The Application Programmer performs or assists in the design, documentation, coding, testing, and implementation of new application programs or enhancements to existing application programs consistent with the Software Development Life Cycle (SDLC) best practices and applicable computer programming standards and frameworks. The position is primarily responsible for the suite of Bid-to-Bill applications as well as other business applications in use by the Agency. The position will work with other developer staff and supervisor during probationary status to learn and develop proficiency in the use of the Agency's software development frameworks, processes, and documentation design standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments as assigned. Level I: 
This classification is an entry-level position that is not expected to perform with the same level of independence of direction and judgment as higher levels. The level I works closely with other senior-level CTAs and is often given direction to complete tasks, install and troubleshoot hardware and software, perform system upgrades, evaluate and apply patches to systems, work closely with customers, and provide application support through help desk requests, and creates and maintains documentation.

Level II: 
This classification requires having all Level I duties and responsibilities with a minimum of two years of experience in software application development. Level II receives occasional direction and guidance from other senior-level CTAs; otherwise, uses developed experience and professional judgment to successfully complete projects in accordance with defined requirements and established timelines.

Responsibilities:
•    Within a specific hardware and operating system environment, work to define and design the operating features of new programs or enhancements
•    Produce appropriate conceptual-level application documentation for review and approval by the supervisor
•    Produce appropriate programming documentation for the review of the Supervisor, with sufficient detail on which to base programming activities
•    Develop computer programs in accordance with design documentation, closely following coding standards and conventions used within NCPA
•    Test applications using prescribed test methodology and tools
•    Develop an implementation plan, prepare production rollout for approval by the supervisor, and coordinate with the Ops team to execute the rollout
•    Maintain and enhance software applications
•    Conduct independent communications with user departments in a cooperative and professional manner
•    Provide emergency system support outside normal working hours as needed, on a rotational basis with other department employees
•    Travel to NCPA remote field sites to provide support to remote users as needed 
•    Assist in the evaluation of proposed new or modified computer system hardware and software

MINIMUM QUALIFICATIONS

Level I:
Education and/or Experience      
Bachelor's degree in Computer Science, Management Information Systems, Computer Engineering, or related field from an accredited four-year college or university and at least six months of related programming experience and training.

Level II:
Education and/or Experience      
Bachelor’s degree in Computer Science, Management Information Systems, Computer Engineering or related field from an accredited four-year college or university and at least two years of related programming experience and training. A minimum of two years in design and programming experience including some experience programming interactive programs. Experience must include exposure to systems analysis techniques.

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of VB.Net and/or C# as core programming language is essential; Integrated development environment (IDE) such as Microsoft Visual Studio; Source control management tools such as Team Foundation Server (TFS) and Git; JavaScript, HTML5, and Cascading Style Sheets (CSS) for developing web pages is highly desired; Oracle PL/SQL, SQL-Server T-SQL or similar SQL experience and understanding of relational database principles. Knowledge of software testing methodologies and tools, computer equipment and capabilities, data communications and local area networking, and client-server software is essential; Principles and programming techniques used to implement online interactive applications, technical report writing, systems analysis techniques, database management concepts, and management information system concepts; DevOps and related best practices; and knowledge of the Component-based Scalable Logical Architecture (CSLA) is an advantage.

Abilities:
Ability to write moderately complex programs and develop detailed program specifications; Demonstrate an understanding of MVC (Model-View-Controller; Stay up to date with related software development technologies through training, product research, and participating in conferences and user groups. Ability to work effectively with a broad, diverse cross-section of peers and various individual personalities; listen effectively, communicate with, and maintain a professional working relationship with co-workers; communicate clearly, efficiently, and professionally both over the phone and in person; Maintain strong organizational skills; and the ability to complete quality and timely work with minimal supervision.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.

Position Summary

Under general direction of the Ferry Maintenance Manager, this position will be responsible for developing and implementing comprehensive maintenance job plans for our fleet of passenger ferries and facilities. The Ferry Maintenance Planner is responsible for all aspects of the planning process with the goal of improving workforce productivity and work quality by eliminating potential delays and obstacles. This position is also responsible for analyzing and interpreting data and preparing correspondence and reports with recommendations to management.

Essential Responsibilities

• Collaborates with Ferry Maintenance Manager and Shop Foreman to coordinate maintenance activities, ensuring minimal disruption to ferry operations.
• Works with store room and procurement personnel to ensure parts availability in line with maintenance work plans and schedules.
• Uses work order data and job plans to optimize on-hand inventory, identify and maintain sufficient critical spares inventory
• Coordinates with external vendors and contractors for specialized maintenance and repair services.
• Ensures contractors are notified of any safety requirements prior to arrival on site.
• Reviews work order actuals (parts, labor, requisitions) data prior to records being closed.
• Identifies trends, optimize maintenance work plans, and improve overall maintenance efficiency by finding and eliminating defects in process and design.
• Prepares reports and documentation related to maintenance activities including work orders, maintenance logs, and equipment records. 
• Ensures compliance with all relevant safety regulations, industry standards and Ferry Division Safety Management System.
• Assists in the development and implementation of training programs for maintenance staff.
• Stays updated on industry best practices and emerging technologies in Reliability Centered Maintenance.
• Undertakes improvement initiatives to support maintenance performance.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance required.

Minimum Qualifications

Education and/or Experience: 

• Associate degree in a related technical field. Qualifying Experience may be substituted on a year-for-year basis in lieu of education
• Four (4) years of experience in industrial or transportation maintenance, preferably in the maritime industry.  
• Experience in using a Computerized Maintenance Management System, CMMS (IBM Maximo Preferred)
• Experience at an advanced level preforming maintenance-based planning (Labor, materials, tools, impact to operations) and technical administrative responsibilities is desirable. Must be able to demonstrate proficiency using advanced word processing, spreadsheet and database software; prepare analysis, presentations, and spreadsheets using Excel.

Required License: 

Must possess and maintain a current, valid California driver's license and satisfactory driving record.  

Physical Requirement: 

Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to access and inspect all above and below deck spaces and voids. Ability to travel to District facilities. Routine use of computer, telephone and other office equipment.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II!

Facilities Maintenance & Operations

FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!

Position Overview

Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

Various Opportunities

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.

Important Info

Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment.

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.
