Overview:

Under general supervision, this role assists in the implementation of the Pure Water Silicon Valley (PWSV) project, including planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water for direct potable reuse (DPR). Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.

Key Responsibilities include, but are not limited to:

• Supporting the planning, design, piloting, and validation studies of the advanced water treatment facility (AWTF) as well as the distribution of purified water, while also assisting in the formulation of water quality testing strategies, validating treatment processes, providing technical assistance for design, operational planning, and monitoring strategies, ensuring adherence to DPR regulations, managing Reverse Osmosis Concentrate, and facilitating the incorporation of purified water into the existing water supply and distribution network.
• Articulating the needs for various stages of PWSV such as Pilot/Demo phase and outlining a clear pathway to implementation through technical support for design reviews, engineering support, submittals, change orders, RFls, etc., and acting as a technical oversight during the design and construction phases for the Pilot and Demonstration Facilities and supporting the sampling, testing, data management, report preparations, etc.
• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting potable use and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Ideal Experience:

• Four or more years of professional engineering experience in technical evaluations, planning, design, regulations, assessment of water or wastewater treatment processes/distribution systems, and water quality analysis relevant to water/wastewater and potable reuse projects.
• Experience in preparing long-range planning studies, technical presentations, engineering cost analysis/reports, technical memorandums, master plans, and feasibility studies for water, wastewater, or water reuse projects.
• Experience reviewing and contributing to engineering design documents, construction submittals, RFIs, and change orders.

Ideal Skills and Abilities:

• Ability to be the lead technical analysis and analyze situations and scenarios and make decisions based on the information available.

Ideal Knowledge:

• Water and/or wastewater and/or potable reuse treatment processes including design, validation, and performance monitoring.
• Pilot and demonstration plant design and operations in water, wastewater, or portable reuse.
• Water resources and environmental engineering work.
• Water quality parameters, analytical testing methods, and laboratory QA/QC procedures.
• Working on regulation and with regulatory agencies. 

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Government Affairs Division
The Government Affairs Division is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Definition
Under direction, an Executive Assistant provides varied, complex, and confidential secretarial and office administrative assistance to an Executive Manager.

Distinguishing Characteristics
Positions in this class assume responsibility for the overall administrative functions of a Division Chief, Director, or Deputy Director's Office. Responsibilities require considerable use of tact, discretion, initiative, and independent judgment and require general knowledge of the policies and procedures of the organization. The work often involves organizing, scheduling, coordinating, researching, compiling, exchanging, and analyzing complex information, and preparing correspondence.  Positions in this class may supervise clerical staff.

Positions in this class are distinguished from other secretarial classes in that the manager supported is an Executive Manager, and matters of a confidential nature are part of the duties of this class.  An Executive Assistant may be delegated limited authority to act on behalf of the Executive Manager.

Typical Tasks

• Provides varied, complex, responsible and confidential secretarial and office administrative assistance to one or more Executive Managers;
• Screens telephone calls and visitors; receives complaints and requests and handles or routes them for necessary action;
• Handles room arrangements and correspondence for group meetings on behalf of the Executive Manager, prepares and transmits agendas;
• Disseminates information to callers and visitors requiring judgment, knowledge, and interpretation of departmental procedures and regulations;

Minimum Qualifications
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to completion of the 12th grade or equivalent and a minimum of two (2) years of experience as an administrative assistant for a manager with responsibility for a variety of programs.

Type accurately at a rate of 35 net words per minute.

WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. • Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

ABOUT THE POSITION

Throughout the internship, you will gain exposure to employee benefits and incentive programs, recruitment and hiring processes, payroll administration, labor agreements, HR compliance, and policy development. You’ll build practical, real-world HR experience in a fast-paced, collaborative, and supportive workplace. Additionally, you will gain hands-on experience with NeoGov, a leading applicant tracking system used by public agencies nationwide, as well as Tyler Munis HRIS and payroll systems. You’ll also have the opportunity to apply your creativity and organizational skills by assisting with the development of monthly HR newsletters and wellness initiatives.

WORK SCHEDULE 

This internship can start as early as May 26, 2026, and end as late as September 30, 2026. This paid internship is offered at 15 – 25 hours per week with flexible scheduling. 

The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

EXAMPLES OF DUTIES

• Provide support for recruitment activities, including job postings and interview coordination.
• Assist in supporting the preparation of the City’s annual Health Fair and wellness initiatives.
• Assist with tasks related to the Employee Appreciation Committee.
• Assist with employee wellness newsletter and other activities.
• Prepare and/or update employee safety program materials.
