DEFINITION

The Public Information Officer position works as a valued member of the City Manager’s office. The Public Information Officer shall be experienced in public information dissemination, strong oral and written communications, website management, social media methods, graphic design and photography/video. This full-time, regular professional-level position requires an independent, organized, energetic, experienced, innovative and creative individual to develop and manage a variety of materials, activities and public relations strategies to enhance the City’s communication with Los Altos residents, businesses and customers.

1. Develop and manage the City’s Public Information and Communications Strategies
2. Serve as spokesperson with the media for the City

13. Coordinate and/or assist with preparation and coordination of various periodic and annual City reports and publications
14. Provide technical guidance to City departments regarding working with the media and effective marketing strategies
15. Photograph still and video images of City programs, events and projects, as needed

MINIMUM POSITION REQUIREMENTS

KNOWLEDGE OF:

Excellent command of English language including spelling, grammar and punctuation; modern office methods, procedures, organizational skills and equipment including automation hardware and software; Computer skills including applications such as Microsoft Office and Adobe Photoshop; Internet skills including use of social media; Internet website development and management methods

ABILITY TO:

EXPERIENCE AND EDUCATION: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Five years professional communications experience; experience with City Government experience preferred
• Bachelor's degree from an accredited college/university with major emphasis in public administration, journalism, mass media communications, marketing, public relations or a related field
• Valid California driver’s license

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or typewriter keyboard, and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

DESCRIPTION/RESPONSIBILITIES:

     The Community Energy Department is seeking to fill one (1) full-time Public Information Manager position in the Account Management, Marketing, and Public Affairs Division. This advanced communications position reports directly to the Deputy Director and will manage an existing Marketing and Public Affairs team.

     The Public Information Manager will serve as a spokesperson for the Community Energy Department, managing internal and external communications. The ideal candidate will have a robust background in writing, community relations, marketing campaigns, and project management. Complex energy issues, such as PG&E’s Public Safety Power Shutoff (PSPS) program, need to be clearly communicated to the public. This position will utilize strong industry experience to develop specialized marketing materials, webpages, and other public relations policies and procedures.

     As the City continues to explore owning and operating electrical distribution infrastructure, the Public Information Manager will organize and lead the department’s community outreach and engagement efforts. Typical duties of this position may include, but are not limited to:

     *

          + Writing and editing press releases for media outlet distribution;

          + Drafting speeches and talking points;

          + Arranging interviews for the department;

          + Assisting with logistical arrangements for press conferences, meetings, and/or speaking engagements;

          + Responding to requests for information from media outlets;

          + Maintaining and upholding the department’s public relations;

          + Supporting the department’s legislative policy campaigns;

          + Managing the department’s communications materials;

          + Develop and manage campaign budgets;

          + Coordinating with the City’s Emergency Operations Center when needed; and

     Salary Information

     The current salary range for Public Information Manager is: $116,923.45 - $143,110.06

     The actual salary shall be determined by the final candidate’s qualifications and experience.

     In addition to the starting salary, employees in the Public Information Manager classification shall also receive an approximate five percent (5%) ongoing, non-pensionable, compensation pay.

DISTINGUISHING CHARACTERISTICS
This is the full journey level class in the Laboratory Technician series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

SUPERVISION RECEIVED AND EXERCISED

• Receives general supervision from the Water Quality Laboratory Supervisor.
• May provide technical supervision over less experienced laboratory staff as assigned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform a variety of physical, chemical, biological, and bacteriological analyses of wastewater treatment plant samples as well as samples of sludge, drinking water, industrial waste, and other water/wastewater products.
• Set up, calibrate, and operate a variety of laboratory equipment and instruments; perform minor maintenance of laboratory equipment and instruments.
• Recognize problems that may occur in an analytical procedure and troubleshoot known procedures or confer with others to identify possible problems affecting results; recommend changes to procedures, as appropriate.
• Collect various samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions warrant; prepare and preserve samples for transport, storage, and laboratory testing.
• Prepare standard chemical solutions, reagents and bacteriological media; keep laboratory facilities clean and in an orderly condition; order supplies and make recommendations regarding equipment purchases.
• Enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records and prepare required reports.
• Wash, clean, and sterilize glassware and other equipment; sterilize bacteriological supplies.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

Two years of related work experience can substitute for an Associate’s Degree.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.
• Possession of, or ability to obtain within 18 months, a California Water Environment Association Grade 1 Laboratory Analyst certificate.

DISTINGUISHING CHARACTERISTICS
This is the entry level class in the Laboratory Technician series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Laboratory Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

 About the Position
The City Manager’s Office of Communications is recruiting for an Assistant to the City Manager position. This Assistant to the City Manager will act as a Deputy Public Information Manager and report to the Director of Communications. The Deputy Public Information Manager manages a portfolio of City departments and serves as a media contact and/or spokesperson, as well as a Deputy Emergency Public Information Officer.
 
Strong written, verbal and interpersonal skills are essential for this position. An ideal candidate will be knowledgeable in marketing and public relations techniques, technologies and platforms, including digital/social media and visual storytelling. The Deputy Public Information Manager also will advise senior-level managers and elected officials about communications, news media, and community implications and alternatives for decisions, policies and programs. Previous local government and/or public relations/advertising agency experience preferred.

ABOUT THE POSITION

The City of Gilroy is recruiting to fill the position of Senior Planner in the Community Development Department. The goal of this department is to provide current and long-term community planning services in conformance with the Gilroy General Plan and consistent with city council direction to enhance the design and livability of residential neighborhoods, commercial areas and industrial zones within the city’s urban sphere and promote sustainable development.

