The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Work is rigidly structured, highly supervised, and incumbents are continuously evaluated and receive feedback regularly. Firefighter Recruits must graduate from the Academy and be appointed to the class of Firefighter in order to retain employment in the job series.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Definition

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;

• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;

Minimum Qualifications

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The Position 

Silicon Valley Power (SVP) is seeking a dynamic, engaging, and highly qualified professional for one (1) management position of Principal Electric Utility Engineer in our Utility Operations Division. 

 

The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities.  This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering.

Minimum Qualifications

EDUCATION AND EXPERIENCE:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering
• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

Possible Substitutions:
 

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

REGISTRATION:
 

• Possession of a certificate of registration as a Professional Engineer in the State of California is required

LICENSE(S):
 

• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.
• Knowledge and understanding of all aspects of the job; ability to intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures; determine compliance; identity, interpret, explain, and enforce violations; review and interpret codes and rules; maintain awareness of safety at all times.
• Excellent interpersonal, oral, and written communication skills to effectively communicate with UCDH Administrators, Contractors, Consultants, and Regulatory Agencies.
• Demonstrates ability to manage numerous details simultaneously and work under severe time constraints, competing deadlines, conflicting demands, and frequent interruptions.
• Ability to exercise independent judgment in solving issues and adhering to the UCDH Policies and Procedures.
• Analytical and problem-solving skills to handle a wide variety of assignments in different phases to determine appropriate action.
• Ability to recognize when a problem or emergency must have an immediate response and then be able to initiate action.

Special Requirements 

• Must participate in the department’s DMV Pull Notice Program. Must pass a pre-employment Live Scan Fingerprinting Background check.
• Administrative deadlines or emergency incidents will require the incumbent to work a certain amount of unscheduled non-paid overtime.
• Typically, this position provides services during normal business hours of operation; however, the individual must be able to work flexible hours that can include days, nights, weekends, and holidays. Occasional overtime as required to meet operational needs.
• Ability to work in a high-stress structured environment.
• Ability to maintain maximum confidentiality and professionalism while working with complex issues.
• Ability to work in a non-smoking environment.
• The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multi-disciplinary and fast-paced work environment while maintaining the need for quality, accuracy, completeness, and timelines.
• This position requires individuals to have the mobility to climb ladders and stairs and be able to differentiate between various alarm signals.
• This position may, at times require the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
