Planning, Building and Code Enforcement position:

The Public Information team works closely in support of each of the Department's divisions to provide information to the public and within the organization. ?The Department is currently seeking a highly qualified and experienced individual to fill the role of Public Information Manager. As the Public Information Manager, you will be responsible for developing and implementing public information strategies to effectively disseminate information to the public, media, and other stakeholders regarding the department's operations, policies, and initiatives.

Working under the direction of the Director, this includes additional aspects such as developing marketing and communication programs, developing and maintaining effective communication with media, community, and public relations sectors, developing and strengthening community partnerships and commitment to public education, as well as managing marketing and internal/external outreach strategies.

The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience with developing and executing effective communication plans using a wide range of appropriate tactics, including traditional and new media. Position:

The role of the Resilience Coordinator position will be to support the Mission of the Office of Emergency Management, which is “To provide leadership of the City of San José’s emergency management responsibilities through planning and coordination of programs, functions, and supporting activities to prepare for, respond to, and recover from all emergencies and disasters.” The position will assist in coordinating multi-hazard planning efforts in the City of San José, including reviewing documents with an intentional lens of Access and Functional Needs (AFN) and racial equity considerations in emergency.  This position requires high levels of analysis, document development, understanding of the State of California’s Standardized Emergency Management System principles and integration with response plans. This is the fully experienced level in the unclassified Executive Analyst series and requires an individual to work under the general direction of an assigned executive in the Office of Emergency Management with full professional independence.

·        Assist in the coordination of programs to integrate existing emergency preparedness and comprehensive operational plans and procedures with internal city offices and departments, other government agencies, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies to ensure that established programs and plans comply with state and federal guidelines.

·        Plan and coordinate emergency management operational activities, drills, and events with all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies with disaster response administration.

·        Research, evaluate, and assist in the development and maintenance of comprehensive emergency plans in accordance with federal and state emergency management guides.

Distinguishing Characteristics

The San José Fire Department is recruiting to fill (3) three Hazardous Materials Inspector II positions in the Bureau of Fire Prevention Division. The Hazardous Materials Inspector II’s may be assigned to Hazardous Materials Development Services group to perform plan reviews and inspections, or to Hazardous Materials Code Enforcement group to conduct detailed field inspections at facilities storing, handling, or using hazardous materials including highly hazardous materials unique to Silicon Valley. Both group activities do cross over, as required for back up and special demands and for cross training, as needed.

 

The Hazardous Materials II inspector inspects, reviews, and enforces commercial and industrial facilities for compliance with the San Jose Fire Code, California State Fire Marshal (CSFM) regulations, CSFM adopted sections of the California Building Code Series, San Jose Hazardous Materials Storage Permit Ordinance, S and applicable National Fire Protection Association (NFPA) nationally recognized standards.

 

Duties for this position include, but may not be limited to:

 

• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff and the Fire Marshal on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;

• Reviewing and analyze hazardous materials inventory statements for chemical classification;

• Reviewing and analyze hazardous materials business plans, construction documents, monitoring and treatment system plans for compliance with codes and regulations;

• Inspect commercial and industrial facilities and construction sites including reviewing facility maintenance records and document finding in inspections reports.

• Conducting enforcement as necessary including preparing citations and other administrative orders, conducting compliance meetings,

• Preparing enforcement cases for the City Attorney and District Attorney including the preparation of analytical data, reports, assisting in interpreting laws and regulations and providing court testimony, as required;

• Responding to complaint investigations for alleged violations of the aforementioned codes and standards.

• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

• Conduct public record request record searches

• Participate in the review of plans submitted for development projects for verification of code compliance with municipal codes.   

• Provide written plan review comments to development project applicants identifying discrepancies identified after compliance reviews.

• Conduct Hazardous Materials system installation and closure inspections for code compliance verification. 

• Assist with training of staff as requested.

 

Salary

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. The Chief of Staff will serve as a liaison to the Councilmember and will regularly represent the Councilmember at City-related meetings and functions. The Code Enforcement Division is looking for self-motivated individuals with experience working in an inspection, regulatory, or enforcement environment with strong interpersonal skills, and a commitment to continuous improvement.

Responsibilities include but are not limited to:

- Perform inspections and complaint investigations of moderate difficulty involving code violations on residential, commercial, industrial, vacant, or other private property to ascertain and gather facts related to applicable ordinances, codes, laws, rules, and regulations, and determine and institute proper enforcement action with conclusive results.

- Issue administrative citations and notices. Researches and prepares cases for review by quasi-judicial board. Utilizes administrative remedy process to conduct enforcement. May participate in civil proceedings.

- Manage caseload and related tasks; respond timely and in compliance with internal procedures, policies, and target inspection response times.

- Explain, interpret, and make presentations of ordinances, codes, laws, rules and regulations to customers, residents, community groups, agencies, businesses, and other entities. Participates in community meetings or events.

Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs. The position will also track available training through Bay Area, state, and federal resources. 

 Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Distinguishing Characteristics

The Mass Care Executive Analyst (EA) position will work out of the City Manager’s Office of Emergency Management (OEM) located at 855 N. San Pedro Street, San José.  

This EA position responsibilities include, but are not limited to:
• Participates in the organization, administration, operations, and functions of the Office of Emergency Management (OEM)
• Work directly with Council Offices, City Departments and outside agencies to develop a City of San José Mass Care Plan
• Develop, implement, and manage a shelter inventory procedure for both City-owned and privately-owned locations
• Conduct periodic training for both City employees and outside agencies to ensure that the Mass Care Plan is implemented seamlessly during an emergency

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
