THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

Parks Planning and Design Manager Class Specification

Definition
Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Plans, organizes, and oversees the landscape, site design and layout of parks, recreational areas, city facilities, roadway medians, and pedestrian ways.
• Acts as the City(s) Landscape Architect in the review, revision, implementation and interpretation of City tree and landscape ordinances, regulations, and policies.
• Directs and participates in analysis of park planning efforts and park site acquisition for compliance with the Park and Recreation master Plan and the Park and Recreation Chapter of the General Plan.
• Plans, supervises, reviews and evaluates the work of professional City and contract staff.
• Trains staff in work procedures.
• Provides policy guidance and interpretation to staff.
• Recommends design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Manages the Park Planning and Development Plan for the City.
• Provides staff support and recommendation alternatives to the Recreation Commission and City Council in park planning policy and implementation of facility development.
• Recommends modifications to ordinances, policies and procedures and implements after approval.
• Performs professional landscape architectural work including preparing landscape plans, coordinating master plan development, and performing park planning and preparing related specifications, contracts, and cost estimates.
• Reviews and approves landscape proposals for private development, ensuring compliance with codes, policies, regulations and procedures.
• Prepares reports.
• Recommends approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Directs the inspection of and/or inspects public and private landscaping work for conformance with plans, specifications and ordinances.
• Administers and implements the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Administers the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serves as technical adviser to other City departments and officials on park, street tree and landscape matters.
• Reviews and analyzes federal, state and local landscape and water legislation and its implementation in the City of Fremont.
• Participates as a team member in the work of the department’s management team, understanding and then implementing assigned duties and responsibilities to support team goals and objectives.  
• Works cooperatively with other team members, receiving and sharing information, soliciting input, identifying operational and interpersonal issues, participating in the development of problem solving solutions.
• Acts as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space, trees, and landscape.
• Conducts park location studies to evaluate park site feasibility and proposed land acquisition and/or development.
• Responds to public requests and complaints regarding landscape development and tree preservation.
• Coordinates the work of the division with that of other departments and divisions.
• Maintains accurate records and files.
• Supervises the preparation of clear and effective reports, correspondence, policies, procedures, ordinances and other written materials.

Knowledge of:  Principles and practices of landscape and site design for parks, medians and developments; botanical identification characteristics, valuation and selection criteria; native and exotic plants and trees best adapted to the Fremont area; and City, State, and Federal laws, ordinances, and regulations governing landscape architecture work and tree preservation; principles and practices of supervision, including work planning, organization, oversight, review and evaluation; principles and practices of public administration; organizational management as applied to the analysis and evaluation of programs and policies; team building and staff development principles;  principles and practices of budget preparation in a public setting; public speaking and presentation skills; contract development and administration in a public agency setting; landscape architectural issues and solutions encountered in municipal landscape architectural work; practices of project development, including cost estimation, as well as implementation, including techniques for bringing projects to conclusion and within budget; and civil engineering as applied to landscape architecture.
 
Skill in:  Planning, supervising, reviewing and evaluating the work of City and contract staff; designing aesthetically pleasing and cost effective landscape plans with minimum maintenance requirements; and dealing effectively with City staff and officials, consultants, contractors, property owners and the public.
 
Ability to:  Use sound independent judgment within general policy and procedural guidelines; make effective oral presentations; maintain accurate records and files; and prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials.

Education/Experience
 Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying.  A typical way to obtain the required knowledge and skills would be:  Education and/or experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Landscape Architecture, Park Planning, Horticulture, or closely related field and five years of experience in professional landscape architecture, park planning or park management.  A Master’s degree is desirable.

 Possession of a valid Landscape Architect license issued by the State of California and a valid California class C driver's license are required.  Must have a satisfactory driving record.  This classification requires the ability to travel independently within and outside of City limits.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

License Requirements:

A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

Under general supervision, lead, and conduct activities in the delivery of recreation program areas including camps, preschool, tots, after school programs, parks and nature, teens, boxing, youth and adult sports, special events, and active adults; oversee the proper use of indoor and outdoor community recreational facilities, perform a variety of custodial tasks; assist the public and staff in their use of the facility.

Distinguishing Characteristics: 

Under general supervision, the Recreation Aide assists in the proper use of a community recreational facility and assist Recreation Leaders in providing a variety of recreation programs. The Recreation Leader classification is distinguished from the Recreation Aide level in the complexity of duties assigned, independence of action taken, the amount of time spent performing the duties, the nature of the public contact made, and its training responsibilities of new staff. Positions at this level are required to be fully trained in all procedures related to the assigned area of responsibility.
