DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

LARPD is seeking a summer intern to support the Summer Youth Volunteer Program.  Applicants should have the equivalent of one year of college credits completed toward a degree.  Candidates interested in learning about recreation, volunteer management, and community services will be given preference.  Interested candidates should complete an application online. Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins. 

What learning will occur for the intern? 

• Experience managing volunteers. 

• Learn how summer programs work/run in a special district.  

• Gain familiarity with volunteer management software. 

• Graphic design creating infographics and end-of-summer reports. 

• Communication opportunities both with program staff and volunteers. 

Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

THE IDEAL CANDIDATE

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.  
  

Essential Duties

What you will do:

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency. 

Performs field work to proactively serve the unhoused population, persons with mental illness and others in crisis.
 
 Interprets the social aspects of physical or behavioral health issues to clients, relatives, other behavioral health and medical care staff and appropriate persons or agencies.
 
 Provides crisis intervention as needed; stabilizes clients in crisis including brief intervention in clinic; arranges for hospitalization and coordinates treatment elements.
 
Assists clients in understanding clinical health challenges and their reaction to them, accepting the need for treatment, building on strengths and working toward the solution of challenges and stresses the importance of engaging in treatment to increase social functioning, modifying unrealistic attitudes, and strengthening client's effort toward satisfactory adjustments.
 
Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.
 
Serves as a liaison with law enforcement, school officials, social service agencies, and the general public regarding difficult and/or complex situations related to mental health and social services.
 
Provides support and guidance to Fire and Police First Responders concerning victim advocacy, juvenile and adult crime, domestic violence, chemical dependency, and other services as needed.
 
Represents function on committees, outside organizations, other City departments, and outside agencies, as appropriate.
 
 Fosters an environment that embraces diversity, equity, inclusion and collaboration.
 
 Be an integral team player, which involves flexibility, cooperation, tolerance and communication.
 
 Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 

Experience:  Two (2) years’ experience working in the social work or counseling field with strong emphasis on social services, resources and referrals using a collaborative and community framework.

Education:  A Master’s degree from an accredited college or university with major course work in social work, psychology, counseling or a related field.

License & Certificates:  Possession of a valid professional mental health therapy license issued by the State of California, such as Licensed Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Associate Social Worker License (ASW), Intern Marriage Family Therapist (IMFT) or Clinical Psychologist or a closely related field is highly desirable.

Possess and maintain a valid California Class C Driver's License.
