (IDE) such as Microsoft Visual Studio; Source control management tools such as Team Foundation Server (TFS) and Git; JavaScript, HTML5, and Cascading Style Sheets (CSS) for developing web pages is highly desired; Oracle PL/SQL, SQL-Server T-SQL or similar SQL experience and understanding of relational database principles. Distinguishing Characteristics