GENERAL DESCRIPTION:

Under the general supervision of the Planning Division Manager, performs high-level professional planning duties using independent judgment in making decisions. The Senior Planner may be assigned the full responsibility for particular projects, or phases of planning work, at all levels of the planning process. They will perform related duties and functions as required; such as project initiation, preparation, analysis, development, stakeholder coordination, environmental review, presentations, implementation, and enforcement, and may act on behalf of the Planning Division Manager or Director of Community Development in their absence. 

In addition, the Senior Planner may mentor junior level staff and supervise technical, professional, and administrative staff, process various planning entitlement permits, lead weekly Technical Advisor Committee/Development group (TAC/DRG) meetings, and provide assistance and support at the public counter.

EXAMPLES OF DUTIES:

• Accept applications, prepare research documents, perform site inspections and prepare staff reports and recommendations for planning applications. Review and sign off construction plans for land development projects.
• Review and sign off business licenses, home occupation permits, sign permits, demolition permits, and temporary use permits.
• Facilitate the preparation of environmental documents and direct consultants in preparing environmental impact reports.
• Supervise technical, administrative, and professional staff.
• Negotiate and facilitate the preparation of development agreements, reimbursement agreements, economic incentives, and other related agreements as necessary.
• Meet with and advise developers and the general public concerning the City's General Plan, Zoning Ordinance, development policies, codes, and other planning related policies.
• Prepare maps, charts and other graphic materials for staff reports, public meetings, displays and other reference materials.
• May facilitate zoning code enforcement work, including investigation of citizen complaints, field checks, issuance of correction notices and citations, and court appearances.
• Present staff reports at Planning Commission, City Council, and special study sessions as needed.
• Participate in and facilitate training programs and other related work as required.
• Prepare City procedures, policies, and ordinances.
• Represent the City on, or serve as staff to, various City, County, and regional committees and task forces.
• Participate in Emergency Operation Center (EOC) and exercises and training.

QUALIFICATIONS:

 Any combination of education and experience equivalent to:

• A Bachelor’s degree in planning, public or business administration, landscape architecture, economics, or a related field.  A Master’s Degree is preferred but not required.
• Work experience equivalent to three years as a Planner II with the City of Gilroy, or five years with another agency.  Transportation planning experience is desirable.

Additional Requirements:

• Possess and maintain a valid California Driver License and a safe driving record necessary to operate assigned vehicle (s).
• Pass a post-offer medical examination, which includes a drug test.
• Pass a background check and Department of Justice criminal record check for employment.

THE POSITION

The Human Resources Department is accepting applications for the Regular and Full-time position of Industrial Waste Specialist in the Environmental Utilities Department.  The normal work schedule is Monday through Friday, 8 –5 pm; a flex schedule may be available.

DEFINITION

To perform technical duties that support and ensure compliance with the City’s Industrial Waste Pretreatment Program compliance with local, State, and Federal requirements; to issue and renew industrial discharge permits; and to perform related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Environmental Utilities Compliance Administrator.

Exercises technical and functional supervision over other technical staff, as appropriate.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Interpret and enforce pretreatment regulations; inspect industrial facilities to ensure compliance with Environmental Protection Agency (EPA), Regional Water Quality Control Board (RWQCB), and City pretreatment regulations.
• Issue and renew industrial discharge permits for new and existing industries; maintain complete and accurate industrial user performance/compliance records.
• Enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records, chain of custodies and prepare required reports; prepare and upload EDD files from contract labs to the HDR; update and institute necessary changes to the HDR IW database.
• Maintain and enforce the City’s Fats, Oil and Grease Program; issue and renew Food Service Establishment (FSE) permits.
• Collect wastewater from industrial facilities, potable water, swimming pool and surface water samples for chemical, bacteriological and biological analysis to ensure compliance with local, State, and Federal regulations.
• Set up, calibrate, and operate a variety of field instruments such as pH, conductivity, dissolved oxygen meters and portable composite/discrete samplers.
• Respond to inquiries from the public about water and wastewater issues.
• Maintain professional relationships with industrial users; respond to their inquiries and serve as a technical resource; interpret regulations and advise industrial users on actions to ensure compliance.
• Prepare detailed written and oral reports of inspections and prepare related correspondence; prepare required quarterly and annual Industrial Pretreatment reports; monitor submission of compliance reports from categorical industries and other permitted users.
• Communicate and coordinate with regional partners to ensure consistent interpretation of pretreatment regulations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Wastewater treatment processes used in monitoring the effectiveness of such processes.
• Operation and maintenance of equipment used for the control of industrial waste; laws and ordinances governing the treatment, control and discharge of industrial waste.
• Principles and practices of biology, chemistry and bacteriology, including methods and techniques of laboratory testing and analysis.
• Pertinent local, State and Federal ordinances, laws, and regulations.

Ability to:

• Perform technical duties in the collection and testing of wastewater, drinking water, sludge, industrial waste, surface water, and other related sample sources; check pretreatment facility plans.
• On a continuous basis, know and understand operations, and observe safety rules; analyze problem equipment and/or procedures; know and apply techniques and terminology; communicate and explain test results to others.

EXPERIENCE AND TRAINING

Experience:

Three years of increasingly responsible experience in the collection and analysis of industrial and other wastewater/water samples.

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in chemistry, bacteriology, biology or a related field.

License or Certificate:

• Possession of a valid California driver's license by date of appointment.

Under general supervision, the Communications Officer, as a member of the Police Department, transmits and receives information over the police and public works radio system; dispatches routine and emergency calls for service; types, records, and files information; handles emergency and non-emergency telephone calls utilizing complex technical aids, such as computer aided dispatch systems (CAD), and performs related work as assigned.

This is a non-exempt position represented by the Police Officers Association.

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation.
