The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

The Environmental Services Department is currently recruiting for TWO vacancies, one regular full-time and one term-limited full-time (2 year assignment), in the position of Environmental Compliance Inspector to support the City's environmental inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.
• Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Earth Sciences Program is comprised of 4 fulltime program staff, including this position, and a shared intern. This is a supervisory position for the Earth Sciences Program, comprised of water resources, soil conservation, archaeological resources, Native American relations, and climate program. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in civil or structural engineering, construction project management, landscape architecture, architecture or a related field, and:

• Capital Project Manager I: One (1) year of responsible experience and/or internships in a related field, preferably working on in projects equivalent to those found at Midpen,
• Capital Project Manager II:  Three (3) years of increasingly responsible experience in project management preferably in parks, open space, or related field. 
  • highly desired, but not required:
    • Master’s degree in Engineering, Architecture, or Geology discipline
    • Professional license (PE, PG, PLA)
    • Project Management Professional (PMP) certification

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
