Position & Duties - Police Communication Specialist
The Police Communication Specialist position is an entry level training position in the Communications Unit for the Police Department. Police Communication Specialists are required to handle the full range of telephone answering and dispatch functions. The key responsibilities for a Police Communication Specialist include:

-Receiving, answering, and processing 911 emergency and non emergency calls; Using a Computer Aided Dispatch (CAD) system to create calls for service; Assigning priorities and type codes both to incoming calls and to the dispatch of calls for service; Ability to remain calm in stressful situations and multitask; Ability to interpret information from hysterical, incoherent, angry, and upset callers;-Create crime and informational reports.

These positions may require assignments to a Swing, Graveyard, or other non-standard shift; most work four 10-hour shifts followed by three days off. There is a shift differential payment of $2.25/hour for Swing Shift and $2.50/hour for Graveyard Shift.

Position & Duties - Police Radio Dispatcher Trainee

The Police Radio Dispatcher Trainee position is an entry level training position in the Communications Unit of the Police Department. The key responsibilities for Police Radio Dispatcher Trainee include:

Successful candidates must demonstrate excellent communication skills, strong customer service skills, and the ability to retain composure and work accurately under pressure in emergency situations.

These amounts include an approximate five percent (5%) ongoing non-pensionable pay.

The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. SJFD deploys resources from 34 fire stations, protecting areas within city limits and some unincorporated areas of Santa Clara County by contract. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.

THE POSITION

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

About the Department

This City’s Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City.  The goal is to ensure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California’s current building codes and laws.

• Advising professional engineers, architects and others concerning code requirements, engineering and planning problems arising in the preliminary design of buildings and structures.
• Examining plans, calculations and specifications for residential, multi-family, commercial and industrial buildings, including complex major structures for structural adequacy and general compliance with governing laws, codes, ordinances and regulations.

• Working closely with and giving information to professional engineers, architects, contractors and the general public regarding building, zoning and general requirements concerning buildings and structures.

• Advising building inspectors on structural, fire and life-safety challenges arising in the field during the construction of a building project.
• Instructing inspectors and technicians in the review of simple building plans.
• Performing observational review of critical structural elements of the projects under construction.

Qualifications

Education: A Bachelor’s Degree from an accredited college or university in Architectural, Civil Engineering, Structural Engineering, or a closely related field (e.g. Construction Management). An EIT certificate is not acceptable as replacement for the required Bachelor’s degree.

Experience: Associate Engineers working in the Building Division as plan reviewers must have four (4) years of progressively responsible experience in professional Civil Engineering work such as, Structural Engineering or Architectural Engineering with at least two (2) years of experience in design and construction of buildings.

Licenses: Possession of a valid State of California driver's license may be required. Other licenses or certifications may be required for positions. (Registration as a Civil Engineer or Architect with the State of California is preferred. Possession of ICC Plans Examiner certification is preferred).

Acceptable Substitution: A Master’s degree from an accredited college or university in the required professional engineering or architectural discipline may be substituted for one (1) year of professional engineering or architectural experience.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

• Graduation from high school or possession of a GED; and
• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

ACCEPTABLE SUBSTITUTIONS

• Possession of a valid California POST Public Safety Dispatcher Basic certificate, which may be substituted for six (6) months of the solo status experience.

DESIRABLE QUALIFICATIONS

• Classroom education involving fire science or law enforcement related studies.

LICENSES/CERTIFICATES

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.

• Operate computer-aided dispatch (CAD) system with sufficient speed and accuracy to document field activity and create calls for service within response criteria guidelines

• Communicate clearly and distinctly using radio and telephone equipment

• Work in a confined area, wearing a headset which restricts physical movement about the work area
• Accurately enter information into the CAD system while simultaneously receiving information by phone or radio
• Retrieve data from CAD terminal or other keyboard device, maintain appropriate documentation of previous events, details, and conversations
• Work in a highly structured environment where all communications are recorded or documented and reviewed as public record
• Handle multiple priorities and organize workload
• Extract information or data from other computer systems
• View multiple video display terminals for extended periods of time in low variable light conditions
• Distinguish and interpret the meaning of colors on video display terminals
• Distinguish and comprehend simultaneous communications from several sources
• Work continuously or uninterrupted as required, standing or sitting for extended periods of time
• Perform with a high standard of customer service, professional conduct, and civic responsibility
• Use emergency medical questioning techniques and provide medical instructions via telephone when required
• Type at a net rate of 35 wpm on a computer keyboard
